About this file

This document provides clarifications to an solicitation for a non-time critical removal action at a former waste dump located in Kings Canyon National Park, California. The National Park Service seeks a contractor to remove impacted soil and conduct site restoration. Key details include that the contractor must make key personnel such as an environmental professional and risk assessors available as needed for consultation, but they are not required to be on-site full-time. Community air monitoring is not required. X-ray fluorescence delineation of surface soils must be conducted both before and during excavation activities. Relevant experience within the past five years will carry more weight in the evaluation. The response deadline is January 9, 2024.

Removal of Impacted Soil at Grant Grove Burn Dumpsite Kings Canyon National Park Attachment 4b: Clarifications 55 – 62

Clarifications 55 – 62 for Solicitation #140P2124R0002 Amendment 2 posted on 12/20/23

Clarifications 1 – 54 were posted in Attachment 4a with Amendment 1 on 12/8/23.

Deferred questions from Attachment 4a

11. SOW 5.2.6 Backfill and Site Restoration – where are the NPS borrow pits for native backfill material located? Are there any access restrictions?

a) We are still researching borrow pit locations; deferred to next amendment.

12. Please describe the native backfill material (e.g. percent of rocks, rock sizes, how compact it

is) and its current disposition (e.g. is it in a stockpile or does the contractor need to dig it out of the ground or from a sidehill?).

a) We are still researching this; deferred to next amendment.

13. Definition of Line Items and Price Schedule. Are the units of Options A (imported soil) and B (NPS-furnished soil), bank cubic yards or loose cubic yards?

a) Option A is loose cubic yards and we anticipate that Option B will also be loose cubic yards, pending resolution of Q&A 11 and 12.

15. Will the contractor be required to conduct an engineering survey or condition assessment of the access road before mobilization of equipment and after de-mobilization to identify damage caused by their activities?

a) No, neither is required; however, we encourage the contractor to photo document the pre-mobilization condition of the road for future reference. See Q&A 16.

24. WP 5.2.2.4 Soil Stockpiling: Will NPS calculate the quantity of existing wood chips for the contractor to remove?

a) No. Offerors may use information they gathered during the site visit. NPS will endeavor to get some rough measurements of the piles to include in the next amendment.

27. What are the compaction requirements for the proposed backfill placement?

a) Compaction of backfill is not required.

29. SOW 6.2.3: Does the NPS have a list of approved weed-free backfill sources?

a) No.

New questions

55. Is it necessary to fence the entire site where operations will take place, and if so, what type of fencing is recommended?

a) We do not have an answer yet; deferred to next amendment.

56. Key personnel: Is it expected that the key personnel (Environmental Professional, Human Health Risk Assessor, Ecological Risk Assessor, Regulatory Specialist) and CPM are always on site, or just available for consultation and direction as needed?

Removal of Impacted Soil at Grant Grove Burn Dumpsite Kings Canyon National Park Attachment 4b: Clarifications 55 – 62

a) These key personnel must be available for consultation and direction as needed.

57. Is the ecological risk assessor required to be present on-site all the time during excavation and restoration?

a) No, see Q&A #56.

58. Is the contractor required to conduct community air monitoring? If so, what type of air monitoring is required?

a) Community air monitoring is not required.

59. Is it NPS’s intention for the contractor to perform XRF delineation (NTCRA WP Section 5.2.1) prior to mobilization for the NTCRA field work, or in conjunction with NTCRA excavation activities?

a) Both prior to mobilization for the NTCRA field work and in conjunction with NTCRA excavation activities for surface soils.

60. If XRF is intended to be conducted prior to NTCRA field work activities will delineation be limited to surface soil or will XRF readings include hand auguring or potholing to provide vertical delineation as well?

a) Limited to surface soil.

61. The solicitation mentions "Past performance information for projects that are more recent and/or more relevant will receive more weight in the confidence assessment." Please define "more recent". Is there a set limit on the age of the projects? Or a preferred age limit?

a) Form 7 includes “The purpose of this form is for the offeror to list projects (preferably performed during the past five (5) years) that are similar to the work described in this solicitation...” which establishes a preferential limit; there is no set limit. In the evaluation of two similarly relevant projects, the past performance on the more recent one would have more weight in our assessment.

62. Can Form 4 (Relevant Experience) be provided on 11x17 format?

a) Yes.

We hope to post a third amendment with answers to deferred questions by January 9, 2024. It will likely include a revised wage determination.
