Question 1 : Are the Steel skylights to be included in the scope of work? They have broken panes of decorative glass, and mismatched glazing putty applied poorly, and mismatched glazing. There are two or three patterns of glass in the skylight.
Answer 1: The steel skylights are not part of this project. The repairs are being addressed in association with another project.
Question 2: Shall all the mismatched base molding be replaced? Some apparently later cove base molding is in good condition. The most complicated base molding at the bottom of the Window elevation (SE, SW) appears to be the original base molding.
Answer 2: The NPS advocates replacing as little as possible in order to address these repairs. In this case - this mismatched molding will not be replaced.
Question 3: If lead paint is found, how should that be treated? The East wall wood appears to have original paint, and it is deteriorating.
Answer 3: The contractor is encouraged to use their expertise and experience to develop a plan for addressing any lead paint. This plan must meet OSHA and NPS standards. Please explain your methodology for this aspect of the project in your bidding proposal. Additionally, the NPS does not advocate completely stripping a wall in order to repaint it. This is because we hope to retain some of the original paint layers in order to retain the finish history for the historic surface. Please also explain your methodology for repainting this space in your bidding proposal.
Question 4: Are the Curved Windows to be made operable?
Answer 4: No
Question 5: The wood sashes are in poor condition, all painted and fixed shut. If they are not repairable to be structurally sound using existing wood or Dutchman inlays of structurally sound proportions, should new sashes be made with identical profiles and joinery to match existing?
Answer 5: The NPS advocates using the least invasive method to make these repairs. Repairs are preferable to replacement in-kind. If you believe that a replacement in-kind may be necessary - please explain your methodology in your bidding proposal.
Question 6: Is epoxy permissible for replacement of any rotten wood elements? The windows' design is very delicate, using epoxy will compromise their integrity, strength and durability.
Answer 6: Epoxy is not permissible.
Question 7: If the walls consist of any plywood elements, can solid wood be used to replace rotten wood, if the wood matches the face of the existing?
Answer 7: Yes.
Question 8: Are all species of wood to be kept consistent, if they are being painted?
Answer 8: Yes.
Question 9: Does existing old growth wood that has rotted have to be replaced with sound old growth wood, or is new growth (not as rot resistant) wood of the same species acceptable?
Answer 9: New growth of the same species is acceptable.
Question 10: Please confirm if structural wood underlying the exterior or interior wood is rotten, is replacement of those structural elements part of the scope of the work?
Answer 10: The contractor is encouraged to use their expertise and experience to determine the extent of the rotted wood. If replacement of these structural elements is necessary, this is included in the scope of work.
