About this file
This Request for Proposal (RFP) solicits proposals for replacing the deficient water treatment system at the Glennallen Facility within Wrangell-St. Elias National Park in Alaska. The total small business set-aside contract (Solicitation No. 140P2025R0007) involves constructing a new water treatment building with protected vehicle parking, installing a new well, and relocating/upgrading water process systems to support future facility expansion. The current water system, originally constructed in 1995 and reconfigured in 2013, has infrastructure issues including a potentially compromised well casing.
Key procurement details include a pre-proposal site visit on April 2nd, 2025, proposal submissions due by April 23rd, 2025 at 12:00 pm AKT, and a 365-calendar day completion requirement. The National Park Service will evaluate proposals using a best value continuum trade-off process with equal importance placed on project experience, technical approach, and management approach. The contract will use NAICS Code 237110 for water and sewer line construction, with a maximum potential value of $45 million. Bid, performance, and payment bonds are required, and contractors must perform at least 15% of work with their own organization.

SUBMISSION &
EVALUATION
The scope of work includes construction of a new water treatment building including protected parking for water transportation vehicle, installation of a new well, relocation and upgrades to the water process systems to support projected future needs.
The Glennallen facility consists of multi-unit housing and maintenance facilities. This water system was constructed in approximately 1995 and then reconfigured in 2013 to address elevated iron and manganese. Water is pumped from a 237 foot deep well. The treatment train consists of the following:
• 10, 5 and 1 micron roughing filters.
• Chlorine injection.
• A 430 gallon chlorine contact tank.
• Two 12-inch greensand filters.
• A 1,000 gallon HDPE storage tank.
• Water is circulated in arctic pipe to the housing units to prevent freezing.
Backwash from the greensand filters is discharged into a cone bottom settling tank. The solids are periodically removed from the tank and the clarified water is discharged into an onsite septic system. The water quality from this source appears to be good, when properly operated. The peak water demand for the system is approx.
2,600 gpd.
A problem with this system is the well casing, which penetrates the floor in the water treatment plant, appears to be jacking. It appears that the casing had jacked about 4-in. It is possible that the casing has sheared below grade. At a minimum, this water system must be renovated to accommodate an expansion of a 50-bed bunkhouse at the facility in use.
Refer to the Section J Attachments Specifications and Drawings contain in the Solicitation for full details.
