About this file

This document provides details for a federal solicitation to implement a Non-Time Critical Removal Action at a former waste dump site in Kings Canyon National Park, California. The contractor will remove approximately 9,988 tons of soil and debris from the site, transport it to approved disposal facilities, collect and analyze confirmation samples, conduct limited site reconditioning, and prepare required documentation. The estimated value of the contract is between $1,000,000 and $5,000,000. The solicitation is set aside for responsible Indian Small Business Economic Enterprises, with no more than the specified subcontracting limitations to non-ISBEE firms. Proposals are due approximately 30 days after posting of the solicitation on SAM.gov. The National Park Service will award a firm-fixed-price construction contract to the responsible offeror representing the best value based on technical capability and price.

Removal of Impacted Soil at Grant Grove Burn Dumpsite Kings Canyon National Park Attachment 4d: Clarifications 85-87

Clarifications 85 - 87 for Solicitation #140P2124R0002

Amendment 4 posted on 1/16/24

New questions

85. XRF instruments typically have detection limits that are higher than the remedial goals for

Mercury and Cadmium. How will XRF readings for Mercury and Cadmium at or near their respective detection limits be used to direct excavation activities?

a. Section 5.2.1 of the Non Time Critical Removal Action Workplan (NTCRAWP) describes how the XRF instrument and visual observation will be used to carry out the task of delineating the boundaries of the excavation areas. The NTCRAWP discusses using the XRF to initially find the boundaries where the COEC no longer exceeds the remedial goals. The NTCRAWP further discusses that conformation samples will be taken at the boundaries where the XRF identified no exceedances of the remedial goals. The confirmation will be sent to a laboratory for analysis. The results of confirmation samples will be used to set the final boundaries of the areas to be excavated. The fact that the XRF instruments typically have detection limits that are higher than the remedial goals for Mercury and Cadmium is not a problem at this site.

86. The NTCRA work plan specifies EPA Method 1613 for dioxins/furans which is a high-resolution method. EPA Method 8290 is the standard method for dioxins/furans and provides sufficiently low detection limits to meet the project remediation goals. Will NPS accept EPA Method 8290 in lieu of EPA Method 1613?

a. Yes, EPA Method 8290 may be used if the proposed analytical laboratory can achieve the project-required detection limits.

87. Has a pre-design investigation been added to the scope? Why is it in Form 4, row 16?

a. Listing PDI under relevant experience in Form 4 was an error. There is no PDI in the statement of work and prior work performing PDIs will not be evaluated. You can line it out, put “N/A” in each cell, or delete the row.

Note that Amendment 4 incorporates a revised wage determination, Attachment 3c, which replaces Attachment 3b.
