About this file

This document is a Questions and Answers (Q&A) file for Solicitation 140P4525Q0032, covering container and disposal services for the Sandy Hook Unit of Gateway National Recreation Area in Fort Hancock, NJ. The Q&A addresses two key clarification points: recycling container quantities and pricing schedule discrepancies. For the 2025 contract period, the National Park Service clarified that up to 3 recycling containers will be provided from mid-May to mid-September, with a 1.5-month service duration. For 2026 and 2027, the recycling container service will expand to a 4-month period. The document also reconciles bid schedule items, confirming up to 18 total 30-yard containers, up to 100 tons of disposal, and up to 3 containers for the 1.5-month 2025 period. The contract is issued by the Department of the Interior National Park Service Northeast Region.

140P4525Q0032: CONTAINERS AND DISPOSAL SERVICE, SANDY HOOK UNIT, GATEWAY NATIONAL RECREATION AREA, FORT HANCOCK, NJ – MORE QUESTIONS + ANSWERS I am writing to respectfully request clarification regarding inconsistencies between Addendum 3, the Statement of Work (SOW), and the bid documents associated with the above-referenced solicitation.

Question 1: Addendum 3 – Recycling Container Quantity and Duration

In Addendum 3, the following question and response were issued:

Question: I'm reaching out to confirm the expected onsite duration for the 6-yard container referenced in the SOW. Is it intended to remain onsite for the full period from August 1, 2025, through September 15, 2025, as outlined for the Single Stream Recycling at the Sandy Hook Beach Centers? Or for the full year?

Answer: The recycling containers are only until mid-September as outlined in the SOW. We typically ask for 2 recycling containers to start and then add on if needed.

However, the SOW states:

"The contractor shall provide three (3) 6-yard single-stream recycling dumpsters at Sandy Hook."

"The period of performance is from August 1, 2025 through September 15, 2025."

This clearly indicates a 1.5-month service period for three containers during the base period.

Request for Clarification:

· Please confirm whether two or three containers are to be provided during this period. The SOW references three containers from the start, while the addendum response suggests starting with two and increasing as needed.

· Additionally, Base Bid Item 30 in the B08_2025_Bid_Schedule-SAHO_Containers_FY25-27 currently reflects a four-month duration. This should be corrected to 1.5 months, unless otherwise intended. If the number of containers is reduced, that should be reflected accordingly in the bid item.

1. Answer: The contract is for up to 3 recycling containers from mid-May to Mid-September. Due to the timing of the solicitation the recycling containers will only be for 1.5 months for 2025. For 2026 and 2027, the recycling containers will be the 4-month period.

Question 2: . B08_REV Pricing Schedule – Item 120 Discrepancy The B08_REV_Separately_Priced schedule reflects higher volumes and durations than the original bid schedule. Specifically:

· Item 100: 20 hauls vs. 18 in the original schedule

· Item 110: 120 tons vs. 100 tons

· Item 120: 5 containers for 4 months vs. 3 containers for 1.5 months per the SOW

Can you please confirm the quantities are correct and would you update the months for Item 120 to 1.5.

We appreciate your attention to these details to ensure all bidders are working from a consistent and accurate scope of work.

2. Answer: Item 100 - total 30-yd containers will be up-to 18 Item 110 should be up-to 100 tons Item 120 should be up to 3 containers for the 1.5 months for 2025.
