About this file

This is Amendment 0003 to solicitation 140P4326R0029 for rehabilitation of historic fields at Minute Man National Historical Park. The amendment was issued on August 8, 2026, by the National Park Service (NPS), Northeast Region, administered from Boston National Historical Park in Boston, Massachusetts. The contracting officer is Jason Albright (617-519-6145). The period of performance runs from August 22, 2026, to September 30, 2027.

The amendment provides responses to contractor questions raised during a site visit conducted on August 4, 2026, and includes documentation from an earlier site walk on August 5, 2026. Key clarifications address specific conditions at five task areas: Area 1a/b (barn foundation and pool demolition with septic system considerations), Area 2a (tree and stump removal at Sargent Field with stone wall preservation), Area 3a (equipment staging at Meriam's Corner), Area 4a (vegetation removal during fence removal), Area 4b (woodchip disposal limits of 20 cubic yards), Area 5a (no felling of living trees), Area 5c (fence and livestock coordination), and Option B airport road parcels (shrub removal methodology). The amendment confirms that progress payments may be authorized under FAR 52.232-1 and 52.232-16. The proposal submission deadline remains August 11, 2026, at 10:00 a.m. EDT, with all proposals to be emailed to the contracting officer. Offerors must acknowledge receipt of this amendment prior to the proposal deadline.

PROJECT-WIDE QUESTIONS

- What will the payment schedule be for contractors on this project? Will payment be issued by task area? Progress payments may be authorized in accordance with FAR 52.232-1 and 52.232-16.

SPECIFIC QUESTIONS AT TASK AREAS

Area 1a and b , Option A – Barn Foundation and Pool

- Is there underground infrastructure (septic tanks, dry wells, etc.) that could impede equipment access/demolition of pool?

- The property has a septic system, which is located in the front yard, opposite the dining room window, straight out from the downstairs lab. As detailed in the solicitation, Section 11, Division A, the project includes obtaining a permit from the Town of Concord, which will include reviewing the Septic Plan filed with the Town of Concord Board of Health.

Area 2a – Sargent Field

- Will stone walls need to be moved to remove trees? No, stone walls should not be disturbed. All trees should be flush cut. Stumps do not need to be ground in this area.

- Clarify where stump grinding is required. Stump grinding is only required in mowable areas. Where the contract indicates only flush cutting required, stump grinding is not required. See solicitation, Table 1.

Area 3a – Meriam's Corner

- Clarify where equipment can be staged. The park owns the house at 55 Old Bedford Road that is adjacent to Task Areas 3a, 3b, and 3c. Equipment can be staged anywhere in the field within Task Area 3a. Do not block the driveway or the gravel lane.

Area 4a – Abandoned Livestock Grazing Area

- Clarify vegetation removal associated with fence removal. Vegetation on the fence should be cut at the time of fence removal. The area must be clear enough to allow inspection to ensure fence has been fully removed. The two standing dead white pine may be felled or topped for crew safety while working in the area.

Area 4b – Ash Removal Area South of Battle Road Trail

- Can woodchips be left in place? If more than 20 cu yards of woodchips are produced, the amount exceeding 20 cu yards should be removed.

Area 5a - Beatteay Parcel

- Should trees be felled in the work area as part of grading the area? No, living trees should not be felled.

Area 5c - Pasture Corner near Neighbor’s Property Line

- Clarify fence and shrub removal. Will the Park remove fence? Which shrubs will be removed? The Park will cut the existing high tensile wire fence prior to contractor work to avoid impairing equipment access.

- Will the livestock be active in the pastures during work? The livestock will be contained in their specific fence zones during work, not overlapping with contractor zone. The contractor must coordinate with park COR on timing to allow park time to communicate with farmer on livestock movement.

Option B – a and b, Airport Road parcels

- Can shrub piles be mulched in place then chips removed? The intent of “Remove” in the specification is to remove shrub piles (such as by feeding into a wood chipper) without mulching in place to minimize disturbance to topsoil and prevent removal of topsoil.
