Yes, the intent is to clean and preserve the wallpaper and not impact the lead‐based paint. Surficial cleaning is indicated in SECTION 02 87 13 ‐ MOLD REMEDIATION
1 The Contract Price Schedule CLINs do not match the CLINs denoted in the Summary of Work See attached "Updated Contract Price Schedule" 2 Will the Rehabilitation of Windows be a Bid Option? SECTION 01 11 00 ‐ SUMMARY OF WORK indicates the work to be done as base bid
General Notes for both Level 1 and Level 2 Historic Window Rehabilitation sections list "Remove existing window assembly from existing opening". Does this note intend for contractor to completely remove entire window frame including trim/casing/stools/sills or is this note intended to communicate removal of window sash/parting bead/interior stop only? It is recommended to leave frame/interior trim components in place for rehabilitation and remove only sash/interior stop/parting bead for proper rehabilitation. Please clarify.
The intent is to retain as much of the historic fabric as possible in‐place. SECTION 08 03 52 ‐ HISTORIC TREATMENT OF WOOD WINDOWS AND DOORS defines sequencing and scheduling of historic treatment of wood windows.
Please confirm if intent is that all window sash are to be completely deglazed/reglazed. Per Note 9. under Spec Section 08 03 52 ‐ 2 Historic Treatment of Wood Windows and Doors ‐ 1.5 ‐ Sequencing and Scheduling, it is noted to "replace all glazing sealants". Per plans, Hazardous Material keynotes H‐3 and H‐6 indicate all windows are indicated to contain ACM. When referencing General notes on A8.3 ‐ Level 1 Rehabilitation does not indicate required abatement or removal of ACM glaze putty however, Level 2 does indicate full abatement of ACM putty.
This indicates 12 openings to have ACM glaze putty removed. Further, Under Spec section 02 82 00, Remediation 1.2 Description of Work B states “the intent of the Work is to remove limited quantities of identified ACM from the site as detailed herein….The SOW includes removal of ACM from the listed locations”, when referencing Line 7, it states “Exterior window glazing from approximately 42 windows. Additional window abatement may be performed as a bid option. When assessing both plans and specs, it is difficult to price according to conflicting documents.
Please provide further clarity to ensure equitable pricing in the bidding process:
Simply put:
a. Per Hazardous material plan designations, all 79 openings are indicated to contain ACM glaze putty.
b. Per remediation specs, only 42 openings should be priced for ACM glaze putty removal.
c. Per historic rehabilitation spec section, all window sash should be priced to have glaze putty fully removed and reapplied
d. Per plan notes referencing rehabilitation levels on window schedules, only 12 windows should receive ACM putty remova
e. Per Historic Window Rehabilitation Levels referenced, only Level 2 should have ACM glaze putty removed
Please confirm all openings on 18.3 that do not have “Replace window screen” noted, have existing screens to be repaired. Sheet A8.3 indicates all window screen work included in this project. Add to Sheet A8.3 window schedule comments "REPLACE WINDOW SCREEN" for windows 006, 011 and 045.

QUESTIONS
Please provide clarity on storm window requirements, locations and basis of design to price. Storm windows are referenced 3 times in Spec Section 08 03 52 ‐ 2 Historic Treatement of Wood Windows and Doors but no location or other details are provided on elevations, window schedules or elsewhere. There are no storm windows in this project. Remove the words "storm window" from SECTION 08 03 52 ‐
HISTORIC TREATMENT OF WOOD WINDOWS AND DOORS 1.2.C. Remove 1.6.C and 2.8.C referencing storm windows from SECTION 08 03 52 ‐ HISTORIC TREATMENT OF WOOD WINDOWS AND DOORS.
Under Section 01 11 00 – 1 “Summary of Work”. 1.2 Work Covered by Contract Documents 1. Contract Line Item #01: Preserve and Rehabilitate the Historic Grange (Exterior Envelope & Structure) specifies intent is to achieve “the rehabilitation of the exterior of the windows and doors”. As other spec sections and plan notes infer, it appears the intent is for window and doors to be removed and rehabilitated; a plausible interpretation for pricing efforts is that only the exterior rehabilitation of these elements should be priced, and subsequent Contract Line Items indicate further interior work may be added separately. Pricing to only address exterior work with potential to add interior work as an option when dealing with removable elements will result in pricing inequity in the bidding process. Please confirm contractor should plan and price to rehabilitate both the interior and exterior surfaces of windows and doors to be removed consistent with Rehabilitation Classes listed on A8.3.
