140P4522Q0005 / 0001 Questions and Answers
12.14.2021
140P4522Q0005 – STLI Elevator Service Procurement Q&A
1. Is there an incumbent?
a. Yes, the incumbent is Liberty Elevators.
2. If there is, please provide the contract number.
a. 140P4318P0037
3. Is there a time when vendors can do a site visit?
a. A site visit has been scheduled for Tuesday, December 21, 2021 at 7:00 a.m. ET. Please see “Amendment Attachment 02 – Site Visit Instructions” for all site visit instructions and required information.
4. Are you going to take into account a parts markup that isn’t covered? Meaning how much a contractor is going to mark up a part if it has to be replaced. Some contractors can give a dirt cheap hourly rate, but when it comes to purchasing a part they will mark it up 300%. A parts mark up should included in the RFQ.
a. The government has decided that the entire contract shall be Time and Material. Per FAR 16.601(b), vendors are allowed to charge a fully burdened hourly rate (this includes wages, overhead, profit, and G&A). For all materials, the contractor shall be reimbursed on an actual cost basis.
5. For the response times, the only way to access the location is by Ferry. Can you please be more specific where a mechanic would have to be if a shutdown were to occur within the response timeframe? Is it onsite or in line at the ferry?
a. For all monthly routine maintenance and service calls for both Ellis and Liberty Islands, the mechanic will access Ellis Island by driving their vehicle over the Ellis Island bridge and then park their vehicle in the parking lot on Ellis Island (see attached Directions to the Ellis Island Bridge). To service the elevators located on Liberty Island, the mechanic will travel from Ellis Island via Statue City Cruise (concessions) boat during normal park operating hours. If service is needed after hours, the COR will arrange for USPP marine boat transfer the vendor to/from Liberty Island.
6. The ferry is free in some locations but not others. Will the government provide an access card for all ferry locations?
a. The contractor will be required to designate a primary mechanic and an alternate mechanic that will provide service to the park under this contract. Those individuals will be required to have a background check by the USPP and will be issued a park ID to gain access to the islands. If additional staff is needed to assist with the service, the COR will arrange for temporary passes for those individuals to access the islands for that specific period of time. The park ID will allow for ferry access when required to perform services under this contract.
7. For parts covered, how can we decipher what is covered and what is not?
a. Does not pertain to full time & Materials contract.
8. Can you add ‘wearable parts’?
a. Does not pertain to full time & Materials contract.
