About this file

This is Amendment 0001 to Request for Proposal (RFP) Number 140P4326Q0061 for a Pre-Demolition Hazardous Materials Survey at Minute Man National Historical Park (MIMA), issued by the National Park Service (NPS), Northeast Region. The amendment is effective September 3, 2026, with an extended submission deadline of 1:00 p.m. ET on September 4, 2026. The amendment provides clarifications to frequently asked questions and establishes key requirements for the hazardous materials survey work. The contracting officer is Jason Albright, and the contractor should acknowledge receipt of this amendment by completing items 8 and 15 on the form or by separate letter/electronic communication referencing the solicitation and amendment numbers.

The survey encompasses nine sites containing 19 individual buildings or structures at Minute Man National Historical Park, with a 60-day period of performance from October 1 through November 30, 2026. Contractors must deliver one comprehensive report organized into separate sections for each site and structure. Key deliverables include asbestos and lead sampling and testing in compliance with Massachusetts Department of Environmental Protection (MassDEP) standards and methods. Contractors should use PLM (Polarized Light Microscopy) as the primary analytical method for bulk samples and are responsible for all aerial lifts, scaffolding, and specialized access equipment. Three structures are identified as unsafe for entry: Palumbo Farm Open Shed, Palumbo Farm Metal Shed, and Inferrera Shed. NPS will provide interior and exterior access to all other structures and will patch exterior samples on roofs and exterior walls; interior patching is not required. Contractors may satisfy asbestos-inspector licensing requirements through appropriately licensed subcontractors, provided the prime contractor remains responsible for all contract work. Service Contract Labor Standards (DOL Wage Determination 2015-4047) apply, with provisions under 29 C.F.R. Part 541 for professional employee exemptions. Offerors may submit their own lump-sum price schedules. The amendment also includes a site-visit sign-in sheet dated August 28, 2026, listing contractor representatives who attended the pre-bid meeting.

Request for Proposal Number 140P4326Q0061 Pre-Demolition Hazardous Materials Survey at Minute Man National Historical Park Amendment 0001

DESCRIPTION OF AMENDMENT/MODIFICATION

The following are a list of questions received for the Solicitation Number 140P4326Q0061, Pre-Demolition Hazardous Materials Survey at Minute Man National Historical Park.

1) The SF 1449 identifies the quotation deadline as 10:00 a.m. ET on September 4, 2026, while the solicitation narrative identifies the deadline as 1:00 p.m. ET on the same date.

Please confirm the controlling submission time. Unless otherwise clarified, ASAP intends to submit its quotation by 10:00 a.m. ET.

Answer: Quotes are due no later than 1:00 p.m. ET on September 4, 2026.

2) Section 1.4 of the Statement of Work states that bids must be submitted using an attached Contract Price Schedule Template. However, the template does not appear in the solicitation’s list of attachments. Will NPS provide the referenced template, or should offerors submit their own lump-sum price schedule.

Answer: Offerors may submit their own lump-sum price schedule.

3) The solicitation identifies the anticipated period of performance as October 1 through

November 30, 2026. Section 8.1 of the Statement of Work identifies the period as October 1 through November 2, 2026, while also describing it as a 60-day period. Please confirm the controlling completion date.

Answer: The anticipated period of performance is 60 days; October 1, 2026, through November 30, 2026.

4) The scope includes nine sites containing a total of 19 individual buildings or structures.

Does NPS require:

• One hazardous materials survey report for each of the nine sites;

• A separate report for each individual building or structure; or

• One comprehensive report organized into separate sections for each site and structure?

Answer: One comprehensive report organized into separate sections for each site and structure. Reflective of the layout given on the tile page of the Location document and 1.3.2: BASE Contract Locations of the Statement Of Work document.

5) [We intend] to serve as the prime contractor and perform the lead inspection and XRF testing.[Our subcontractor] will serve as the asbestos-inspection and technical-reporting subcontractor and will provide appropriately licensed Massachusetts Asbestos Inspectors.

Please confirm that [we] may satisfy the solicitation’s asbestos-inspector licensing and performance requirements through [our subcontractor’s] appropriately licensed

Amendment 0001 subcontractor personnel, provided that [we remain] responsible for all contract work and submits the licenses and qualifications of the proposed [subcontractor] personnel.

Answer: Having or hosting as a Prime Contractor is acceptable for this solicitation such as licenses requirements are relevant and current.

6) During the site visit, we observed that some structures are in poor condition and that suspect building materials are present on the ground surrounding certain buildings.

Examples include roofing materials associated with collapsed or partially collapsed roofs.

