About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity related to a septage receiving station equipment procurement.

The solicitation concerns the procurement and installation of a septage receiving station system, which will be awarded under commercial terms and conditions rather than construction. Key requirements include: a pinch valve for flood prevention controlled by tank level sensors that closes the inlet valve when levels are too high; inlet valve control via flow sensor; no SCADA system or monitoring/data logging software; and a control panel attached or positioned near the unit within an approximately 25 x 40-foot space to enable operators to perform start/stop functions and view status indicators. The available site wash water pressure is 45-60 psi; if higher pressure is needed for proper operation, a booster pump will be procured and installed under the contract to ensure a fully functional system. Equipment construction must meet a minimum of 304 stainless steel, with optional 316 stainless steel available at the bidder's discretion. Winterization/drainage capability is required; freeze protection measures are optional. The Period of Performance is flexible to accommodate lengthy equipment lead times. A bid bond is not required. Subcontractor past performance experience is acceptable toward meeting Technical Sub-factor 2 requirements, which require 3-5 examples of similar projects completed within the past 10 years. The government's intent is to deliver a fully operational septage receiving station intended for internal park use with typically one to two system-knowledgeable operators.

RFIs 1-9

• Question 1 - As the specified pinch valve is intended for flood prevention, please confirm its fail-safe position and provide details on the control logic governing its actuation.

Answer 1 - There would be some kind of sensors/float(s) in the tank to alert the control panel/valve that the level is too high and would close the inlet valve to stop the flow.

• Question 2 - Please confirm whether a SCADA system or any other supervisory/management software will be included for alarm monitoring and data logging.

Answer 2 - No, there isn’t an intent for there to be any monitoring or data logging through a SCADA system.

• Question 3 - Please provide details on how the inlet valve opening and closing will be controlled.

Answer 3 - Controlled by a flow sensor or a sensor equivalent.

• Question 4 - Kindly confirm whether the available site wash water pressure at the Septage Receiving Station meets the required 75 psi for proper operation of the equipment. If this pressure is not available, please indicate whether a booster pump will be provided.

Anwer 4 - The distribution pressure for the water system is in between 45-60 psi, if higher pressure is needed for proper operation of the unit, it would be included in this contract to procure and install this. The government’s intent is to have a fully, functional septage receiving station at conclusion of this contract.

• Question 5 - Please confirm whether a designated control room is included as part of the system. If so, provide the available space dimensions for the Local Control Station (LCS). For reference, the LCS is a panel located at the equipment that allows operators to perform start/stop functions and view status indicators and alarms for the septage receiving system.

Answer 5 - Unsure if a control room/station is the same thing as a panel, but the government intends this unit to have a control panel that does, for the most part, base functions of the unit (not saying it can’t do more this is a minimum). Preferably this control panel would be attached or close to the unit. These functions are included in the scope. The location of the unit is in an approximately 25 x 40 feet space next to the wastewater plant, which would provide ample space if the control panel needed to be on a separate pedestal. In general, this unit is just used for internal park use so it will routinely be one or two users who know the system.

• Question 6 - Considering the proximity to seawater exposure and cold weather conditions, we recommend the use of 316 stainless steel construction along with appropriate freeze protection measures to ensure reliable operation. Please confirm if these provisions will be incorporated.

Answer 6 - A minimum of 304 stainless steel is required, if you would like to bid the option for 316 stainless that is up to the bidder. Unsure what freeze protection methods are available for these units, and this could be something you could include in your bid but is not a requirement for the scope. The unit will need to have some method to be winterized/drained though.

• Question 7 – We are looking at providing a bid for this project and wanted to make sure you are not requiring a bid bond with our bid? I did not see one in the specs.

Answer 7 - No bid bond is necessary. Since this is primarily an equipment purchase, this requirement has been solicited and will be awarded under commercial terms and conditions, not construction.

• Question 8 - Technical Sub-factor 2 requires to provide “3-5 examples of projects within the past 10-years similar in scope, size, and complexity…” Would our proposed subcontractor’s past experience be acceptable to meet this requirement?

Answer 8 - Your subcontractor's experience would count towards the past performance.

• Question 9 – Is the Period of Performance flexible? The lead time for these machines can be long.

Answer 9 – Yes. The Period of Performance can be adjusted to accommodate the lengthy lead times of equipment
