1 Sheet S1.4, What Type/Size beams are in these two locations (pic attached)?

Grid Lines 7 & A, See Figure 1

Beam types and sizes are shown on elevations A3 and A4 on sheet S2.0

2 Sheet S6.5, Detail A3, Can we use T&G Sheeting in lieu of blocking sheet edges or is blocking absolutely necessary? When using wood ‘I’ joists for the floor system, it’s really difficult to get a good connection with blocking because you only have the top cord to shoot a nail through. You will wind up solid filling the ‘I’ joist webbing, then shooting the blocking in, which will be extremely time consuming.

Detail A3/S6.5 show panel joints for wood shear walls.

This detail does not apply to the floor/roof deck. T&G does not meet structural demands. The diaphragm panel edge blocking may be turned flat against the sheathing to allow for easier installation.

3 Sheets A1.12, A2.0, A2.1, The observation area on the roof area has been removed in the updated design.

S1.5 still shows shear walls and misc. framing on the roof. I believe this page should be deleted entirely. I would believe there still is a small elevator tower on the roof for elevator equipment and clearance but nothing else. Please clarify and advise.

Sheet S1.5 is intended to be used for the Add Alternate design.

4 Sheet A1.12, The Roof Plan does not show any type of roof access. S1.4 Roof Framing Plan does not show any openings that may be considered a roof access.

Sheet S4.1, Detail B3 is referred to as Roof Access Stair Framing Plan. Please clarify and advise. I think a much simpler alternative would be a roof access ladder in Room 110 or Room 106 with an access hatch through the roof. This would be a more cost-effective

The stair framing is intended for the Add Alternate design. A-one story building does not require a roof access hatch. The roof can be accessed with a ladder or lift from the North and West side of the building.

alternative than building a big set of stairs that will only get used a dozen times a year. Thoughts?

5 Sheet S1.4, Between Grid Lines A&B and Grid Lines 5&6. This area helps create the opening for the stairs (See Figure 3, highlighted in green). What size beam is it supposed to be?

The referenced area shows the framing around the skylight above the stairs. The highlighted beam should be a 3.1/8"x12" GLB.

6 Factor 3, Project Experience, page 61. Regarding relevant projects completed in the past 7 years would you accept a project that is substantially complete (i.e., 85% or more)?

That is acceptable. 1

7 Factor 3, Project Experience, page 61. To demonstrate proof of project experience, as per FAR 15.305(a)(2)(iii)), may the ISBEE prime contractor submit relevant project experience from its other ISBEE sister businesses?

No, it must be the company submitting the proposal. 1

8 Factor 6, Past Performance, page 62. Will you accept a Past Performance Questionnaire previously completed by the client for a different proposal submission?

That is acceptable. 1

Is the park going to be closed to visitors at any point?

The park’s tour road will generally be closed during summer construction Monday-Thursday, and be open to the public Friday-Sunday. With low winter visitation, the tour road will be open all winter. Also, the cemetery adjacent to the Visitor Center will be open year-round on a “permit” basis – the entrance gate will be closed Monday-Thursday, but permitted cemetery visitors will be allowed. No construction-related traffic congestion is allowed on days where the tour road is open.

10 Are there any holidays or anniversary events where the park will need to remain open?

The park’s tour road will be open to the public on Memorial Day and on the anniversary of the Battle of the Little Bighorn, June 25 and 26 (2025 and 2026). No construction will be allowed on these dates. There will be a demolition ceremony for the Visitor Center in July 2024. It will last two days maximum, during which time no construction will be allowed. It is unlikely construction will have started on this project when the demolition ceremony takes place.

11 Factor 2, Key Personnel, page 60. Can the superintendent, if appropriately qualified, also perform either one or both Onsite Safety Specialist or Onsite Quality Control Manager roles?

The superintendent may perform as the Safety Specialist, however the QC Manager must be a stand-alone position.

12 Not all Light Fixtures meet the BAA or the DLC listing requirements in the specifications. Fixtures that do meet the specifications were not approved nor on the fixture schedule. In order to meet these requirements, different fixtures would need to be approved, and of course, there would be a cost increase.

13 Some of the switchgear (DISTRIBUTION PANEL “MDP) for this project currently have a 50-week lead time upon time of order.

Noted. Your schedule should reflect market conditions, be realistic and achievable. If there is a long lead item, state that specifically in your narative. However, If there is another product with a shorter lead time, but more expensive, also state that in your narative.

