About this file
This document is a Request for Information (RFI) related to the Marquette Greenway Trail Construction project (Solicitation 140P2024R0155) for the National Park Service. The RFI addresses several questions from potential contractors, including:
- Tree removal requirements and disposal methods
- Responsibilities of the NPS botanist and archaeologist
- Acceptable aggregate materials for the trail base and shoulders
- Asphalt cement liquid grade specifications
- Qualification requirements for the Quality Control Supervisor and Site Safety Supervisor
- Temporary facilities like trailers and fire protection
- Fabricator and erector certifications for the trail structures
- Access to the construction site via Montgomery Street
The RFI provides responses from the NPS clarifying these project requirements. The Geotechnical Report is also referenced as a source of additional details. Overall, this RFI serves to address contractor questions and provide clarification on the specifications and construction approach for the Marquette Greenway Trail project.

a. How do we determine how many trees shall be removed? To the extent of the construction limits?
b. Can the trees be mulched and left onsite?
Answer:
a. NPS performed an initial assessment and quantification of tree removals for the project scope, see Attachment 10 Phase One Tree Removal and accompanying 41 photos of the identified trees. This list is information only and contractor will be responsible for identifying means and methods to perform the requirements of Site Clearing (Section 31
10 00) for the project. Refer to Amendment One attachments.
b. Refer to Division 1 Specifications Section 31 10 00 Site Clearing, including subsection 3.5
Disposal and Cleaning.
2. Question: The summary of work states the Contractor shall consult with the Botanist before earth moving work starts and the Botanist will salvage the plants. Does the contractor need to hire the Botanist, or does the Botanist work for the National Park Service?
Answer: The botanist is a NPS employee so contractor will not need to provide this specialization. Note: Plant salvage within the limits of construction has been completed and contractor will not need to coordinate prior to earth moving with NPS botanist on this item.
3. Question: Archeological Monitor it is uncertain who shall bear the cost, contractor or NPS?
Answer: Archaeological monitor is an NPS employee. Contractor is not required to provide this service. NPS has previously performed an archaeological survey and identified a limited area of archaeological interest. The project scope has been coordinated to mitigate any impacts in this area.
4. Question: Is Air Cooled Blast Furnace Slag IN – No. 53’s acceptable as an aggregate base beneath the asphalt pathway and/or may be used for shoulder stone along the pathway?
Answer: No, Air Cooled Blast Furnace Slag IN- No. 53 is not an acceptable alternate material for the aggregate base course. Please refer to plans, specifications and geotechnical report included with the Division 1 Specifications pg 247 of 288; and provide the specified crushed stone complying with the Indiana DOT coarse aggregate specification #53 for the compacted aggregate base and aggregate shoulder.
5. Question: Is recycled crushed concrete aggregate with a No. 53 gradation (Not Approved by
INDOT) acceptable as an aggregate base beneath the asphalt pathway and/or may be used for shoulder stone along the pathway?
Answer: No recycled crushed concrete aggregate with a No. 53 gradation is not an acceptable alternate material for the compacted aggregate base course or the shoulder stone along the pathway. Please refer to plans, specifications and geotechnical report included with the Division
1 Specifications pg 247 of 288; and utilize the specified crushed stone complying with the
Indiana DOT coarse aggregate specification #53 for the compacted aggregate base and aggregate shoulder.
6. Question: As of this September 2024, INDOT has changed their specifications for the Asphalt
Cement Liquid Grade in 401 and 402 mixes. To further explain, the INDOT 402 Mix that is being called out on this project to bid, would require PG 64-22 liquid asphalt cement per the specifications prior to September 2024 bids. The most current INDOT specifications will require
PG 58S-28 Liquid Asphalt Cement in lieu of PG64-22. Will you please confirm that PG58S-28 is required for this project and PG64-22 will not be acceptable?
Answer: Please utilize PG 64-22.
7. Question: Specification 01 40 00- states the quality Control Supervisor may also perform other duties. Can the project Superintendent be the all of the following: Site Superintendent, Quality
Control Supervisor and Site Safety Supervisor?

If Slag or Recycled Concrete comply with the Indiana
Department of Transportation Aggregate Specification No. 53, are they acceptable to use? Or, do the NO. 53s need to be limestone?
Answer: Slag and Recycled Concrete are not “Crushed Stone” and are not an acceptable alternate. Sheet C1 and Geotechnical Report note the compacted aggregate base course to be a
