DESCRIPTION OF AMENDMENT/MODIFICATION

The following are a list of questions and responses for the Solicitation Number 140P4325R0028, Install Fire Suppression System in Fredericksburg Visitor Center at Fredericksburg & Spotsylvania National Military Park.

1) Could the government provide specifications for the valve box required? Would the government accept separate valve boxes?

Answer: We have no special requirements as long as the valves are accessible – separate valves boxes are fine.

2) Drawings state 1.5” piping in the visitor center and 1” piping in the library. Would a 2” 200psi or 160psi HDPE waterline be sufficient in lieu of the specified 3” line?

Answer: Yes, a 2” would be acceptable for the potable waterline.

3) Drawings and specifications state copper, pvc/cpvc, and copper/HDPE waterline for this project. Please clarify type of waterline to be used for this project.

Answer: Copper or HDPE water line for the potable lines are fine. The fire system is separate, and specs must be followed as specified by the engineer.

4) Who is to provide the new water meter, crock, and lid? If the contractor is to provide, can the required water meter size be provided?

Answer: Contractor will need to obtain the permit and water meter from the City of Fredericksburg and must follow their requirements for that connection and meter/crock size.

5) During the site visit, three mechanical attics were identified. Are these attics to have sprinklers installed in these areas? If yes, are those spaces conditions for a wet system?

Answer: Please follow specs as designed by the engineer. The specs do not call for any of the attics to be sprinkled.

6) The nearest fire hydrant(s) appear to be in excess of 100 feet. Please confirm no new hydrants will be required for this project.

Answer: No fire hydrants are required in this project.

7) Does the government have existing site plans that can be provided?

Answer: We have some drawings of the facility and site plans that are old showing most of the lines. You would need to have the utilities marked and identified before construction. We do not have as-builts only design drawings that have been marked up over the years. You are welcome to stop by our office to view the drawings/blueprints and make copies. 8) During the site visit it was noticed existing ceiling tiles in the building may be asbestos-type. Could the government confirm the ceiling tile material?

Answer: We cannot confirm and have not done testing, please proceed as if they were asbestos.

9) If asbestos ceiling tile is present, will the tile remediation be part of this contract?

Answer: No, since very little work is in the ceiling where the tiles are located. Any changes after award would be processed in accordance with applicable clauses.

10) Has an asbestos survey been performed on the building? If so, can it be provided?

Answer: We could only find a report of Asbestos remediation being performed in all the attic spaces in the late 80’ or early 90's.

11) Has a lead-paint survey been performed on the building? If so, can it be provided?

Answer: We did lead abatement on all the exterior windows, trim and doors in 2017.

Please assume the interior may have lead and proceed with proper protection. The building was built in approximately 1932.

12) If lead-paint is in the working areas, will this contract cover remediation?

Answer: No

13) Does the government have existing building as-builts that can be provided?

Answer: We have some drawings that we can provide – not great as-builts but design drawings that have been marked up over the years with additions, etc. You are welcome to stop by our office to view the drawings/blueprints and make copies.

14) Are there any known contaminated soils within the project area? Will any soil tests, other than compaction, be required for this project?

Answer: No knowledge of any contaminated soils around the Visitor Center.

15) Drawing FX501, Note 18 states a flow test was conducted on 4/9/2024. Has a more recent flow test been performed for this project?

Answer: No, that was the latest performed by our design engineers.

16) Will the main building be occupied during construction? If so, will core drilling be allowed during normal working hours?

Answer: The building will be closed during construction. Only contractors & inspectors will be allowed.

17) Are there known archeologically sensitive areas in the project areas?

Answer: No, the construction zone has been archeologically tested and cleared.

18) Specifications 01 35 91 para. 1.4 A. mentions an Historic Preservation Treatment Specialist. Will this be a contractor requirement for this project?

Answer: Yes, a small plan is required to address how the contractor will protect the historic resources, cut holes, put back panels, make installations, paint, etc. (since this is a historical building)

19) Specifications section 01 50 00 para. 2.2 C. states toilets shall be separate for men and women and include handicap accessible. Will this be a requirement for this project?

