This is a Statement of Work (SOW) for the Office Storage Building Roof Replacement project at Steamtown National Historic Site in Scranton, Pennsylvania. The project involves removal and replacement of approximately 13,400 square feet of roofing on the primary roof area, with additional smaller roof sections totaling 5,968 square feet and ancillary work on windows and 12 roof drains. The contractor must provide all labor, materials, equipment, supervision, and incidentals necessary to complete the work in compliance with federal, state, and local codes, manufacturer specifications, and applicable FAR clauses including provisions for differing site conditions, site investigation, material and workmanship standards, permits, cleanup, and inspection of construction.

The scope of work includes removal of existing roofing materials to an approved substrate, installation of polyisocyanurate insulation with a minimum R-value of 30, installation of a fully adhered white EPDM roofing system with a 30-year warranty, installation of new flashing and drainage improvements, window resealing with exterior-grade sealant, and steel member painting with rust-inhibitive primer and exterior-grade finish coat in a Government-approved color. Pre-construction requirements mandate site inspection, pre-construction meeting attendance, submission of product data, safety documentation, quality control plans, OSHA-compliant fall protection implementation, and coordination with the Contracting Officer Representative (COR) and Yard Master for site access and logistics. The contractor bears sole responsibility for safety compliance, property protection, and waste management, and must perform in-progress inspections and coordinate manufacturer inspections for warranty issuance, with all deficiencies corrected at no additional cost to the Government. The project requires compliance with HSPD-12 security requirements and railroad safety protocols at the active historic site.

Statement of Work (SOW)

• Project Title: Office Storage Building Roof Replacement

Location: Steamtown National Historic Site (STEA), Scranton, PA

• Background:

The roof and drainage systems of the Office Storage Building have significantly deteriorated over time. A recent storm exacerbated structural and moisture-related issues, further compromising the roofing system's integrity. Due to the extent of the damage, full replacement of the roofing, flashing, and drainage components is required to prevent ongoing water intrusion and operational disruptions. The Steamtown National Historic Site operates a live railroad yard featuring coal-fired steam locomotives, restored cabooses, freight cars, and railroad coaches. Regular operations include passenger yard shuttles, mainline excursions, and commercial freight traffic. The 52-acre site includes active Locomotive and Restoration Shops, a Visitor Center, History and Technology Museums, a 250-seat Theater, and a fully operational Roundhouse and Turntable. The Contractor must perform all work in accordance with federal, state, and local codes and this SOW. The Contractor will provide all management, supervision, labor, materials, supplies, tools, and equipment necessary to complete the work. Daily cleanup and offsite debris disposal are required. The Contractor is responsible for inspecting the site, verifying dimensions, and familiarizing themselves with existing conditions before commencing work. Work should be carefully planned and executed to avoid damage to buildings, vehicles, equipment, and electrical systems. Material delivery access will be coordinated through Steamtown NHS.
