About this file

This is Amendment 0001 to Request for Quote (RFQ) 140P4326R0032 issued by the National Park Service (NPS) Northeast Region for re-striping pavement markings at Acadia National Park in Bar Harbor, Maine. The amendment is effective August 20, 2026, with a performance period of October 1, 2026, through September 30, 2027. The contracting office is located at Boston National Historical Park, Charlestown Navy Yard, Building I-1, Boston, MA 02129-4543, administered by Jason Albright.

The amendment provides responses to six questions received during the solicitation process and supplies the list of attendees to the organized pre-bid site visit held on September 1, 2026, at 10:00 am EDT. Key clarifications include: roadways not shown on individual plan sheets should be striped as typical for that roadway, matching neighboring sheets and existing striping; several locations include new markings as identified in drawings with existing markings to be repainted to match; limited markings not identified for repainting should be removed using water blasting as the preferred method; night work is permissible if included in the proposal's means and methods; water-based paint as specified in project requirements is mandatory, with no substitution of cold-weather solvent-based paint permitted; and work can occur in seasonally closed areas with arranged access. The pre-bid site visit roster includes representatives from NPS, McKenzie Construction, Newman's Geotechnical Services LLC, and Ware Construction Services.

DESCRIPTION OF AMENDMENT/MODIFICATION

The following are a list of questions received for the Solicitation Number 140P4326R0032, Re-Stripe Pavement Markings at Acadia National Park.

1) Do all striping areas have their own plan sheet? For example, the cover sheet shows the entire perimeter of the park, however there are locations within that region that are not shown on their own individual plansheet.

Answer: No, all striping areas do not have their own plan sheet. Between shown sheets, roadways should be striped as is typical for that roadway, matching the roadway striping shown on neighboring sheets and matching existing striping.

2) Are there new roadway markings in the package?

Answer: Yes, there are several locations that include new markings as identified in drawings. Existing markings should be repainted overtop to directly match

3) For those existing roadway markings that are not indicated in the drawings for repainting, should they be removed? If removal is required, what methods are considered acceptable for this process?

Answer: Yes, there are a limited number of markings that are on roadway that are not identified to be repainted. Those marking should be removed. Water blasting is the preferred method of removal.

4) Is night work allowed?

Answer: Proposal package should include means and methods to accomplish work.

However, the park is open to the idea of night work.

5) Is it permissible under the contract to use cold-weather, solvent-based paint, even though this type is not specified in the project requirements?

Answer: No, use of the water-based paint outlined in the specs is required.
