37 Factor 2

Factor 2, Section L: The description on page 68 of 106 includes a definition of Prime Contractor experience as "… managing multiple subcontractors on projects the prime self-performed at least 50% of the cost of the contract, excluding materials..." This definition does not fit the industry standard of 10-20% self-perform; reference FAR 52.236-1 Performance of Work by the Contractor on page 40 of 106, which requires 15% self-perform, and does not exclude materials, for this project. Please remove this self-perform percentage from the Factor 2 instructions as it may disqualify otherwise highly relevant experience.

52.236-1 Performance Of Work by the Contractor is changed to 30% from 15%. Factor 2 is reduced to 30% from 50%. Per FAR

36.501 Performance of Work by the Contractor, this percentage may be as high as the contracting officer deems appropriate.

To be addressed in Amendment 9

46 The instrument list in Specification 409000 Supplement 03 and details shown on 110D101 4 appear to show two Clearwell Panels, this conflicts with Drawing 109N004 that only shows one panel. Please confirm whether there are one or two control panels.

There are two clearwell control panels and they are shown on 110D101 on the north wall labelled as 110-LCP-SMPL4-1 and

110-LCP-SMPL4-2. 11/18/2024

Please confirm solenoid valves are normally closed on all panels

The intent is to stop water flowing by gravity through analyzers when plant is not making water. The solenoid valves are normally open if plant is making water.

11/18/2024

Please confirm that the analyzer panels can be made from ½” thick “Natural” (Whiteish) HPDE

Per Drawing 110D501, the analyzer panels shall be made from PVC. No substitutions/alternatives can be considered during the solicitation phase.

Refer to Specification Section 409000.2.10.F.6 for panel light requirements. 11/18/2024

The Turbidity meters can be ordered with a flow meter which could be wired into PLC via the controller and act as both a meter and flow switch. That would make the external ones redundant. They also come with a needle valve to regulate flow to be installed on the outlet side of the meter. Similarly, the Chlorine analyzer flow through cell has both a needle type flow control valve and a flow switch. Along with a float style flow meter. Is it acceptable to utilize these flow switches and valves, or are the external flow switches and valves also required?

As shown on the drawings, external flow switches and valves shall be provided. No substitutions/alternatives can be considered during the solicitation phase.

11/18/2024

1” piping appears excessive given the minimal flows that run through this equipment. ¾” piping is typical for influent, then any branches that feed individual components are typically ½”; the 1” will add unnecessary cost. Examples- turbidity meters require 100-1000ml/min (.0264-.264 gpm) flowrate. The streaming current requires 1.5-2.5 GPM. The chlorine analyzer requires 30-50 liter/hr (.1321-.2201 gpm). Would ¾” and ½” as indicated above be acceptable?

The pipe size change from 1" to 1/2" or 3/4" is acceptable.

11/18/2024

53 What is the icon directly above the two standpipe drain valves at the sedimentation panel?

The icon above the two standpipe drain valves is intended to show pipe mounting clasps. 11/18/2024 8

54 What is shown at the top right region of the sedimentation panel? Is that just two different feed pipes coming into one? If so, please provide the following:

a.) Should they be valved?

B.) What size piping is this?

At the top right region of the sedimentation panel is a forked inlet to the streaming analyzer. The forked inlet comes from each of the sedimentation basin effluents. Operators will have the flexibility to open one, the other, or both to see how each of the basins are performing during commissioning and during regular operation. The forked inlet piping shall be 1".

The detail for the Filter Panel appears to show a lot of tubing with small sections of hard pipe.

Should this be plumbed similar to the other panels with hard piping all through the valving, flow meters, switches, with clear PVC standpiping and overflow? Then go to tubing before it goes into the Turbidity meter?

The Filter Panel should be plumbed as shown on the drawings with tubing throughout the panel and small sections of hard pipe to serve as a tubing conduit only. No substitutions/alternatives will be considered during the solicitation phase.

Specification section 01 57 19.12 Noise & Acoustics Management includes overly stringent restrictions on allowable noise levels. Due to the nature of the project, the noise level restrictions would severely impact our ability to perform the project work. During project execution, there will be noisy activity associated with work such as demolition, soil nail wall, general excavation, and other heavy equipment operations and construction activities within the project site and in the immediate proximity of the park. Please remove these noise restrictions as they are not realistic with the extent of work required for this project.
