# Questions Answers
Is it acceptable to submit previously completed PPQ’s in a different format as long as pertinent information is represented? If so, is it acceptable to send the previously completed PPQs to you directly (or include in the technical proposal) instead of the former client/owner’s rep submitting it to you (per the instructions on Attachment 5).
Yes, it is acceptable. Section L & M have been amended to reflect changes.
Past Performance, do we need to complete Attachment 5 PPQ if the past project has a CPARS evaluation available?
It is encouraged, but not required. Section L & M have been amended to reflect changes.
Can previously obtained Past Performance forms and/or CPARs be used in place of the Past Performance Questionnaires associated with this solicitation?
Yes, it is acceptable. Section L & M have been amended to reflect changes.
Please confirm that cover pages, cover letters, table of contents, tabs for organization, and key personnel certifications are not included in the page count.
Confirmed. See section L‐6 of the solictation.
5 Will the government increase the page limits for Volume I?
No. Section L‐6 excludes specific pages. For this reason, the Government determines 15 pages is a sufficent maximum amount of pages for the
Technical Submission.
Please provide description of additional option proposal required if any.
Solicitation has been updated with a revised scope and price schedule for the base requirement and subsequent option line items.
7 Please provide site visit sign in sheet Site visit sign‐in sheet will not be sent out.
In our past experience with NPS some projects have tax exemptions for buying materials while others do not. Will NPS be providing the winning contractor a Maryland Sales Tax
Exemption Letter?
Exemption letter may be given at time of award. However, the letter does not guarantee tax exemption via government contracts. It will be up to the vendor, i.e. for materials/supplies, if they honor it. Be advised, your pricing should not be based on the possibility of tax exemption. This will be a Firm Fixed Price Contract.
Please clarify if a scaffold builder is a carpenter wage rate or a skilled laborer wage rate or which labor classification should be used for scaffold builder.
The Wage Determination lists all categories that have specific wage rates.
If a discipline is not listed, follow the guidance per the Executive Orders on the first page.
Please confirm water sources and power sources will be provided on site
Normal use needs of water and electric will be provided by the government. Any needs above and beyond will be the contractors responsibility.
In regards to Painting of Wood Surfaces, In the SOW each Porch
Section has the same comment of the requirement to prepare and paint all wood surfaces. Is the painting scope of this project just limited to the porches or does it apply to other areas of the building specifically the doors, windows, soffit and fascia?
The painting requirements of this project are limited to the porches.
Soffit and facia are in scope on all porches and balconies.
The East and West porches have two different types of Gutters, is it the intent to keep that difference and replace those two different styles in kind or is it the intent to replace both gutters to match only one of the styles?
The intent of this project is to replace in kind and to retain the historic characteristic of all work.

Pertaining to Lead Based Paint Removal, Section 02090 1.1A says to verify with COR what level of abatement is required but
1.1D states the means and methods are the sole responsibility of the contractor. To accurately price this we would need to know the level of abatement required on this project? In our past experience on historic preservation projects we are allowed to follow the RRP rules and only remove, by the gentlest means possible, the deteriorated paint to enable proper adhesion for the new paint finishes however if a total abatement down to bare wood is required that would significantly increase the cost.
What level of LBP removal is required for this contract?
This is not an abatement project. There may be residual lead paint in substrate and care shall be required for repairs and preparation.
Abatement work was complete in other campaigns of work to this structure. It is the contractor responsibility to test as need to protect employees, staff and visitors to this structure.
Please verify or state the quantity by SF of the new flat seam metal roofing to be installed on the front/north porch?
Please verify or state the quantity by LF of lead coated copper gutter to be replaced on the front/north porch?
Please verify or state the quantity by SF of the side/east porch roof?
Please verify or state the quantity by LF for new gutter and downspout to be replaced on the east/side porch?
Considering the date of the RFP submission on Aug 5, 2024 and the time it will take for contract award, the 201 day completion schedule will put the project into cold weather conditions that are not favorable for certain aspects of this project. Will NPS accept delaying start of work until spring 2025 to allow for continuous operation of the project in favorable weather conditions?
