About this file

This file is a Questions and Answers document (Amendment 3) for solicitation 140P4226Q0003, addressing contractor inquiries regarding water testing requirements for Shenandoah National Park in Luray, Virginia.

The document clarifies three key testing requirements: (1) Bacteriological testing using both Presence/Absence and MPN methods is required for regulatory compliance and reporting to the Office of Drinking Water (ODW) and Virginia Department of Health (VDH), with results to be submitted to the Compliance Monitoring Data Portal (CMDP); (2) Test results must be reported to Shenandoah National Park within five days after results become available, rather than within five days of sample collection, allowing contractors to use standard turnaround times rather than incurring expedited testing surcharges; and (3) VOC (Volatile Organic Compound) analysis for potable water is required for regulatory compliance and reporting purposes, necessitating trip blanks to accompany samples for quality control purposes. These clarifications establish the regulatory framework and operational expectations for the contracting laboratory.

140P4226Q0003 Amendment 3 Shenandoah National Park (SHEN) Water Testing

Contractor Q & A

1. Bacteriological testing (Presence/Absence vs. MPN):

For the potable water bacteriological samples listed, can you confirm whether the presence/absence and MPN results are intended for regulatory compliance and reporting to the Office of Drinking Water (ODW) and/or VDH?

MPN and PA's are for regulatory compliance. It will be a requirement for the contracting laboratory to report the results of testing into the Compliance Monitoring Data Portal (CMDP).

2. Five-day results submission language:

I also wanted to clarify the clause stating that results must be submitted within five days. I interpreted this as results being provided to the client within five days of the results becoming available, rather than within five days of sample collection.

Many of the analytes included have standard 10-business-day turnaround times. While we can certainly expedite testing to five business days, there is an associated surcharge, and I want to confirm this interpretation so we’re not building in unnecessary expedited costs if they aren’t required.

The results of the testing must be reported back to SHEN within five days after the results become available.

3. VOC testing and trip blanks:

Regarding VOC analysis for potable water — if these results are intended for regulatory compliance and reporting, a trip blank would be required to accompany the samples for quality control purposes.

The VOC's are for regulatory compliance and reporting
