About this file
This is a Statement of Work (SOW) for replacing sewage pumps and control systems at Castle Clinton National Monument in Battery Park, Manhattan, New York, issued by the National Park Service (NPS).
The project requires the contractor to remove and replace two existing submersible sewage ejector pumps and repair/replace the associated float control system and electrical infrastructure. The contractor must conduct field verification of existing site conditions prior to procurement, including wet-well dimensions, discharge piping configuration, electrical service availability, and control panel specifications. Replacement pumps must be compatible with the existing duplex pumping system, capable of handling normal, high-use, and backup operating conditions. The contractor shall submit detailed pump specifications for NPS approval prior to procurement, including manufacturer certification curves, proposed operating points (GPM and TDH), motor specifications (horsepower, voltage, phase, frequency), and compatibility documentation. The scope includes replacing approximately 20 linear feet of electrical wiring between pumps and control panel, repairing or replacing the float control box and associated components, ensuring all electrical work complies with applicable codes, and performing comprehensive testing and commissioning of the completed system. The contractor must provide all labor, materials, equipment, supervision, and tools necessary for project completion, coordinate work to minimize impacts to visitor services with potential temporary restroom closures, maintain strict resource protection and construction support standards including quality control, safety protocols, and proper debris disposal. Project closeout requires submission of complete operation and maintenance documentation, pump record documentation with nameplate photographs, and an in-person orientation meeting with facility staff prior to final acceptance.

NATIONAL PARK SERVICE (NPS)
1.0 PROJECT INTRODUCTION
Project Title: Replace Sewage Pumps and Control System at Castle Clinton In accordance with terms and conditions of the Contract, the Contractor shall perform the work of this Statement of Work (SOW) for the National Park Service (NPS) as described below.
1.1 LOCATION
This project is located at Castle Clinton National Monument, Battery Park, in the financial district of New York City.
1.2 BACKGROUND
Castle Clinton National Monument is a historic structure located in Battery Park in New York City. It serves as the primary ticketing location for ferry operations providing access to the Statue of Liberty and Ellis Island and receives nearly 4 million visitors annually. The project will remove and replace two sewage ejector pumps and re-wire the control panel at the site in order to transport sewage from the public restrooms to the city sewage system.
2.0 SCOPE OF WORK
The contractor shall provide all labor, materials, equipment, supervision, tools, transportation, disposal, and incidental services necessary to perform the following:
1. SEWAGE PUMP REPLACEMENT
• Verify all existing site conditions prior to commencement of work and procurement of replacement pumps
• Remove and properly dispose of the two existing submersible sewage ejector pumps
• Furnish and install two new heavy-duty commercial submersible sewage ejector pumps suitable for the existing wastewater service and duplex pumping system o Replacement pumps shall be compatible with the existing wet-well, discharge piping, guide-rail/slide-rail or quick-removal system, electrical service, and duplex controls o Replacement pumps shall provide hydraulic performance appropriate for the existing system and shall be capable of reliable automatic operation under normal, high-use, and backup operating conditions o Historical documentation identifies 1 HP motors for the prior replacement installation. This information is provided as historical reference and does not establish a mandatory replacement motor horsepower. Contractor shall select motor horsepower based upon the manufacturer’s certified pump performance data and the actual system requirements
• Reconnect pumps to existing piping, electrical connections, and controls, including modifications necessary to accommodate the approved replacement pumps
• Verify proper pump rotation, operation, and alternating sequence
• Confirm that the duplex pump system provides normal alternating operation, high-use supplemental pumping capacity, and backup capability
2. FLOAT SYSTEM AND CONTROLS REPAIR
• Remove failed float control wiring and associated defective components as required
• Replace and rewire the float switch system responsible for activating pump operation
• Replace or repair sensors, relays, wiring, and associated control components as required for reliable operation
• Test automatic pump activation and alarm/control functions
3. ELECTRICAL WORK
• Control panel system shall be field verified by the Contractor. Contractor shall verify compatibility of the proposed replacement pump motors with the existing electrical service and control system o Where the approved replacement pumps have electrical characteristics that differ from the existing installation, Contractor shall provide all required modifications to motor starters, overload protection, circuit protection, conductors, disconnecting means, control components, wiring, and associated equipment necessary for a complete and code-compliant installation o All modifications necessary to accommodate the approved replacement pumps shall be included in the Contractor’s work
• Replace approximately 20 linear feet of electrical wiring between the sewage pumps and control panel
• Replace conduit, watertight fittings, junction boxes, and accessories as required
• Repair or replace the float control box and re-wire all connections
• Ensure all electrical work complies with applicable codes and safety requirements
• Verify connection to the alarm system
4. TESTING AND COMMISSIONING
• Perform startup and operational testing of the completed sewage pump system
• Verify:
o Automatic pump activation o Alternating pump operation o Operation during simulated high-use conditions o Float switch functionality o Control panel operation o Alarm activation o Proper discharge to the municipal sewer system
• Provide documentation confirming successful completion of testing and commissioning
2.1 EXISTING PUMP INFORMATION
• Available historical project specifications identify the original sewage pumps as Weil Pump Co. Model 4-250216, originally supplied under SO# 310.602.
