About this file
This file is a Question and Response (Q&R) Tracker for Solicitation 140P2025R0007, a water treatment system replacement project for the National Park Service in Glennallen, Alaska. The document contains 21 technical clarification questions and responses covering detailed specifications for the water treatment facility, including equipment requirements, piping configurations, materials, and project experience submission guidelines. Key technical clarifications include ASME certification for hydropneumatic tanks, specific equipment design requirements, valve and support system specifications, and guidance on submitting project performance references.
The solicitation involves replacing a deficient water treatment system, with responses to questions issued through multiple amendments (0002, 0003, and 0004) between March and April 2025. Notably, the government provides flexibility in documentation submission, allowing contractors to submit CPARS (Contractor Performance Assessment Reporting System) evaluations alongside traditional Performance Past Questionnaires (PPQs). The project emphasizes Build America, Buy America (BABA) compliance, and requires detailed technical specifications for all equipment and system components. The PPQ submission deadline is April 18, 2025, with contractors expected to provide comprehensive project experience documentation.

| Question No. | Question | Response | Amendment |
| 1 | Clarify - Reference TS 43 20 002.5 Hydropneumatic Tank: Shall tank T-10-2 be ASME? | The Hydro tank is required to be ASME certified. | Amendment 0002, issued 3/31/2025. |
| 2 | Clarify - Plant Drain Pumps P-11-1 and P-11-2: Please provide a description, performance characteristics, or specification for these sump pumps. | Equipment description and performance characteristics for these pumps are provided in 43 20 00-4 of the specification. | |
| 3 | Clarify - Reference detail 1/P1.6-GL: The detail shows a 2” PVC vent pipe. Where does this vent terminate? This pipe is not shown on any other drawings. | The vent is intended to terminate outside of the building wall. | |
| 4 | Please provide basis of design for all equipment. | Refer to performance specifications / salient characteristics identified for equipment in the Specifications document. | |
| 5 | Clarify - Reference TS 23 05 19-2.2 Pressure Gauges: Please identify basis of design; we are not able to locate a gauge with all of the specified characteristics. | Model 600C as manufactured by Trerice is an acceptable basis of design. | |
| 6 | Clarify - Reference Section 40 05 01 Process Piping: Does any of the process piping require insulation? | None of the process piping requires insulation. | |
| 7 | Clarify - Reference TS 40 05 01-2.3 Pipe Support Systems: B.4. Nuts and Hardware and B.5. Fittings and Supports: Is stainless steel required only where attaching to Type 316 stainless steel channel strut? | Stainless steel nuts and hardware are required with all pipe support systems. | |
| 8 | Does vertical construction of school/facilities with water treatment/conveyance and sanitary sewer/conveyance project components qualify as “sanitation facilities” that could be used for project experience for this solicitation? | Without knowing the specifics and context of the project(s) being referenced in this question, the Government is unable to provide a concise answer; however, there may be some similarities that might qualify as some level of “sanitation facilities.” For example, there is vertical (building) construction and general water/sewer conveyance work as part of the overall water treatment plant project being solicited. The Government would need clarity on whether the reference project(s) had water treatment plant plumbing/process piping and electrical/controls similar to the Construction Documents for the Glennallen project being solicited. | Amendment 0003, issued 4/14/2025. |
| 9 | How much credit would the above project experience receive compared to a sanitation facility only project? | Without knowing the specifics and context of the project(s) being reference in the question above, the Government is unable to provide a concise answer, nor will speculate the amount of “credit” that would be given. Project references that have more similarities and align with the water treatment plant project being solicited, may be more favorably rated than project references that do not. Similarities may include, but are not limited to scope, type of work, scale/cost of work, location and conditions, clients/end-user, etc. If similarities are not obvious, Offerors are advised to highlight how previous project reference experiences will be beneficial to the Government and viewed favorably for the Glennallen project being solicited. | |
| 10 | At the pre-bid site visit two gravel sources were discussed. Will NPS state those two gravel source names/locations again please? | There are three (3) gravel sources, all with gravel pits, in Glennallen, AK: |
- JC Enterprise, Inc. (Terry Valentine, 907-822-5420) MP 115.5 Richardson Hwy, Glennallen, AK 99588-9958;

| 11 | In lieu of Section J/Attachment 7 – PPQ, will CPARS be an acceptable option? | The Government will review CPARS regardless, in addition to PPQs received. If personnel involved with project examples are no longer available for comment on PPQs, submit the correspondence indicating such and provide the respective Contract and/or Order Number, and Government will look up the respective CPARS Evaluation(s) for review and consideration. Additionally, the CPARS Evaluation may be attached for the Government to reference, and will not count towards the page limitation for this section. | |
| 12 | Please Clarify what equipment in existing Water Treatment Plant structure is salvageable material. | There is no equipment in the existing Water Treatment Plant (WTP) that is salvageable or is required to be salvaged. However, a Contractor, at their discretion/creativity, can utilize existing equipment/materials for temporary water if needed in the interim. | Amendment 0004, issued 4/17/2025. |
| 13 | Please specify location of warehouse where salvageable materials needs to be delivered | There is no warehouse location specified since there is no salvageable material that will be handed over to NPS during the course of the project construction. | |

No furring is required. | Amendment 0003, issued 4/14/2025. |
| 15 | Clarify that Chemical Storage 103 only requires FRP on Wall Type B | The design intent for Room 103 is to have FRP panels on the interior walls tagged Wall Type B of Room 103 only. | |
| 16 | Many customers are not in their positions and the new personnel will not fill out PPQ's if there are CPARs on the projects. May we submit CPAR's as we have no control over policy at the agencies. | |
| 17 | Are there going to be more plansheets to show elevations of the process piping on P1.2-GL sheet? | No additional plansheets are included. The configuration of the piping is detailed in the plan view, process and instrumentation diagram, and the isometric drawing. | |
| 18 | I don’t see anything regarding pipe supports on the plans. | Piping supports are detailed in several locations in the bid documents. See the process piping specification and other locations for specifics related to piping support system. | |
| 19 | Some of the valves on the process piping plan P1.2-GL are not identified, are we to assume these are PVC ball valves? | No. Specific valves with their tag numbers are detailed in the contract documents. Use P1.2-GL in combination with other information available in the Process and Instrumentation Diagram sheets and the specifications for information about the requirements of the valve equipment. | |
| 20 | Many of the valves, backflow devices, filters, Leach Field chambers do not have preferred make and models, are we safe to assume that any brand can be used as long as it is Build America, Buy America (BABA)? | This would not be a good assumption. The contract documents list salient characteristics and other important details for each piece of equipment in the project. | |
| 21 | Many agencies will not do a PPQ if a CPAR exists. This is the case for many projects. The deadline for the PPQ is 18 April 2025. Should we submit the CPAR by that date since we do not have complete direction on CPAR submissions (with bid or before) as we are waiting on Q&A. | PPQs are due 4/18/2025 from customer references directly to the NPS DSC Contracting Officer and Contract Specialist via email. If Offerors will be providing CPARS Evaluations for Government reference, in addition to correspondence to personnel involved with PPQ project examples, Offerors shall include these submittals with their Volume 1 Proposal. |
