Barn #1 – Fire Protection Riser Room – Based on the current configuration of the room, the new nitrogen generator is to be located on the wall adjacent to where the existing air compressor is provided. Please confirm that egress is not required for the access to this generator system.

Accessibility will be required for any component that requires routine maintenance. Full egress is not required; however, components must be readily accessible for maintenance. The nitrogen gnerators are replacing the air compressors accordingto the specifications. There should be room if installed in the curent compressor location. This site has a concuurent storage space that can be used if needed as well.

Barn #1 – Drawing Accuracy – The fire protection drawing F2 (Sheet 3 of 10) was utilized during the site visit and it was found that there was discrepancies between the existing system and that of the drawings.

These items included the configuration of the piping and the sizing of the piping. Please confirm that the drawings are to be utilized for the overall pricing of the project and that any changes from the sizes shown would be considered a change to the contract or should the pricing be reflective of the existing site conditions?

Use the drawings for sizing and bidding. The provided drawings were completed in 2022. The appropriate flow tests should have been performed to determine piping and equipment specifications at that time.

Document Title

Barn #1 – 4” Supply – On the drawing F2 (Sheet 3 of

10) there is a 4” supply that traverses the barn and was shown to supply the small adjacent building. This building was recently renovated and has a water supply of its own. Please confirm that the 4” supply that is shown on these drawings is not required. If the supply is not required, please confirm that only one (1) dry pipe valve is required.

The adjacent building was completely renovated recently. Duirng that renovation, it was seperated from this structures fire suppresion system and tied directly into the water main. All associated lines and equipment that would have provided fire suppression to that structure are no longer needed.

Barn #1 – Restroom Area – the current restroom area is provided with a tongue and groove wood ceiling. For the removal of the ceiling, is the ceiling removal to be completed by the contractor or by the Park Service?

Prior to work commencing, the contractor will coordinate with the NPS to detemine what access is needed and what material will need to be removed to prevent delay for this project. The NPS will remove this material prior to the contractor commencing work so as to not interfere with the contractor team members or project timeline.

Barn #1 – Piping slope – As part of the site visit that occurred it was noted that several areas of the existing dry pipe system were installed as level. As stated in the scope of work, the piping is to follow the same pathways as much as possible, however the piping per NFPA-13 and the contract documents, the piping shall be sloped at a ½” per every 10 ft. Based on this sloping requirements, please note that this shall change the elevation of numerous pipes and shall require several locations to require the patching and cutting of the existing walls that the piping penetrates. Please confirm this this cutting and patching shall be part of this scope of work or as part of the NPS scope of work due to the historical nature of the work.

Any additional modification to historic material, will need to go through cmpliance for approvals. It will also need to be determined, prior to the start of the project, if structural components will be affected by these elevation changes. Depending on the volume and circumstance, it could take 30 days for changes to be approved. The contractor will determine all modificationes requried to the structure within 14 days of accepting the award, and submit them to the CO/COR so they can be forwarded to the appropriate goverment authoriites to expepdite decisions. Installing new fasteners in new locations will not be considered a modification to the structure for this contract.

Barn #1 – Office/Display – this space has an existing ceiling structure, is the cost to remove this ceiling and patch it part of the contract scope or is this part of the NPS scope?

Prior to work commencing, the contractor will coordinate with the NPS to detemine what access is needed and what material will need to be removed to prevent delay for this project. The NPS will remove this material prior to the contractor commencing work so as to not interfere with the contractor team members or affect the project timeline.

Barn #1 – Upper Level – As per the site visit it was discussed that that upper level of the barn is to not have the sprinkler system replaced. Please confirm that only the demolition of the piping is required on the upper level.

Barn 1, high bay/upper level, is being demoed only.

Not reinstalled.

Show Barn – Riser Room – Based on the existing configuration of the equipment within the small sprinkler room there is extremely limited space for the nitrogen generator to be placed. Based on the room limitation, the nitrogen air compressor can be placed within the room, but being able to stand in front of the generator may be difficult. Please confirm that the room size is not to be modified and it is acceptable to have the generator placed in the room without having to stand directly in front of the panel and have a means of egress path.

According to the specifications, the compressor is being removed and nitorgen generator installed in its location. There is a door currently infront of the compressor for access. The wall space above the compressor is clear for use as well. This should allow enough access for future service. Once equipment has been selected, verify access with the COR/CO prior to scheduling installation sothere will be rerasonable time for modifications if needed.

