About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a federal procurement opportunity issued by the National Park Service (NPS), WASO - WCP Contracting. Amendment 0003, dated 05/03/2025 with an effective date of 05/13/2025, modifies solicitation 140P2125Q0074 and introduces several key changes. The acquisition will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis, with technical evaluation focused on four factors: Waste Management, Past Performance, Previous Experience, and Staffing Plan.
The amendment incorporates several significant modifications, including the evaluation of FAR 52.217-8 Option to Extend Services, which allows the government to potentially extend contract performance up to six months. Additional changes include updates to wage determinations for Maryland counties, incorporation of various FAR provisions and clauses related to business representations, tax requirements, and subcontracting limitations. The solicitation was inadvertently issued as a Request for Quote rather than a Request for Proposal, and it appears to be seeking green janitorial and waste management services with an emphasis on sustainable practices and environmental considerations.
