About this file

This document is an Amendment (0001) to Solicitation 140P4325Q0057 for the COLO-MOVE 11 ARTILLERY PIECES project by the Department of the Interior National Park Service Northeast Region. The amendment contains nine Request for Information (RFI) responses addressing critical logistical details for moving and treating 11 artillery pieces, including transportation, weight restrictions, and conservation protocols.

Key details include: forklift movement requires plywood for weight displacement with specific positioning restrictions; artifacts must be delivered to the cannon workshop by August 11th; no vehicles are permitted on the footbridge near Surrender Field; the Contracting Officer (CO) will provide contact information post-award; invoices will be submitted through IPP and paid only for services rendered; the total estimated value of the 11 cannons is $2.5 million; the cannon treatment process is estimated at approximately 6 weeks; and the cannon shop is closed on weekends. Invoicing and service terms indicate that payment will be made only for completed services.

140P4325Q0057 Amendment 0001 RFIs 1- 9

1. Can the ramp in front of the artifacts handle the weight of a small forklift? (6000lbs on four tires)?

Would it be able to handle the weight if we provided plywood as weight displacement?

Response: We believe that if the contractor places plywood on the sidewalk they would be able to take a 6000LB forklift. HOWEVER, they would need to keep the piece of equipment at least 12 IN back from the lip of the edge on the side by the cannons and 36 IN from the ending edge on the upslope side of the dry moat because of a void/overhang.

2. Please confirm August 11th is the desired date for all artifacts to be fully delivered to the cannon workshop.

Response: August 11th is the desired date for the artifacts to be fully delivered to the cannon workshop.

3. Bridge Load Capacity: Could you confirm the weight capacity of the small bridge near Surrender Field that will be used during transport of the artillery pieces? The vendor needs to verify that the bridge can safely accommodate both the pieces (ranging from approx. 1,684 to 2,400 lbs each) and a forklift or similar equipment.

Response: No equipment or vehicles are allowed on the footbridge leading up to the Surrender Field Pavilion.

4. Conservation Studio Contact: Could you kindly provide contact information for the conservator or project lead overseeing the treatment? The vendor has a few logistical questions regarding drop-off and pickup protocols post-treatment.

Response: The COR will be identified upon award. All inquiries for pre-award need to be sent to the CO for review and answer.

5. What are the NET terms for this project – if any?

Response: There are no NET terms for this project.

6. Are we able to submit initial invoicing for services and purchase orders?

Response: Invoices will be submitted in IPP, for services rendered. Invoices will only be paid for services already provided to the Government.

7. What is the total valuation of the 11 cannons that will be prepped, uninstalled, and transported – for insurance purposes?

Response: Estimated value at 2.5 million

8. Is there a window for the return of the 11 cannons form the cannon shop? The RFQ states approximately 6 weeks, but we would more than likely need a set window.

Response: The 6 weeks is an approximation; it all depends how the treatment process goes.

9. Are we able to perform services on weekend as well – will the cannon shop be open or closed?

Response: No, the cannon shop is closed on the weekends