Answer: No, you can utilize the restrooms in the building – since it’s closed to the public.

20) Specifications section 01 73 40 para. 3.5 B. states to establish and maintain a minimum of two permanent benchmarks on the Project Site. Will this be required for this project? If so, can NPS provide the type and size of benchmarks required?

Answer: Yes, we can show examples of ones currently in the park – normally it’s elevation coordinates established for new construction. (example below)

21) Specifications section 01 73 40 para. 3.5 C. states to a certified survey is required upon completion. Will this be a requirement for this project?

Answer: Yes, we will need a survey of sometime - as-builts that show the new lines, etc. It would not have to be certified but needs to be an accurate as-built drawing with the coordinates of all the lines, valves, connections, meter, etc- similar to what a survey would do.

22) Specifications Section 01 77 00 para. 3.1 B. references cleaning. Will the entire building be required to be cleaned at the end of project, or will only the immediate working areas need to be cleaned?

Answer: Only the construction areas or any areas impacted by the constructions.

The building is clean now – we want it clean when the project is finished.

23) Is the prevailing groundwater level at the site known; if so can it be provided?

Answer: Not known – you may be able to find it on this site.

24) Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

Answer: No, the Supt and Safety could be combined but the QC manager should be a separate person.

25) Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Answer: All work shall be completed no later than 120 calendar days from the issuance of Notice to Proceed.

26) Please provide the site visit attendee sign in sheet.

Answer: Attendance sign-in sheet is provided and incorporated into this amendment.

27) Is the building currently occupied? Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?

Answer: Building will be closed to the public during construction. We do have an electrical upgrade project under way currently, but it should be finished by the end of October. There may be some overlap with construction workers but not a major impact. The building’s HVAC should be on as normal during the project. No special requirements.

28) Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.

Answer: We have no soil reports. The area should be clear of rocks, etc.

29) Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

Answer: See above answer

30) Is this project tax exempt?

Answer: Only the Federal Government can purchase tax exempt. Contractors would have to pay tax on supplies, materials, etc to their vendors.

31) When do you anticipate on site work starting?

Answer: As soon as possible after award.

32) Are third party inspections required?

Answer: The City of Fredericksburg would be inspecting and permitting the water connections and the NPS has a Fire Marshall and project managers that will be doing the final walk through and fire system inspection testing.

33) Are we painting the whole sprinkler system or just the mains?

Answer: All exposed piping, to match existing wall colors.

34) Do we need Archeological Monitoring? If so, is the govt. providing it?

Answer: We have an archeologist on staff who may monitor the digging, but the area has already been tested and cleared.

35) Can you clarify what's in the base and option 1?

Answer: Base is the full fire suppression system including the 6” line connection to the City’s water line.

Option 1 is the 3-inch potable water line and connection to the City and the Visitor Center and Bookstore buildings.

36) If Option 1 is accepted, can we install the potable water service lines in the 6" fire line trench?

Answer: Yes, if there are no code violations.

37) Will NPS be responsible for programming new fire alarm devices, or will this be coordinated by the contractor?

Answer: Contractor will have to coordinate with our current alarm system provider – Vector Security.

38) Has this building undergone and testing or abatement for lead?

Answer: See above answer

39) Please confirm that all attic areas do not require fire protection, and should be excluded as part of this SOW.

Answer: Yes, per specs all attics have no sprinkler heads.

40) There are selected areas where ceiling material has been laminated onto the ceiling.

Have these areas been tested for the presence of asbestos?

Answer: See above for answer

41) Can you provide further clarification on the level of effort required for the water line that enters the Bookstore? Currently, there are existing plumbing lines and equipment that may need to be removed, relocated or reconfigured in order to perform this task.

Answer: You would just need to connect to the existing line that feeds that building

– it’s in the closet near the side door. Approximately 6 foot inside the building.
