Move Museum Objects for Fredericksburg & Spotsylvania National Military Park

Statement of Work

Background

Fredericksburg and Spotsylvania National Military Park (established as Fredericksburg and Spotsylvania County Battlefields Memorial National Military Park) commemorates and interprets four major battles of the American Civil War: Fredericksburg, Chancellorsville, the Wilderness, and Spotsylvania Court House. Located midway between Washington, D.C., and Richmond, Virginia, along the Rappahannock River, the Fredericksburg area became the most fought-over ground of the war, resulting in more than 100,000 casualties and devastation to the local communities.

The national military park contains nationally significant historic properties present at the time of the battles, including the plantation landscapes and structures of Chatham used by the Union Army as a headquarters and hospital and the plantation remnant at Guinea Station, containing the outbuilding in which Confederate Gen. Stonewall Jackson died in 1863.

The park is installing a fire suppression system and making interior upgrades at Chatham Manor requiring 20 pieces of furniture and artwork be removed from the site during construction.

Additionally, four pieces of furniture will be moved from the Chancellorsville Battlefield Visitor Center Basement Storage. The furniture and artwork will be relocated to a National Park Service facility in Philadelphia, PA.

Contractor will be primarily working within Chatham Manor – a Georgian style brick manor house constructed circa 1768-1771 and extensively renovated in the 1920s. Care must be taken to protect the historic fabric of the structure - including hardwood floors, walls/plaster, moldings/trim, and exterior half-round stone steps.

Purpose

The purpose of this contract is to move 21 pieces of furniture and artwork from two locations at Fredericksburg & Spotsylvania National Military Park:

1. Chatham Manor, 120 Chatham Lane, Fredericksburg, VA 22405

2. Chancellorsville Battlefield Visitor Center, Basement Storage, 9001 Plank Road, Spotsylvania, VA 22553

For the duration of the project, the Contractor shall be responsible for all labor, materials, supplies, equipment, fuel, and transport for the moving of museum objects to National Park Service, Museum Resource Center

. Objects are to be moved into an identified storage room at Museum Resource Center by the Contractor. National Park Service personnel will be present to oversee the move, but it is the Contractor’s responsibility to do the moving.

Scope of Work

1. The Contractor will be responsible for packing any materials deemed by the Museum Curator and Contractor as needing specialized crating and packing. The Contractor shall supply crates and archival quality packaging material (available from such vendors as University Products, Gaylord Archival, Hollinger Metal Edge, and Archival Products).

2. The Contractor shall supply sufficient staff to

a. Remove the artwork from the walls at Chatham manor. The contractor will crate, or soft pack the artwork and furniture as appropriate. There is a ramp or set of stairs out the front door of the manor. The truck will be located in the National Park Service employee parking lot, located approximately 100' from the building.

The ramp and parking lot are connected by a slate path.

b. Pack and move the furniture at the Chancellorsville Battlefield Visitor Center, Basement storage. There is an exterior staircase to move the furniture out of the basement. The truck will be located in the Visitor Center's adjacent public parking lot. There are spaces available for oversized vehicles. The staircase and parking lot are connected by a brick plaza and path.

3. The Contractor shall supply sufficient staff to load the museum collections at Chatham

Manor and the Chancellorsville Battlefield Visitor Center, Basement Storage, Fredericksburg & Spotsylvania National Military Park.

4. The Contractor shall supply all equipment such as pallets, pallet jacks, carts, dollies, crates, and packaging material required to package and move the collections.

5. The contractor is responsible for removing and packing all items from the walls, exhibit spaces and basement as well as carefully using pallet jacks to move the museum and

6. All items must be handled with care and must be loaded in a safe and orderly manner.

Pallets will not be allowed to be stacked on top of one another. If the contractor supplied tractor trailer has a mezzanine level, pallets may be placed on the mezzanine level.

7. Contractor must load the truck and transport the loaded truck featuring nonstop transportation from the Chatham Manor and Chancellorsville Battlefield Visitor Center of the Fredericksburg & Spotsylvania National Military Park on the same day. The park curator (or delegated NPS employee) shall follow the Contractor’s loaded truck nonstop to the leased storage facility.