The intent is for the entire window/door to be rehabilitated
6 Is design intent to replace and replicate all windowsills and exterior/interior window casings/trim. ? Drawings indicate rehabilitation of windows.
i. Plan notes on A8.3 indicate removal and rehabilitation of “Window Assembly”, under Section 08 03 52 – Historic Treatment of Wood Windows and Doors 1.2 Definitions D. Wood Window and Door Component Terminology indicates under Definition D. Sills/exterior casing/casing/stool/ aprons/etc to receive historic treatment work. However, under Section Finish Carpentry 06 20 00 – 2.1 Finish Carpentry Items B. Exterior Woodwork Item lists 1. “Window Casing and Molding: Softwood; prepare for paint finish and under C. lists 1. Moldings, bases, casings and Misc. Trim: Match Existing and 3. Window Sills: Clear fir; prepare for transparent finish.
This is not a question. Please clarify.
Under Section 09 90 00 “Painting and Coating” Part 3 – Execution 3.1 Historic Treatment Procedures K. Wood Surfaces to be Painted: 2. Existing Wood states “Remove loose, flaking or failing paint to well adhered material however, under Section 08 03 52 – Historic Treatment of Wood Windows and Doors 1.5. Sequencing and Scheduling Item 7. General Wood‐Repair Sequence a.
Remove paint to bare wood, is noted. Should window elements have paint removed to bare wood or to sound substrate?
SECTION 08 03 52 ‐ HISTORIC TREATMENT OF WOOD WINDOWS AND DOORS indicates wood repair sequence when the wood needs to be repaired. 09 90 00 ‐ 7 PAINTING AND COATING indicates wood to be painted that does not need to be repaired.
Window Schedule on A8.3 indicates Frames are to be painted but no indication of sashes. Please provide clarity for paint system and means and methods desired to price for interior/exterior coating of window sashes to be rehabilitated. Under Section 09 90 00 “Painting and Coating”, multiple coating systems are listed for wood substrates for both exterior and interior, however, no specificity is given around window sash and window frames.
SECTION 06 20 00 ‐ FINISH CARPENTRY defines interior and exterior woodwork items and finish.
Please confirm window contractor may price and provide temporary protection per their standard means and methods, otherwise, please provide exact detail required by NPS for this project to ensure accurate pricing. Contractor means and methods.
Please provide clarification around material type/profiles of existing window weatherstripping. If no detail/material type is known, please provide linear foot quantity and basis material of design/manufacturer to allow for pricing an assumption. SECTION 08 03 52 HISTORIC TREATMENT OF WOOD WINDOWS AND DOORS indicates compression‐type weather stripping which includes vinyl, plastics, and silicone materials. Weatherstripping color to coordinate with window color. Drawings indicate window and door dimensions to price quantities.
Please clarify Historic Window Rehabilitation Note 1. It includes "ABATE LEAD WINDOW COMPONENTS" which seems to be contradictory to ‐"PREPARE EXISTING SURFACES FOR REPAINTING INCLUDING BUT NOT LIMITED TO, SCRAPING LOOSE/FLAKING PAINT AND SANDING." It is not the intent of this project to fully abate lead. Treatment of impacted window components shall comply with regulatory requirements to protect workers and minimize generation of lead dust while ensuring completion of rehabilitation scope requirements. Update to Sheet A8.3 General Notes HISTORIC WINDOW REHABILITATION ‐ LEVEL 1 to state "ENCAPSULATE, STABILIZE, OR ABATE LEAD WINDOW COMPONENTS AND EXTERIOR ASBESTOS WINDOW GLAZING" and General Notes HISTORIC WINDOW REHABILITATION ‐ LEVEL 2 to state "ENCAPSULATE, STABLIZE, OR ABATE LEAD WINDOW COMPONENTS
AND ABATE EXTERIOR ASBOESTOS WINDOW GLAZING."
