About this file
This document is a Questions and Answers (Q&A) file for a federal contract opportunity (Solicitation Number 140P2026R0007) for a water and sewer infrastructure project at a national park. The Q&A addresses nine key questions from potential contractors regarding archaeological monitoring, utility locating, construction water, borrow materials, and project-specific technical details. Key responses include: the contractor's archaeologist will prepare an Archaeological Monitoring and Inadvertent Discovery Plan, newly discovered archaeological sites must be registered with the New Mexico Laboratory of Archaeology, the park will not provide construction water, existing trench materials can be used for backfill if they meet specifications, and the contractor is responsible for locating utilities within the construction limits using available drawing sets and existing records. The solicitation has an as-of date of 12/29/2025, and Amendment 04 was referenced for extending the solicitation due date.

Question No. Question Response Amendment Answered
1 Can you extend the solcitation due date? Yes, See Amendment 04
2 Section 01 35 13.22, Part 3.3, Paragraph B refers to an Archaeological Monitoring and Inadvertent Discovery Plan. Is this an existing document? If not, will the contractor’s archaeologist be tasked with preparing it?
The contractor's archaeologist is tasked with preparing it.
3 Section 01 35 13.22, Part 3.3, Paragraph C states that upon discovery of previously unidentified cultural resources, the CO and park shall be notified. Are existing utilities considered to be previously identified or unidentified?
Existing utilities, despite age, are not cultural resources.
Section 01 35 13.22, Part 2.1, Paragraph A states that a record of findings shall be submitted to the NPS upon completion of the project. Can this be assumed to be a single archaeological report or, if new archaeological sites are defined, will the archaeologist be required to register them with the state and include completed site forms with the report?
The latter, newly recorded archaeological sites should be regsitered with the New Mexico Laboratory of Archaeology and completed site forms included in the final report.
5 Section 01 50 00-6, paragraph I states: A biological monitor shall inspect all trenches daily to make sure they are free of wildlife prior to construction start. Will this inspection need to be completed prior to any construction activity begins? If so, what time will these inspections take place?
Drawing Sht C1.3 of the Water Distribution system set, note 5 states "...Contractor shall inspect trenches each morning before work begins.
If any wildlife is encountered in a project area, contractor is responsible for contacting park staff to remove and relocate...The contractor has permission to carefully relocate turtles or tortoises" as long as the detailed instructions in this note are followed precisely. As a reminder, all wildlife shall be protected, including snakes, and the park will be available to assist with removing and relocating.
6 Is a borrow pit for backfill material available to the contractor. If so, is there a cost to use materials from the pit?
There is no borrow material available in the park, rather the excavated trench materials can be used when they can meet spec, such as through rock crushing activities.
Will NPS be providing construction water? If so, where is the location for this water source and will there be a cost? If NPS will not be providing construction water, where is the nearest location for the contractor to buy water and what is the cost?
Park will not provide water for construction. In some past projects, contractors made arrangements with Whites City and those charges, if any, are unknown.
Drawing page G1.OA states the following: THE UTILITIES SHOWN IN THESE CONSTRUCTION DRAWINGS ARE INDICATED IN ACCORDANCE WITH AVAILABLE RECORDS. ALL UTILITIES MAY NOT BE SHOWN
AND THOSE WHICH ARE SHOWN MAY NOT BE SHOWN ACCURATELY. THE CONTRACTOR SHALL BE
RESPONSIBLE FOR FIELD LOCATING TO DETERMINE EXACT LOCATIONS, ELEVATIONS AND SIZES OF ALL EXISTING UTILITIES. THE CONTRACTOR SHALL BE RESPONSIBLE FOR LOCATING ALL NPS AND NON-NPS OWNED UTILITIES. REPAIR OR REPLACE ANY DAMAGED EXISTING UTILITIES, AS SPECIFIED IN SECTION 011100 "SUMMARY OF WORK". Is it the Government’s expectation for the contractor to locate everything possible for the entire site? No as-built drawings have been provided. Because of this, it is very difficult for the contractor to quantify a budget for repairs or delays caused by hitting unforeseen, or unspotted buried utilities that do not appear on the drawings. Is there a certain number of repairs due to hitting a utility that is not indicated on the drawings that the Contractor should budget for?
The contractor is required to locate utilities within the construction limits of this contract, to the extent they are in the path of the contractor's boring and excavation work, for installing the new water and sewer lines. In the drawing set titled Replace Aged and Failling Water Distribution System, Sht G1.2 shows existing water, sewer, electric, phone, and gas lines as well as they are known by NPS from a combination of as-builts and old construction drawings. Sheet G1.3 shows where the proposed waterlines cross these existing utilities to help the contractor estimate the number of utility crossings. In the drawing set titled Modernize Sewer System, Bat Flight Draw Lift Station, and 8" Watermain, Sheets C1.0, C1.1, C1.2, and C2.0A show where proposed sewer lines and the proposed water transmission main cross existing utilities. As indicated in the contract documents, the proposed water and sewer lines will, in most cases, be installed more deeply than the existing water and sewer lines. In addition, the Water Distribution system set shows in bold the locations of future sewer mains (S) and sewer service lines (SS) for a proposed future project and requires the contractor in this current contract to install the water and sewer lines to meet the required water-sewer separation distances forboth the current and future project, as shown in profile views and called out in the notes on those sheets.
9 Could you please send over a kmz file with a site boundary (and with boring locations if possible) so that we could prepare a geotechnical engineering proposal for you?
In case it was not clear in the Water Distribution drawing set, Sheet G1.3 and Note 7 call out recommended locations for borings, based on the required interval. A kmz file is included with these responses showing the park boundaries, the general project area, and roads in and out of the project area, but it does not include the boring locations.