8. NPS staff will receive an inventory list at time of departure from Chatham Manor and the Chancellorsville Battlefield Visitor Center, Fredericksburg & Spotsylvania National Military Park accounting for all contents loaded onto the truck.

9. Contractor must place all items on appropriate shelving units once delivered to the storage facility. It is the Contractor’s responsibility to provide the necessary ladders, moving carts, and other equipment for the safe transport of the museum artifacts.

10. Unpacking or uncrating services are not required at the storage facility.

Government Furnished Property:

There are 21 museum objects, 10 furniture items, and 11 paintings, etchings, or engravings (some oversize) for packing and moving.

Staff

The Contractor is to provide all necessary staff. Fredericksburg & Spotsylvania National Military Park Museum curator will be available to guide the Contractor through the museum collections for the site visit prior to moving the collection and to follow the Contractor to the off-site storage facility in Landover, MD.

The Contractor must meet technical evaluation criteria that includes:

1. Quoter has demonstrated proficiency (a minimum of three years’ experience) in transporting fragile, museum quality art and antiques in areas with low light, low headroom, and narrow stairs.

2. Quoter has demonstrated proficiency (a minimum of three years’ experience) in transporting heavy museum antiques (e.g., pianos, sideboards).

3. Quoter has demonstrated a minimum of three years’ experience working in historic buildings with no damage to the job site.

4. To be considered technically acceptable, potential contractor is required to provide at least three (3) past job references that address the above criteria with submission of bids. Failure to provide references is unacceptable and potential contractors who fail to submit references will not be considered.

5. Quoter has demonstrated commitment to safe work practices that protect workers. during handling of heavy items and working in cramped spaces.

6. Quoter has demonstrated ability to meet scheduling requirements for job completion on time and on budget.

RESPONSIBILITIES/REQUIREMENTS OF THE CONTRACTOR

Contractor General Requirements:

1.All work will be performed at Chatham Manor, 120 Chatham Lane, Fredericksburg, VA 22405 and Chancellorsville Battlefield Visitor Center, Basement Storage, 9001 Plank Road Spotsylvania, VA 22553 between the hours of 8:30 am and 4:30 pm in the presence of the museum curator or designee.

2. Weekend, holiday and late or early hours of work must be agreed upon prior to scheduling.

This will be determined at the time of the contract award.

3. There is no food or drink allowed in the Chatham Manor or Chancellorsville Visitor Center Battlefield Basement Storage. There is no smoking on federal property.

4. The Contractor shall provide proof of basic carrier liability insurance as well as standard insurance and bonding which covers the company and its employees against neglect, theft, accident, and damage.

5. The Contractor shall provide additional fine arts insurance of $1,000,000 using a qualified insurance underwriter. Insurance certificate shall be provided to the CO at the time quotes are due.

6. The Contractor shall provide containers for collection and disposal of waste and trash resulting from the work and shall dispose of waste and trash legally at public or private dump areas beyond the park boundary. If a dumpster is needed, park management will have final approval of dumpster location.

7. To assure the safety and protection of the collection, park, and off-site storage location throughout all phases of this project, the Contractor and/or representatives of the Contractor, shall not advertise/publicize/cite their involvement with any phase of the project in any way (including but not limited to, websites, handouts, flyers, brochures, newsletters, reports, traditional media, and social networking sites (e.g. Facebook, Twitter, Instagram).

Contractor Staff:

1. All work shall be performed in a safe and professional manner. Work areas inside Chatham Manor and the Chancellorsville Battlefield Visitor Center Basement Storage areas shall be kept clean and free of debris.

2. All contractor staff shall wear Contractor-furnished identification badges and sign-in and out and the beginning and end of the day with the Fredericksburg & Spotsylvania National Military Park curator.