14 The prints reference the structured cabling as CAT 6a, however the spec documents only reference Cat 6.

Can you confirm what type of cable needs to be supplied for the project?

The cables are CAT 6A, per the drawings. The specs are incorrect.

15 There is a contradiction between the Bid Schedule that is included in the Solicitation Document 140P2024R011 versus the definition of the line items in the project specifications (Spec Section 012700) related to the costs associated with the roof deck observation area.

In the solicitation, it indicates that the roof observation deck systems would be an add alternate for the project (CLIN5), whereas in the specifications, it shows this work item as CLIN3, and would be a deduct to the project.

We just need to know which Bid Item Structure is correct so we can provide pricing as requested by the Owner.

Referenced spec section has been revised and is attached to this amendment.

16 Factor 4 Management Approach & Project Team on Page 61:

Just to confirm, the only pages subject to the five-page limit in Factor 4 Management Approach & Project Team are for No. 2 Narrative? No. 1 Organizational Chart including Roles and Responsibilities and No. 3 Letters of Commitment do not have a page count?

17 Sheet ET6.1 calls out for existing fiber to a new ground box then on to the new building. Do you have a distance from the admin building to the new building?

The scope of work is to intercept the existing communications runs to the existing building with a new handhole, and then to continue to the VC from there.

The distance from the Admin Building to the Visitor Center, measured along the road, is 1,550 feet.

18 Regarding the XPS taper package for this project:

Please provide a minimum, maximum or average R-value to accurately to draw/quote this taper.

Building Envelope R value requirements are listed on Sheet G5. R-value for roof is R-49.

19 Glazing Type 'GL-4' ... Plan Pages Call Out as '1-3/16" Bird Safe Glass' Spec 88000 3.10 calls out overall thickness as 1". Please verify which thickness should be used for the curtain wall system estimate.

1-3/16" bird-safe glass overall is correct. The insulated glass is 1" thick. The bird-safe product is 6mm. The two figures added together result in the 1-3/16" overall thickness.

20 Spec. Section 01 11 00-3, 1.4, A conflicts with keynote #1 on C2.0 of the contract drawings, please clarify which note is applicable.

FHWA is responsible for the demolition of all sidewalk, curb and asphalt within the heavy dashed line shown on Sheet C1.0. See Note 1. FHWA is responsible for all rough grading in this area. FHWA contractor is responsible for installation of the electrical conduit. Visitor Center contractor is responsible for all fine-grading, asphalt, curb and concrete/sidewalk installation shown outside of heavy dashed line shown on Sheet C2.0. The Visitor Center contractor will not have access to the area within the heavy dashed line on C2.0 for use as a staging area after August 1, 2025.

21 Pertaining to Factor 6. Past Performance: Please confirm it is permissible to include original PPQs sent to references at the time of original submittal in November 2023; or if PPQs must be resent to be completed by references again and resubmitted to the Contracting Officer’s attention. Our assumption is that original PPQs are acceptable and will be considered compliant for Factor 6.

22 Please confirm there are no restrictions to margin sizes within Volumes I and II. Our assumption is that there are no margin requirements or restrictions.

30 Please confirm if there is a total page limit for Volume I Technical Proposal, our assumption based on requirements of the solicitation is that there are only limits to the narratives for Factor 1. Technical Approach (7 pages) and Factor 4. Management Approach & Project Team (5 pages).

This is correct. No overall page limit for Volume 1, only where specifically stated.

31 Refer to Question 5. Replace existing Sheet S1.4 with the sheet attached to this amendment. The new sheet updates roof framing between Grids C and E to match the framing on S1.4B (Bid Option 3).

32 Do you know what height the flagpole should be, or can you put me in touch with who does?

No work related to flagpole furnishing or installation is included in this project.

1. This item consists of the abatement of all hazardous materials associated with the demolition of the existing visitor center, the complete demolition and hauling away of materials of the existing visitor center and the construction of the new visitor center.

B. Contract Line Item Number 02: All site improvements (except re-grading/re-surfacing of parking area)

1. This item consists of all site improvements and associated landscaping improvements.

C. Contract Line Item Number 03: Additive Bid Option #1 Stairs and seating surfaces at southwest side of opening in the wall at the entry.

1. This item consists of the stairs and seating area located at the southwest side of the opening in the wall at the entry.
