140P3020Q0029 Amendment 1 MONO Tree Phase 2

Monocacy National Battlefield

RFI Answers:

1. Is this a follow-on requirement to any work performed currently or in the past or is this a new requirement?

a. The work is new work, however, is part of the next phase of viewshed restoration per the parks access plan. Phase I is currently in progress.

2. Can you provide the most recent contract or task order number?

a. The most recent task order number is 140P3020F0047.

3. Can an excavator or large machine be used to pull the trees out of the ground?

a. No, the National Battlefield is on hallowed ground, we would like to cause the least amount of ground disturbance as possible. Trees need to be cut down, removed or chipped and the stumps ground just below ground level. Pulling the trees out of the ground will leave large voids and unnecessary disturbance that we are trying to avoid.

4. Remove all trees in designated areas?

a. Yes, removal of all trees and woody vegetation up to 2” in diameter.

5. Remove all debris by chipping or removing offsite?

a. The debris can be chipped onsite and removed or the logs removed. Either way debris needs to be removed off site. Some chips can be used for ground stabilization during the project.

6. Grind all stumps? What if large rocks impede the grinding of the stumps just skip those stumps or cut flush with ground?

a. Grind all stumps. If an impediment presents itself notify the COR and the best action to proceed will be discussed.

7. Can we use field areas to stage equipment and a landing field for the large tree’s before removal?

a. Yes, upon award we will discuss staging and landing areas. NPS owns the fields so that is not a problem.

8. Additional log pile need removed correct?

a. The removal of the Lewis Log Pile is an unfunded option line item that should be priced as it will be considered in overall price evaluation. Funds are not presently available for this effort. The option to remove the Lewis Log Pile will not be awarded until funds are available. The Government reserves the right to cancel this option line item either before or after the closing date. In the event the Government cancels this option line item, the Government has no obligation to reimburse an offeror for any costs. If this option becomes funded, the Lewis Log Pile is to be removed and either hauled away or chipped and hauled away.