3. No smoking, food, or beverage is allowed inside storage or at Fredericksburg & Spotsylvania National Military Park.

4. The contractor shall designate a move supervisor to manage all labor at both origin and destination. The supervisor shall work with the Contracting Officer’s Representative or curator during all phases of the wrapping, packing, crating, and move and shall support all decisions made by the CO, designee, or curator concerning temporary work stoppages that impact the safety and protection of the staff or objects.

Contractor vehicles and move to/from Storage Facility:

1. The contractor shall provide trucks with air-ride suspension, rear lift gate, dual drivers, and constant communication ability with their main office through GPS track or other secure method.

2. The contractor-provided trucks shall park in areas designated by the Contracting Officer’s Representative which does not block emergency access.

3. The contractor shall complete the move by truck transport within one day. The museum collection, or any part thereof, shall, at no time, be stored in vehicles overnight.

4. Contractor trucks used to transport collection objects shall be hard sided and clean with no residue of foodstuffs, chemicals, hazardous materials, or stains from previous use.

5. Contractor vehicles shall not leak and there shall be no possibility that water can get inside the truck during inclement weather.

6. Each Contractor vehicle shall have dual drivers with knowledge and experience specialized museum object handling experience.

7. Each Contractor vehicle that carries the museum collections shall carry fire suppression (fire extinguishers) equipment and staff trained in its use to be immediately available in case of fires.

8. The collection shall be secured in the Contractor trucks with appropriate Contractor-provided locks and security seals for the cargo area during transport. At any time, the collection, or any part thereof, is loaded in a truck, and doors of the vehicle are not locked, at least one member of the Contractor staff shall be present to monitor all access to the vehicle.

9. The Contractor staff is not authorized to open any box unless requested by the CO or designee.

10. Other than the observance of traffic laws, vehicles shall not make stops during the park to storage facility transport.

11. Transit of the packed collection to off-site storage shall be by the Contractor-provided vehicle on road surfaces only. Ferry transit of vehicles is not permitted.

12. Objects shall be transported by the Contractor directly to off-site storage with no interruption of climate or security protection.

Contractor shall supply:

1. All necessary supplies required for any wrapping, packing, and crating.

2. Any necessary heavy equipment such as a forklift and pallet jack.

3. Any necessary loading/unloading equipment such as ramps, dollies, carts, hand trucks and lifts, etc.

4. Any necessary hand tools required for fabricating/adjusting boxes and crates.

5. Contract shall deliver collection to off-site storage at the Museum Resource Center, Landover, MD

Government Provided Support Service

In preparation for the move, the National Park Service staff will –

1. Inventory the collection at Chatham Manor and Chancellorsville Battlefield Visitor Center Basement Storage: The Contractor shall be responsible for field measurements to confirm measurements for packing.

2. Verify that all objects are labeled prior to the move with an NPS catalog number in the format of park acronym followed by a sequential number that is marked on the object and/or on an archival quality tag.

3. Provide on-site supervision during all phases of the move.

4. Provide the contractor with a comprehensive list of all objects to be packed and moved to off-site storage.

5. Provide the contractor with a list of all special needs/handling objects. The curatorial staff is available to provide guidance concerning the known variables of the objects.

6. The Contracting Officer’s Representative shall provide a list of individuals authorized to access the collection.

Deliverables

Site Visit prior to the collections move.

Appropriate packing and crating of materials.

Items moved into the storage room at the Museum Resource Center, Landover, MD and placed on storage equipment.

Justification

Fredericksburg & Spotsylvania National Military Park lacks sufficient museum storage space to house the 21 paintings and pieces of furniture in its museum storage facility during construction at Chatham Manor.

Period of Performance

Initial on-site meeting with Fredericksburg & Spotsylvania National Military Park:

Schedule an onsite meeting. The week of July 8, 2024, the contractor will need to come to the park ahead of the move. For example, to measure and determine needed packaging supplies before putting on the truck to move it.

Pick Up, Move & Delivery:

Work to be performed the week of July 15, 2024, and must be completed by close of business July 19, 2024.

Pickup and drop off same day Contractor can work between 8:30AM and 4:30PM Monday through Friday.
