About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity involving the replacement of submersible sewage ejector pumps and duplex control systems at Battery Park.

The document addresses four key inquiries from potential offerors. Site visit attendance is not mandatory for offer eligibility, though photos of the control panel and sewage pit are included in the Statement of Work. Regarding pump specifications, nameplate data for the existing pumps is unavailable; however, the Government has identified the original equipment as two submersible Weil Pump Co. Model 4-250216 units with replacement motor specifications of 1 HP, 1150 RPM, 208 volt, 3-phase, 60 Hz. Contractors must field-verify existing conditions and submit proposed pump details including manufacturer, model, horsepower, voltage, phase, frequency, FLA, RPM, discharge size, certified pump curve, operating point, dimensions, weight, solids passage, impeller configuration, guide-rail compatibility, and electrical requirements for Government approval prior to procurement. For confined-space entry procedures required under Section 4.7 of the SOW, the Government will provide the Park's applicable standard operating procedure, though the Contractor remains responsible for independent evaluation and compliance with all applicable OSHA, federal, state, and local requirements. Work shall be performed during weekday hours of 7:00 AM to 5:00 PM unless otherwise approved by the Contracting Officer, with vehicles requiring Government staff escort and the Contractor responsible for coordinating access with Park facilities staff. No additional security clearance requirements apply.

1. Is attendance at the site visit mandatory for eligibility to submit an offer? If not, could photos or documentation from the site visit be made available to offerors who are unable to attend?

Attendance at the site visit is not mandatory for eligibility to submit an offer. Photos of the control panel and sewage pit are included in the Statement of Work.

2. The SOW appendix includes photos identifying the existing duplex control panel (Boulay Fabrication, 208V/3-phase/60HZ/1HP), but not the submersible sewage ejector pumps themselves. Is nameplate data or a model number available for the existing pumps, to help confirm sizing and compatibility for the replacement units?

Nameplate data and model number for the existing pumps are not available. The Government has located historical project specifications which identify the original equipment as two submersible Weil Pump Co. Model 4-250216, originally supplied under SO# 310.602. The historical project specifications also specified a replacement submersible motor as one (1) HP, 1150 RPM, 208 volt, 3-phase, 60 Hz, hermitically sealed and air-filled.

Contractor shall field-verify existing conditions necessary for proper pump selection and installation. Replacement pumps shall be compatible with the existing wet-well, discharge piping, guide-rail/slide-rail or quick removal system, electrical service, and duplex controls.

Prior to procurement, the Contractor shall submit the proposed pump manufacturer, exact model, horsepower, voltage, phase, frequency, FLA, RPM, discharge size, certified pump curve, proposed GPM/TDH operating point, dimensions, weight, solids passage, impeller/cutter configuration, guide-rail/slide-rail compatibility, and electrical/control requirements for Government approval.

3. Section 4.7 of the SOW requires confined-space entry procedures for this work. Is there an existing permit-required confined space determination or entry log for the pump pit that offerors can reference in preparing their safety plan?

The Government will provide the Park’s applicable confined space standard operating procedure to the Contractor. Contractor shall remain responsible for independently evaluating the work area and complying with all applicable OSHA, federal, state, and local requirements governing confined-space and permit-required confined-space work.

4. Is there a preferred time window (e.g., early morning or off-hours) for performing the work to minimize restroom closure impact on visitors, and are there any additional site access or security clearance requirements for working at Battery Park?

Work will be performed during the weekday hours of 7:00 AM to 5:00 PM unless otherwise approved by the Contracting Officer.

During weekday hours of 7:00 AM to 5:00 PM, vehicles accessing the work site must be escorted by Government staff. The Contractor is responsible for coordinating vehicle access, deliveries, and site access requirements with Park facilities staff.

There are no additional site access or security clearance requirements at this time.
