About this file
This document is a Q&A file for Solicitation 140P4525R0016, a mechanical system rehabilitation project at Steamtown National Historic Site in Scranton, PA, issued by the Department of the Interior National Park Service Northeast Region. The project involves mechanical system upgrades with a 180-day performance period after Notice to Proceed, allowing work from 7:00 am to 4:30 pm Monday through Friday. Key details include potential HVAC system modifications, building automation system (BAS) controls updates, and potential boiler plant programming, with work to be conducted while the facility remains partially occupied with one or two personnel potentially present.
Notable specifications include: no roofing requirements, no asbestos found, on-site parking and bathroom access available for contractors, site staging and storage permitted, and confirmed budget approval. Specific technical considerations include potential temporary heating systems if freezing temperatures occur, a single CO2 sensor acceptable for monitoring, and coordination with existing vendors like Siemens Industry, Inc. for building controls. The solicitation allows for period of performance extension based on material lead times, and there is no incumbent contractor for this project. The budget has been approved, and the site visits have already been completed.