We would like the work to begin prior to the cold season. However, if the weather becomes unfavorable for work conditions, a stop work order will be issued, and work can resume once weather is favorable. We cannot delay the project until next spring due to fiscal law.
Are the bay window and downspout on the East face of the building included?
The bay windows are not in scope. The gutters and downspouts on the
East porch are in scope.
20 Are manlifts acceptable to perform the work?
Manlifts are allowed with the use of equipment matting and a COR approved work plan/safety plan due to historic landscape and power lines.
21 Whose responsibility is restrooms? Restroom and handwashing stations are contractor responsibility.
22 Which gutters are included in the work, and which aren't?
Gutters, downspouts, and gutter guards are in the scope on the
Front/North Porch, the Side/East Porch, and the Rear/West Porch.
23 Is anything above the east porch roof included? Roof coating on any flashing that may be at the transition to the house.
The statement of work for the side / east porch states, “Repair, prepare, prime and paint metal handrails.” The existing handrail base plates appear beyond repair. Please see below images.
Please advise how we’re to proceed.
Repair/replace handrail bases as needed.
This intent of the site visit was for offerors to measure/estimate quantities. No estimations from the Government are given. The site is available for offerors to obtain measurements. Per the Statement of
Work all measurements will be verified prior to work commencement.
25 Are man‐lifts allowed for building access?
Manlifts are allowed with the use of equipment matting and a COR approved work plan/safety plan due to historic landscape and power lines.
Amendment #1, dated 07/10/2024, includes Removal and
Disposal of Lead Based Paint. I do not see a Hazardous Material
Inspection Report for us to quantify the extent of this work.
Please confirm all areas included in the base contract scope of work are to be abated by a licensed hazardous material abatement company, including any selective demolition required to complete the exterior repairs.
The amount of lead paint based materials based on weight will be below the threshold for hazardous material and may be disposed of normally.
Are we to provide any additional site supervision other than a
Superintendent (i.e., QC Manager, Safety Manager, etc.)?
Contractor supervision is up to the contractor. Although the QC plan and
Safety plan will be provided by the contractor as a submittal. The one single point of contact can be responsible for all aspects of work under this contract.
Spec 07600 states, “Furnishing and installing new chimney flashing” and “Furnishing and installing sacrificial copper strips in the field of the new wood shingle roof per drawings.”
Please confirm there’s no work associated with any chimneys.
Please confirm there’s no work associated with wood shingle roofing.
There are no chimneys nor wood shingles in this scope of work.
Are we to provide any 3rd party testing? If yes, please describe in full.
No third party testing is required on this project.
The Statement of Work, section 3 Front/North Porch states:
“…Remove center bay breast beam trim to expose structural beam within. Repair /replace damaged or deteriorated decking/sheathing (estimated to be 30% of the decking area).
Repair / replace damaged or deteriorated structural members
(estimated to be 30% of the roof area plus the center bay breast beam)…”
Please provide the dimensions of the structural members we’re to replace.
Please provide the details of the existing roof deck material.
Dimension of this material is unknown and should be estimated on the size of the roof and the historic materials and dimensions of the period.
The intentions of the park are to replace in kind.
The Statement of Work, section 5 Rear/West Porch states:
“Demo metal roof, gutter, and roof substrate.”
Please provide the details of the new roofing substrate we’re to install.
This material is unknown and should be estimated as a random width split sheeting.
On the Rear / West Porch we are removing and replacing the metal roof.
This porch work has been opted out of the contract.
33 What type of metal roof is it being replaced with?
Refer to specification 07600‐2 Flashing and Sheet Metal Part 2: Products section 2.1 Sheet Metal A and B.
Flat seam copper roof panels are the only roofing material listed in the specifications.
That is the only type of metal roof work required in this contract.

G-1 CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM December 2015
1. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should a)provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in
PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6. The following guidelines apply concerning your use of the past performance evaluation:
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7. If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
8. A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
