This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed-price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P4224Q0059. A WRITTEN

SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2023-04 and are available in full text through internet access at http://www.acquisition.gov/far/.

This acquisition is in support of Fredericksburg & Spotsylvania National Military Park in Virginia.

This is a 100% Total Small Business Set-Aside. The North American Industry Classification Systems (NAICS) code is 488991. The small business size standard is $34,000,000.00.

1 DESCRIPTION AND SPECIFICATIONS

The park is installing a fire suppression system and making interior upgrades at Chatham Manor requiring 20 pieces of furniture and artwork be removed from the site during construction.

Additionally, four pieces of furniture will be moved from the Chancellorsville Battlefield Visitor Center Basement Storage. The furniture and artwork will be relocated to a National Park Service facility in Philadelphia, PA.

Contractor will be primarily working within Chatham Manor – a Georgian style brick manor house constructed circa 1768-1771 and extensively renovated in the 1920s. Care must be taken to protect the historic fabric of the structure - including hardwood floors, walls/plaster, moldings/trim, and exterior half-round stone steps.

INSTRUCTIONS TO OFFERORS

This Request for Quote (RFQ) is subject to Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures. Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.

Detailed Instructions on Submitting Your Quote:

1) Review all documents for the Request for Quotes (RFQ), including clauses.

2) Award will be made on a firm fixed-price basis to the contractor meeting the required specifications and any evaluated factors.

3) All questions concerning this solicitation are due in writing by 1200 EDT, 20 June 2024, to Contract Specialist, Vanessa Williams, by email at vanessa_williams@contractor.nps.gov.

4) Electronic quote submittal shall be accepted for this RFQ. FAXED SUBMISSIONS WILL NOT BE ACCEPTED. Quotes shall be submitted to vanessa_williams@contractor.nps.gov by 1200 EDT, 24 June 2024, with a complete quote package as described below.

6) A complete package will include a signed SF-1449 and all amendments (as applicable), a completed Price Schedule including SAM Unique Entity ID (UEI), completed provisions (including 52.204-24, 52.204-26, and others as applicable, and documentation to demonstrate the ability to meet the requirements described in the attached Statement Of Work and the Evaluated Factors as described in Section 6, Solicitation Provisions, under provision 52.212-2 Evaluation – Commercial Items.

7) Documentation shall include, at a minimum, a list of three references to document successful past performance for projects completed within the last five (5) years that are similar in scope, technique, and skill to this project.

References shall include customer name, contact information, contract price, a brief description of the action, and completion date.

8) Quotes that fail to furnish representation/information or reject the terms and conditions of the solicitation may be excluded from consideration. Signature of a responsible person who can legally bind the company must be submitted.

9) All contractors must be currently registered in the System for Award Management at www.sam.gov and have completed representations and certifications in order to consider submitted quotes.

10) Post award, contractors must register with the U.S Treasury’s Financial Management Service (FMS) Internet Payment Platform (IPP). Payment will be an electronic funds transfer. Billed in arrears. No advance payment is authorized.

11) Note that the attached Wage Determination is subject to change based upon the location at which work will be performed. Information for your location can be found by searching Wage Determinations on SAM.gov.

3 EVALUATION

1. The Government shall evaluate quotes for completeness in accordance with the instructions to offerors as stated above.

2. The Government shall order quotes from lowest to highest price.

3. The Government shall conduct a technical evaluation which comprises of the following:

a. In order to be considered technically acceptable the contractor’s quote must demonstrate past performance both recent and relevant to the contemplated contract action.

4. The contractor with an evaluated quote that is determined fair and reasonable, is determined technically acceptable, and represents the best value to the Government in accordance with FAR 13.106-2 shall be considered the best value and award shall be made to that firm.

(2) While not required, the Contractor may include in its subcontracts for commercial products and commercial services a minimal number of additional clauses necessary to satisfy its contractual obligations.

(a) The Government may extend the term of this contract by written notice to the Contractor within thirty (30) days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least sixty (60) before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five

(5) years and six (6) months.

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum.