Show Barn – Wash down room – the existing main is located at an elevation that is below the existing plaster ceiling. The lines then rise up from the main and supply the dry pendent in the aisle way and also the dry pendents that protect the room. Based on the current configuration and pathways of the piping, the existing plaster ceiling is going to need to be cut and patched. Is this cutting, patching and paining part of this scope or due to the historical nature of the space, is NPS to perform this work?

If the current elevation can be maintained for this branch line, then it will be. If possible upon determination by the contractor, only the sprinkler heads will be replaced and appropriate covers used.

If additional drywall/plaster needs to be removed, the contractor will notify the NPS prior to the project commencing so the work can be coordinated to prevent NPS team members from interferring with the contractor's team or impacting the project timeline.

Show Barn – Historical office space – The existing main is located against the wall near the aisle way and the lines rise up and are located above the existing plaster ceiling.

Show Barn – Main piping crossing aisle way – as the new piping is required to be sloped at a ½” per every 10 feet, the piping that is required to cross the aisle way near the riser room is required to be at an elevation lower than the existing cross beams that run parallel to the aisle way. From rough calculations this piping would be located at approximately 8’-3” +/- above the finish floor. Please confirm that this elevation is acceptable to allow the one portion of the barn to drain back to the riser, if not, this shall require an additional drum drip to be provided that shall be located inside of the stall area and shall be provided along the face of one of the existing columns.

Bid to add drum drip. Either having the crossover line or the drum drip visible will have to goto compliance for approval. We will start that conversation now so as to not impact the project timeline once work commences. Plan on doing drum drip behind the nearest stall post to attemp to hide it from center aisle veiw.

Show Barn – stainless steel piping – as per the contract documents and the statement of work, the piping that is located in the portion of the barn that is furthest from the riser room. This entire area is provided as grooved stainless steel piping. After review of the piping configuration, the entire system in this area is run level, it is recommended that this piping be re-pitched to allow for the system to drain back to a drum drip assembly that is located where the two portions of the barn meet.

Please confirm if the piping in this area should be pitched to meet the ½” per every 10 feet slope requirements.

Yes. The piping elevation will be adjusted for proper drainage. Within 5 days of the project commencing, the contractor will coordinate with the on site NPS POC/COR to move equipment as needed for contractor work. Planning and good coordination will be needed as it will take multiple team mmebersa and several hours to move the equipment around.

Show Barn – Stainless steel piping sprinklers – As no work in this area is indicated, should the existing sprinklers in the area be replaced with new sprinklers?

Yes. All sprinkler heads will be replaced. Only stainless piping will be reused/stay in place.

Show Barn – Inspector’s test valve off of the stainless steel piping – the current configuration has the piping coming down off the bottom of the most remote line.

As per the Figure A.16.14.2 in NFPA-13 2022 Edition, the inspector’s test valve is to riser up off of the line piping to help limit any condensation in the drop piping for the inspector’s test valve. Based on the field survey, this line does appear to be slightly trapped currently and would require also a drum drip at this location, per code this piping should come off the bottom of the piping.

Please confirm if this piping should be replaced with the code compliant configuration and if this new piping is to be provided as stainless steel piping. Please note that threaded stainless steel piping does have a tendency to leak due to the inherent course threads of the piping.

Yes. Update this test valve and associated components so they concur with the appropriate regulations. Carbon steel/black piping may be used.

Ensure the proper dielectric fittings or isolations couplings are used between the stainless steel and carbon/black steel materials to prevent galvonic corrosion in the system.

Both Barns – Nitrogen Monitoring – As required by the specifications and the drawings, the dry pipe system is to be monitored and shall provide the alarming of a low nitrogen level. The basis of the design is that of a ECS PGEN-10 or an equivalent. All of the different nitrogen generator systems all require a power requirement for the remote monitoring panel. Shall this work be provided on a separate circuit or is there a circuit that would allow this to be connected to? If the work is required to be connected to a breaker panel, please confirm the panel is capable of providing another electrical breaker and if so, where is the location of the electrical breaker panel in relation to the fire sprinkler riser room.

The drawings call for the removal of the current air compressor circuit(s) back to the panel(s) and installation of a new line for the nitrogen generator.