13 please clarify, should Level 1 rehabilitations be only scraped and sanded or be completely stripped? Contractor means and methods.
In the context of this note on page 6 of the Hazmat report: "The window glazing is considered a Category II non‐friable material. Category II non‐friable materials are regulated if they have a high probability of becoming or have become crumbled, pulverized, or reduced to powder by the forces expected to impact the materials during the course of demolition activities. These materials must be removed by a licensed asbestos abatement contractor prior to disturbance."
This is not a question.
If we strip or scrape and sand lead paint on top of ACM Glazing will it render the glazing category I rather than Category II?
See responses above. All windows will require abatement of exterior, asbestos‐containing glazing.
If glazing is identified as Category II prior to any sash work commencing, is it acceptable to transport sash to a workshop off site and commence restoration work there? If acceptable, abatement licensing, regulations and requirements in the location of the work will prevail?
Contractor means and methods however all regulatory requirements for asbestos abatement, handling, transport, and disposal must be complied with.
When windows and doors are removed, does NPS have a minimum requirement for temporary protection? e.g. is plywood required or is plastic sheathing acceptable? Is natural light required? Contractor means and methods.
Some of the windows are very close to floor level. Does any of the glass need to be replaced with safety/tempered glass? If so, please provide glass specification and a schedule identifying where it is to be installed. No. Drawings and Specs do not indicate safety/tempered glass.
The window schedule A8.3 notes different levels of treatment for window assemblies. Please define components included in this scope of work and required levels of restoration e.g. sash, interior casing, stool, apron, head, jamb, brick mold, etc. SECTION 08 03 52 ‐ HISTORIC TREATMENT OF WOOD WINDOWS AND DOORS defines parts of a window.
SECTION 06 20 00 ‐ FINISH CARPENTRY defines interior and exterior woodwork items and finish.
Are windows required to be operational? Should we include an allowance for any replacement hardware or counterbalance systems?
SECTION 08 03 52 ‐ HISTORIC TREATMENT OF WOOD WINDOWS AND DOORS indicates operating hardware.
21 Are we hand loading the shingles from the boat to the job site or will there be equipment like a truck, atv or front loader to get the shingles to the site? Contractor means and methods.
How much are extra trips on the boat? SECTION 01 31 00 ‐ PROJECT MANAGEMENT AND COORDINATION indicates Contractor is responsible for own boat and transportation of crew daily and materials/equipment required to complete the work.
Are we disposing of the roof or asbestos?
Disposal of construction waste is by contractor. Refer to 02 82 33 REMOVAL AND DISPOSAL OF ASBESTOS‐ CONTAINING MATERIALS and 01 74 19 – CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL
24 Will there be dumpsters or how do we coordinate bringing dumpsters? Contractor means and methods.
25 What kind of material are we using for the flat roof? Roof materials are indicated in the drawings and specifications.
Are we re‐wiring the entire house all new or are we just replacing devices with new devices(receptacles, switches etc.) Note 2 on the electrical demolition sheets indicate to remove all wiring back to source where there are new devices.
From what I can tell we are reusing the lights in place now for the most part. It specifies for us to take them down and secure them in a safe location to keep from damage so my question is will there be some type of storage unit for us to put them in? Division 1 specifications cover storage of materials.
If we are or do have to get inside of a wall what steps do we need to take to keep it historic and or who would be responsible for repairing the wall? Plaster repair detail is provided in the drawings. Responsibility of cutting and patching is indicated in
SECTION 01 40 00 ‐ QUALITY REQUIREMENTS
29 Is the Lead Based Paint (LBP) on Doors, Windows and Sashes being removed on site or off site? Contractor means and methods, comply with regulatory requirements.
30 If shipping Windows, with Lead Paint and Asbestos, what will be the protocol for handling and abatement for shipment? Contractor means and methods, comply with regulatory requirements.
There is no site specific identifying the Lead Paint, i.e. Stairwells and Railings, Windows, Inside and Outside Doors, Waynes Coat, Cabinetry throughout, Fireplaces with Ornate Work, Shoe Mold, Ceiling Mold and Chair Rails. Correct. Lead‐based paint readings and locations are detailed in the hazardous materials report.
