About this file
This document is a clarification attachment for Request for Quote (RFQ) #140P4525Q0016 for bulk coal delivery to Steamtown National Historic Park. The clarification document addresses vendor questions regarding the solicitation, providing key details about the coal procurement requirements. The government seeks approximately 150 total tons of coal, to be delivered in 20-ton increments, with specific requirements including less than 2% sulfur content. The contract is a one-year firm fixed-price procurement with potential testing of coal deliveries, where the government may request up to five independent testing instances throughout the contract duration. Coal will be delivered to an open-air storage environment and will be moved by the park's own front-end loader. The vendor must provide coal meeting the specified sulfur content requirement, with the understanding that non-compliant coal must be removed and replaced at no additional cost to the government.

Clarifications for Solicitation #140P4525Q0016
This document provides clarifications to Solicitation #140P4525Q0016. Based on queries submitted during the solicitation phase and/or raised during the site visit. The responses are incorporated into the contract.
1. What is the total amount of bulk coal anticipated to be delivered?
Bid Pricing to be in Net Ton (2000 lbs) Delivered.
2. Please clarify the quantity to be bid for this solicitation. Section 2.2 requires 20 tons initially and 2.3 refers to additional 20 ton deliveries but the price schedule is for a total of 2,000 lbs which is 1 ton.
Coal is priced by the ton. We are looking for approximately 150 Tons in total delivered 20 ton at a time.
3. Section 52.217-8 refers to options for which none appear to be present. We assume this section does not apply.
I don't know what 52.217-8 is in reference to. We are not looking for any option years. Just a 1 year contract.
4. Section 52.217-9 discusses up to a 5 year 6 month optional extension period but the POP is listed as 1 year - please clarify.
See answer to question 3. Same applies.
5. Section 1.5 provides limited specifications (size and sulfur content) without indication of moisture content and other requirements typically presented. Is size and sulfur content all the government is concerned with?
Yes, that is all the government is concerned with.
6. No mention of if the coal is to be coated and if so by oil based or non-oil based treatments. Please clarify.
We do not require any coating.
7. As coal is typically obtained from different areas of a mine during production, individual testing reports are often not accurate for all materials that might be produced over time as different areas of a mine get utilized. Section 1.5 appears to require not only an initial test for the actual first sample delivered but random testing at the government's discretion for subsequent deliveries.
We want to be sure the government recognizes that the testing as described would imply additional tests be done for the first delivery and as often as requested. This implies bidders need to add the cost of these tests by an independent authority and it may not be possible to get test results produced and approved by the government within the 5 day proposed for deliveries by Section 2.3. Please clarify the testing requirement and also provide exactly what information at a minimum is to be on each test report.
The Government may request testing of coal that has already been delivered or testing of coal before it is delivered. Additional time for testing will be granted not to exceed 10 calendar days per delivery. If the coal is found to be sub-par, the contractor is responsible for removal of the sub-par coal and redelivery of compliant coal at no additional cost. Furthermore, the government may request up to five testing instances throughout the duration of the contract to ensure quality standards are met consistently, not just at the initial delivery. The testing data will confirm that the coal is less than 2% sulfur.
8. Do you have a list of either preferred USA suppliers or non-preferred suppliers that should be considered when working toward gathering quotes?
We do not have a list of preferred suppliers.
9. Will the coal be stored in a covered, safe location onsite in Scranton, PA? If so, that could impact the equipment type used within this project for deliveries.
No the coal is stored in an open air environment.
10. Will the coal be delivered onto the ground for future placement with an onsite front-end loader that is owned by STEAMTOWN and operated by STEAMTOWN staff? If so, that could qualify many other equipment types to be eligible
Yes
11. As this is a Firm Fixed price on procurement as delivered status, has it been an issue with past years performance on pricing changes mid-year?
No the contractor should be bidding on a price per ton up to 150 tons for the contract year.
