RFI and Clarification

INDU 305176 Marquette Greenway Trail

Solicitation 140P2024R0155

9-12-24

1. Question: My company is registered on Sam.gov. I see there is an 8(a) set-aside, and want to make sure we qualify to bid as a prime contractor as a small business, size standard 237990, $45.0 million.

Answer: Please refer to Section K of the solicitation, 52.219-1 Small Business

Representations, Small Disadvantaged Business Concern.

2. Question: Does the 6” aggregate base have to be limestone? Can it be an alternate material like “slag” or “recycled”?

Answer: Contractors are to utilize the engineered plans and specifications found in the solicitation. Sheet C1 documents the typical sections for the trail including the required aggregate base. No alternate will be accepted at this time.

3. Question: Will NPS mark trees within the limit(s) of disturbance, or will it be up to the

Contractor’s discretion?

Answer: NPS performed an initial assessment and quantification of tree removals for the project scope, see Attachment 10 Phase One Tree Removal and accompanying 41 photos of the identified trees. This list is information only and contractor will be responsible for identifying means and methods to perform the requirements of Site Clearing (Section 31

10 00) for the project.

4. Question: Is the existing gravel being hauled off or can it be re-used in the project?

Answer: Contractor will refer to the plan and profile sheets as well as cross sections sheets (C56-C101) for the project grading. Refer to the project specifications and sheet

C1 Typical Sections for the subgrade compaction requirements. As noted, the extent of trail from Grand Blvd west to the Douglas Center parking lot has not been improved and has existing railroad ties. The trail from Grand Blvd. east to County Line Road has been improved.

5. Question: Do you know of any utilities?

Answer: Contractor shall submit a ticket for utility location to Indiana 811 before starting construction. Following notes are informational only, and it is up to the contractor to confirm. Sheets G2 and C3 depict a water line to a drinking fountain adjacent to the Douglas Center parking lot.

6. Question: Could you post the sign in sheet for this project.

Answer: Yes, this is included with Amendment One of the Solicitation.

Clarification:

1. Please review Solicitation Section L, B. Questions for procedure with questions. This process shall be followed when asking a question and the following NPS response.