Based on Massachusetts asbestos regulations, if these materials are identified as asbestos-containing, their damaged condition and presence on the ground would typically require the development and approval of a Non-Traditional Asbestos Abatement Work Plan before removal. Our hazardous materials survey reports would therefore include that recommendation where applicable, unless NPS determines that Massachusetts Department of Environmental Protection requirements do not apply to this federal contract or that the work will be governed by an alternative federal standard.

Please confirm whether the inspection, reporting, handling, abatement, and disposal recommendations must comply with all applicable Massachusetts asbestos and lead regulations. If NPS considers any federal exemption, preemption, or alternative standard applicable, please identify the requirements that should govern the survey and its recommendations.

Answer: The inspection, reporting, handling, abatement, and disposal recommendations must comply with all applicable Massachusetts asbestos and lead regulations.

7) Please clarify the required number of asbestos bulk samples from each homogeneous material area. Should the sampling plan follow the EPA/AHERA sampling protocol commonly applied to school buildings, including prescribed sampling quantities based on material type and homogeneous-area size, or should the contractor follow applicable Massachusetts asbestos-inspection requirements and the professional judgment of the licensed Massachusetts Asbestos Inspector?

Clarification will help ensure that all offerors base their lump-sum pricing on a consistent anticipated number of samples and associated analytical costs.

Answer: The Government will not dictate volume of samples in this Statement Or Work. The Selected Contractor as the subject matter expert is to test and report to the standards of MassDEP.

8) The Statement of Work lists PLM, PCM, and TEM as part of the basis of design but does not specify when each method must be used. Please clarify:

• Whether PLM is the required base method for bulk samples;

• Whether point-count analysis is required for any materials initially reported as containing 1% asbestos or less;

• Whether TEM analysis of bulk samples is required for any material types or initial PLM results; and

Amendment 0001

• Whether PCM or TEM air sampling is included in the scope.

Answer: Microscopy - PLM - has been determined to be the intent for the basis of design. This is based on the Governments interpretation of MassDEP’s accepted methods being equal to or greater than the Government’s methods. The Government is engaging the Selected Contractor as the subject matter experts to deliver the Asbestos and Lead sampling, testing, and reporting to conform to MassDEP accepted methods and standards.

9) Please confirm whether the base lead scope is limited to XRF evaluation of painted coatings or whether it must also include any of the following:

• Paint-chip sampling;

• EPA-recognized lead test kits;

• TCLP analysis for waste characterization;

• Testing of ceramic tile, glazing, solder, flashing, piping, or other non-paint materials; or

• Other lead-containing components or demolition waste characterization.

Answer: The Government is to be submitted to a comprehensive pre-demolition hazardous materials report upon completion of sampling, testing and lab work. The methods of testing and sampling must be listed in the reporting per structure. The Government is engaging the Selected Contractor as the subject matter experts to deliver the Asbestos and Lead sampling, testing, and reporting to conform to MassDEP accepted methods and standards. The Government in preparation for full building demolitions is expecting, as basis of design, sample testing of building materials, mechanicals, painted, and non-painted surfaces.

10) Please confirm the extent to which destructive investigation is authorized to identify concealed or layered suspect materials. Please also clarify:

• Whether sample locations must be patched or temporarily sealed;

• Whether permanent restoration of sampled finishes is required;

• Whether NPS will provide access to locked areas, basements, attics, crawlspaces, roofs, and other concealed areas;

• Whether the contractor must provide lifts, scaffolding, or specialized access equipment;

• Whether any structures or portions of structures are considered unsafe to enter;

and

• Whether historic-resource restrictions apply to destructive sampling or penetrations.

Answer:

• Patching sample locations are not required to be patched on the interior of buildings. Samples on roofs and exterior walls are to be patched.

• Permanent restoration of sampled finished is not required.

• NPS will provide interior and exterior access to the entirety of the structures.

• The contractor will be responsible for all arial lifts, scaffolding, or specialized access.

Amendment 0001

• The following structures are considered unsafe for entrance:

o Palumbo Farm Open Shed.

o Palumbo Farm Metal Shed.

o Inferrera Shed

• There are no historic-resource restrictions on the structures in this scope of work.

11) The solicitation includes DOL Wage Determination 2015-4047; however, an applicable classification for licensed asbestos and lead inspectors is not readily identifiable. Please confirm the wage classification NPS expects offerors to use for licensed asbestos and lead inspection personnel, or whether NPS considers these personnel bona fide professional employees who are exempt from the Service Contract Labor Standards.

Answer: In accordance with the provided wage determination, 29 C.F.R Part 541 provides the requirements for exemptions from minimum wage and overtime pay under the Fair Labor Standards Act. The process for submitting a request for authorization of additional classification and wage rate through the use of a Standard From 1444 (SF-1444) is also included within the wage determination.
