About this file
This is a Requests for Information (RFI) Q&A document containing 74 numbered inquiries and government responses related to a National Park Service construction rehabilitation project at Boston National Historical Park in Charlestown, Massachusetts (Solicitation 140P4326R0021). The project involves rehabilitation work on four buildings: Charlestown Building 1 (base scope), Building 124 (Option 1), USS Constitution Museum (Option 2), and Commandants House (Option 3).
Key clarifications from the RFI responses indicate that electrical work on Building 1 has been removed entirely from the contract scope, eliminating numerous electrical service, panel, conduit, and wiring questions. For Building 1 masonry work, contractors must remove all dense vegetation from the west elevation and complete approximately 10% repointing; no new weeps should be added. Regarding windows and roofing, ACM-containing materials are being addressed separately for remediation and no ACM exists on the roofing system to be replaced; mold remediation mentioned in the SOW was included in error and is not in scope. New roof drains shall connect to existing interior drainage piping. For Building 22 and 28 museum work, bedding glazing removal is required, interior casings and moldings are excluded except for damaged sash stops, and linseed oil paints shall be used. Contractors have discretion on window removal quantities provided temporary coverings are installed and operational convenience is maintained. Building 124 requires coordination with existing jersey barrier relocation, and no active electrical power currently exists at the site. The contractor must remove all materials from Building 124 and coordinate with the Contracting Officer's Representative regarding relocation to adjacent Building 24. The proposal submission deadline was extended to July 28, 2026, at 10:00 a.m. EDT, and award options will be determined within 60 days of contract award with concurrent work anticipated if all CLINs are funded.

| 1 | There is no west elevation provided on the plans. The only note regarding the west elevation is on the Roof Plan A1.1 which states "REMOVE VEGETATION ALONG STONE WALL, ASSUME 10% REPOINTING REQUIRED" . Please confirm that all vegetation (very dense) shall be removed from the west elevation, entire elevation shall be cleaned and repointed 10%. | On Sheet A1.1 of the Building 1 plans, the note regarding vegetation and pointing is accurate. Vine growth has created maintenance issues on the roof and complete removal from the west elevation is required to improve future maintenance of the roof. It is anticipated that as vines are removed, some tuck pointing may be necessary. The 10% pointing is based on this assumption. |
