About this file

This document is a Questions and Answers (Q&A) amendment for the ACAD 312014 Park Loop Road project, providing clarifications on various solicitation details. Key clarifications include: the project's period of performance will be 220 days from Notice to Proceed (NTP), with winter shutdown not counting toward those days; the proposal deadline has been extended to 7/3/25 at 12:00pm MT; and night operations may be considered for limited construction phases. Additional notable details include an anticipated September 2025 start date, a requirement for testing and surveying per specifications, and flexibility in roadway access with a preference for maintaining one lane of traffic. The park will provide a staging/laydown area, and contractors should assume no water source will be provided. The project involves road work, including full depth patch repair, milling, and potential crack sealing, with wetland delineations completed that did not require additional permitting.

Q&A ACAD 312014 Amendment 0002

1. Section J of Solicitation states to assume NTP of 6/16/25, project bids on 6/30, please advise.

This was an assumption. Period of Performance will be 220 days from NTP. Winter shutdown does not count toward these days.

2. Section F of Solicitation states completion date 180 days from NTP. Specification 01 11 00, section 1.7, note E, states completion October, 27. Please advise.

This was an assumption. Period of Performance will be 220 days from NTP.

3. Specification 01 11 00, section 1.6, paragraph A, note 3 states night operations are allowed if approved by CO, please advise if bidders should assume night milling/paving/marking operations are acceptable for this project.

The park will consider night operations and temporary detours upon request for limited phases of construction. Not for the entire specified period of performance

4. Plans show wetland delineation at various areas where work will be performed, there are no associated DEP permits within the contract documents, is this permitting available or did it receive negative determination?

Wetland delineations were done to quantify the level of temporary impacts from culverts being replaced. The amount is below the threshold needed for Army Corp permitting for maintenance. DEP permits were also not required

5. Note 17 on DWG 2 states cracks in existing pavement are to be sealed. Note on DWG 2 states "Crack Sealing shall be completed at all locations as required". Specification section 32 01 17.61 has been provided. However there are no further plans or details to quantify the crack sealing required. Other than a 250' section of roadway on DWG 17, the entire road is being milled/repaved or patched. Please advise if this is erroneous or provide more information for equal bidding purposes to further define crack sealing scope of work required.

We put the crack sealing item/spec into the project in case there were significant cracks in the roadway after milling that needed to be sealed before the overlay is placed. These will need to be assessed per the crack size and specification requirements at that time.

6. Could the proposal deadline be extended to 7/7/25?

The Deadline will be extended to 7/3/25 12:00pm MT.

7. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

Yes this can be 1 or 2 individuals.

8.

Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Yes, the 220 day period of performance does not begin until NTP is issued.

9. Please provide bidding quantities for the deteriorated base course.

The proposed areas of Full Depth Patch Repair are shown with dimensions in the

Construction Drawings so the Contractor should be able to determine the estimated quantity of Poor Base Materials using that information provided in the Construction Drawings.

10.

Please provide the site visit registration information.

Refer to Amendment 0001

11. Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?

Please assume no water source will be provided by owner.

12. Does this project require phasing? Or can we start work on multiple roadway's at the same time?

Approach can be determined and coordinated with NPS after construction award.

13. Field o ice location? Is power available nearby?

Under a paving contract work is typically conducted without a trailer. Trailer location could be provided but utilities need to be supplied by contractor.

14. Please provide lay down/staging area for construction.

Park will provide su icient area for staging a laydown in the immediate project vicinity. Coordination will take place with NPS during preconstruction post award.

15. Can we shut down roadway access or do we need to maintain one lane for travel?

Maintianing one lane access is preferred but park is open discussion alternatives to temporarily detour tra ic during certain phases of the construction.

16. What are the limitations for construction intervals (for proposed road work)?

No specific limitation, but any intervals outside of typical would require CO and NPS approval.

17. Is there an anticipated start date?

September 2025 is anticipated but not guaranteed. The start date will be dependent on submission of Div. Submittals.

18. Is testing required?

Yes, please refer to Specifications

19. Is surveying required?

20. Is an SWPPP required?

File details come from the government source that posted it. Updated .