If the remote monitoring panel requires 120v power, both structures have panels within 50' of the riser rooms with available space. Typical panels within the site are residential grade Square D QO.

All electrical wiring will be in FMC or EMT.

Both Barns – Piping type – As per the specifications all new piping specification section 211314 – 2.2.B.1.it states that all piping shall be provided as schedule 40 piping, however no reference is made to the type of piping (black or galvanized). The Scope of work 4.a it states that all mains are to be provided as schedule 10 and schedule 40 for the lines. As per the Park Service design guide, all piping is to be provided as Schedule

40. Please confirm the piping requirement and if the new piping is to be provided as Galvanized or Black steel.

NFPA 13 requires sprinkler system piping to be suitable for the environment and protected against corrosion. The existing dry systems in this agricultural setting have experienced premature internal corrosion and pinhole failures in galvanized piping, consistent with known corrosion behavior in dry systems where oxygen and moisture are present and encourage bacterial growth.

In addition, agricultural and exposed environments are recognized as corrosive conditions, requiring more durable materials for long-term performance.

Therefore, galvanized piping will not be permitted.

All replacement piping shall be Schedule 40 black steel to provide increased wall thickness, lower probability of encouraging internal bacterial growth, and extended service life in accordance with NFPA 13 intent and industry best practice

Both Barns – head Guards – Due to the nature of the barns and the numerous locations that have the sprinklers located within 7’-6” of the finish floor, should all sprinklers (minus pendent sprinklers in the restrooms and office areas) be provided with head guards as to protect them from mechanical damage?

Yes. Installation according to industry standards and best practices is expected.

Both barns – fire department connections – As per the detail # on F6 (sheet 7 of 10) the fire department connects are to be provided with a by-pass valve to allow for the forward flow testing of the backflow preventer. Based on the existing fire department connections they both have clappers provided in the body which will prevent the forward flowing of water through the connection. Is the design intent for the fire department connections to be replaced with a type that does not have a clapper? If so, should clapper snoots be provided on the inlet connection of the connections on the fire department connection? Or should a separate connection be provided adjacent to the fire department connection for the forward flow testing of the backflow?

The work environment is historic. Due to the nature of the environment, it is discouraged to install anything that changes the appearance of how things were in 1968 (The period of significance for this site). Although the fire suppression was not present in 1968, it is the mission to keep the impact as small as possible. Therefore, use the same location through the wall to the exterior and install the device that best adheres to this compliance standard.

Both barns – backflow preventers – Please confirm that the existing backflows are to remain as previously installed? If they are to remain, do they need to be tested to verify their current condition?

The back flow preventers will be replaced. The dry valves and other components were in the specifications. These components were installed around 2002. They are beyond their useful life.

Backflows removed will be turned over to the site

POC/COR.

Are pre proposal questions due 7 calendar days or 7 business days prior to the RFQ due date?

pre proposal questions are due 7 calendar days prior to the RFQ due date

Does the government require us to submit Historic Preservation Treatment Plan with our Quote?

Reference: Specifications Reference Only, 1.15 pg.12

Historic Preservation Treatment Plan is not required with your Quote. This might be requested after award.

For access to the sprinkler piping in the Main Barn, can the Government confirm whether contractors will be permitted to use equipment such as scissor lifts or boom lifts inside the building, or if access will be required via scaffolding?

Only scissor lifts are permitted for interior access within the bank barn. Boom lifts are prohibited.

Prior to operation, the contractor shall install a continuous load-distribution layer consisting of minimum 3/4-inch plywood or approved equivalent over the plank flooring. Plywood shall be placed to fully support all wheel paths and turning areas, with joints staggered and tightly butted to prevent point loading.

This requirement is necessary not only to protect historic flooring, but also to enhance personnel and equipment safety by reducing the risk of lift wheels becoming caught in gaps, weak areas, or irregularities in the plank floor, and to minimize the potential for wheel breakthrough or instability during operation.

Contractor shall ensure loads are distributed across multiple planks and structural members and shall be responsible for preventing damage to historic flooring. Any damage shall be repaired at contractor expense.

Contractor shall submit the make, model, and total operating weight of all proposed lifts for approval prior to use. Use of equipment exceeding approved weights or omission of floor protection is not permitted without prior written approval.
