19. Question: “If the Contractor has a CPARS for a past performance, then is a PPQ not required from the contractor?
ANSWER: The PPQ is required. Please reference the answer for question 20 for additional information.
20. Question: “If a PPQ is required, what happens if the customer does not send the contractor a completed PPQ? Does the contractor include the first page of the PPQ in lieu of the completed PPQ?”
ANSWER: The Government will not accept completed CPARS in lieu of completed PPQ. This is based on the CO’s direct experience with CPARS, sometimes the detail included in CPARS is not sufficient to demonstrate similar work. Those not submitting the completed Questionnaire and/or not having a favorable CPARS report will not be considered for award. The Government interprets this as their intention to have the Questionnaire Submitted, and if you do not submit the Past Performance Questionnaire you will not be considered for award. Further, if you submit the Past Performance Questionnaire, but do not have a favorable Past Performance Record in CPARS you will not be considered for award.
For clarification all contractors must include a list of the contractors you submitted past performance questionnaires to so we know at least they were sent out, and so we can verify if they were submitted directly back to the CO or not. Sometimes emails are interpreted as Junk by our system and go to our Junk Folders, so we may not see them. If none are received a “Neutral Confidence” rating maybe applied to the rating in this non-price Factor. It is the contractor’s responsibility to make sure this information is received.
