About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity involving crane and flatbed truck/trailer rental with operators for rigging and down-rigging of the Friendship of Salem vessel from 2025-2027. The solicitation (SOL 140P4325Q0049) is issued by the National Park Service for Salem Maritime National Historic Site in Massachusetts, with potential work at Salem Maritime NHS, Saugus Iron Works NHS, and Gloucester Marine Railway. Key details from the Q&A include specifications that the ten largest vessel components range from 30-60 feet in length, weighing approximately 1-5 tons each when fully rigged, with a recommended crane hoisting capacity of 14,000 lbs. The National Park Service will provide all labor for below-the-hook connections and trailer loading/unloading not requiring a crane, while the contractor is expected to provide crane operators and truck/trailer drivers. The Q&A also clarifies potential long-term equipment storage options and transportation logistics for moving vessel components.

Questions and Answers Crane and Flatbed Truck/Trailer Rental w/Operators for Rigging and Down rigging of Friendship of Salem, 2025 - 2027

SALEM MARITIME NHS

SALEM, MASSACHUSETTS 01970

PMIS 191340a & 191340b, SOL 140P4325Q0049

Question: Would it be possible to get a list with the description of the top 10 major components to be hoisted with weight, length and location on the vessel?

Answer: We do not have a list of the weight and as built length of the spars that will be hoisted and placed. For the ship, the ten largest components range from approx. 30 to 60 feet in length, approx. 1 to 5 tons each when fully rigged.

Question: On page 2 under scope of work there is mention that the spars and attached rigging weigh between 800 to 10,000 lbs. On page 3 under the scope of work, hoisting 14,000 lbs. to an elevation of 95’ is a requirement. Which components are these and is it also approximately 70’ horizontally from the center pin of the crane to the centerline of the vessel? We have been looking at load charts and crane options, the 4,000 lb. difference could make a difference on crane selection.

Answer: The increased weight requirement is to account for the additional strain that is sometimes required to fully maneuver the components into place. Planning for a 14,000 lb.

hoisting capacity is recommended.

Question: If the contractor wanted to bring in a rough terrain crane via lowbed, would it be possible to leave it on site and out of the way when not in use from the estimated start date in the late summer/early fall of 2025 until work stops later in the year due to cold and inclement weather? At that point the crane would be removed from the site and returned the following year when work resumes. This would cut down on the cost of mobilizations and crew travel time saving Salem Maritime NHS those additional cost. However, this type of crane would have to stay in the general area of Derby Street in Salem. Other arraignments would need to be made if we went to Saugus Iron Works or Gloucester Marine Railway.

Answer: There is the possibility of long-term storage (subject to final approval). However, please be aware that timing between lifts could range from days to months.

Question: Would a forklift with a boom attachment be an option for loading out flatbed trailers at Saugus Iron Works or Gloucester Marine Railway if needed? Do these facilities have the equipment needed to possibly load out the trailers using the equipment they have on site?

Answer: The flatbed trailer is included with the intention of moving fully rigged spars. These will likely be in the approx. 1-to-3-ton range. It is anticipated that some or all of the items being hoisted on and off the flatbed would exceed the safe operating limits of a forklift. There is no equipment suitable for this task at Saugus Iron Works National Historic Site. It is unknown if Gloucester Marine Railways has this capacity.

Question: Can the truck/trailer needs be accommodated using two pieces of equipment rather than one (to comply with road limits, etc.)?

Answer: Yes, in the case that components would need to be transferred a significant distance, and two trailers would be the more effective/efficient way to accomplish this, that is acceptable.

Question: Is there an expectation that the offeror is to provide any labor other than a crane operator and/or a truck/trailer driver? Or any rigging below the hook (straps, connections, etc.)?

Answer: No, NPS will provide all labor and supplies for connection below the hook and for any loading/unloading on the trailer that does not require a crane.
