About this file

This document is Amendment 0005 to a solicitation (140P2026R0045) issued by the National Park Service (NPS), Department of Interior (DOI), through the Denver Federal Center Contracting Services Division. The amendment provides responses to 21 questions submitted by potential offerors regarding a construction project at Rainy Lakes and Ash River parks.

Key clarifications include: Previously submitted Past Performance Questionnaires (PPQs) may be resubmitted in lieu of new ones; Project Experience must be submitted under Factor 1 while Factor 2 is reserved for past performance only; the Site Superintendent position must be held separately, though the Supervisor of Safety and Health Officer (SSHO) and Quality Control Manager duties may be shared by one individual; the period of performance is estimated for park/project work and not based on material lead times, with potential contract termination if transparency regarding back-ordered materials is lacking; third-party inspections are required per specifications; an NPDES permit is not expected, but contractors are responsible for all other required permits; Lead and Asbestos are not anticipated but contractors must verify site conditions; phasing is required with roads maintaining single-lane traffic and parking lots with boat ramps sequenced to minimize closures; landscaping restoration per plans and specifications is required using park standard "Midwest Master Premium Grass Seed"; anticipated contract award is late September 2026; sinkholes should be assumed at 24 inches depth; roadways must maintain one lane of traffic; and specific construction interval restrictions apply including Memorial Day, July 4th, Labor Day weekends, Fishing Opener Weekend (May 15, 2027), and various free fishing weekends. Contractors are responsible for calculating quantities, obtaining necessary permits, verifying slopes and drainage, and complying with specification sections 01 11 00, 01 32 16, 01 40 00, and 31 22 00. No site visit attendee sign-in sheet is available.

The purpose of amendment 0005 is to provide answers to questions asked.

Question 1. Can we submit previously submitted

PPQs in lieu of new PPQs for Past Performance?

Answer 1. There is no issue if previously submitted PPQs are submitted in lieu of new

PPQs.

Question 2. Should Project Experience be included in Factor 1 or Factor 2? Factor 1 is titled PROJECT EXPERIENCE AND KEY PERSONNEL but the instructions for Factor 1 only mention Key

Personnel, not Project Experience. Factor 2 instructs offerors to "Submit Past Performance information for the same projects submitted under Project Experience (factor 2)". Can you please clarify?

Answer 2. Project Experience needs to be submitted under Factor 1. Factor 2 is only for past performance.

Question 3. Do the Superintendent, SSHO and QC

Manager need to be 3 separate individuals?

Answer 3. Duties for SSHO and QC Manager may be shared between one individual. Superintend duties must be assigned and performed separately.

Question 4. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Answer 4. Potentially, depends on materials and when they would come in ¿ period of performance is listed and estimated for park/project work and not on lead times of materials. Contractors need to understand termination can occur if transparency is not clear in the beginning of what materials are back ordered.
