PMIS #: 226858

Project Name

/ Description Repairs to the Cape Lookout Lighthouse

Question # Question: Responsible Party:Answer:

Regarding Attachment 04, Project Experience

Questionnaire; the attachment as provided with the solicitation does not appear to be fillable or editable. Nor will it convert to a .docx format. Can a fillable form format

(similar to Attachment 5 Past Performance) be provided?

Contracting A word version of the attachment 04 - Project Experience and 05 - Past Performance Form will be uploaded in Amendment 01.

2 Will the Site Visit Attendee List and formal notes be posted to SAM.gov?

Contracting

Yes, a viewable version will be uploaded in Amendment 01.

1. The available information provided where it pertains to

Option #2 is insufficient at best. This combined with

52.211-18 Variation in estimated quantity is of great concern. It appears the NPS intention is to perform the base bid of stabilization and removal and to later do the repairs and reassembly of the iron. We are capable of providing a quote to remove, restore and install based on a extended examination of the light house. However; there is no base line to the quoting of this work in the specs or prints therefore no two quotes are going to encompass the same things. My concern being those of us with the most experience dissembling and re-erecting the metal components of lighthouses will at disadvantage in the quoting procedure. Please provide repair schedule for metal work. (Reference Division 5 Metal Section 05383 -

Historic Cast Iron Repair)

AE

Response: The SD-sheets relate to CLIN 4 and the S-sheets relate to CLIN 10. The assumed elements to be replaced for bidding purposes are noted on the drawings (Plan Sheets S1 through S13, with particular emphasis on S8 through S11). The note on Plans Sheet S8 states “assumed quantities for bidding”.

01 35 23 / 3.5 / A / 5. scaled drawings for each element.

This isn’t realistic on site. The drawings not only would require documenting the present condition of the items dissembled but would require the ability to model / draw what they would have been before 100 years of deterioration, rust-jacking, breakage and neglect.

(Reference Division 5 Metal Section 05383 - Historic Cast

Iron Repair)

AE

Response: Specification 01 35 91.3.5.A.5 is in coordination with Cast Iron Repair Specification Section

050383 annotating casting methods, Specification Section 050374 which outlines replication (requires shop drawings i.e. scaled drawings)

The intention in all the drawings is to document each piece’s basic geometry, location, and orientation, then to put the pieces themselves aside so that they can be used for making patterns for reproduction.

The intention is that the new pieces would be made, not from extremely detailed drawings, but from a combination of the drawings and the original pieces (per Specification Sections 050383.3.1, 050374.1.3.B, and 050383.1.4.B, and Plan Sheet SD1-SD2 -Sheet Note 2).

Will the Historical Structural Report from 2008 available to bidders?

Project

Response: The Historic Structural Report from 2008 will be provided for information only. See Historic

Structure Report folder included in Amendment 2 ZIP file.

Will the NPS be making the blueprints for this light house available? There are limited pages available in a PDF format on the National Archives website. It’s been my experience that the full set of drawing are in the Naval or national archives and have not been made available in a

PDF format. (Reference Division 5 Metal Section 05383 -

Scaffold

Will the NPS allow for temporary shallow foundations to be installed to support the load of the scaffold and hoist? This may require removal and reinstallation on existing concrete and brick.

AE/Park Response: Shallow foundations will be allowed to support scaffold and hoist loads which may require installation on existing concrete or removal/reinstallation of brick sidewalk. All scaffolding loading on top of existing brick or concrete shall spread load sufficiently so as not to damage existing historic fabric. All scaffolding foundations which require removal of existing brick or concrete shall require reinstallation in-kind. Contractor is responsible for subsurface utilities. All items noted to remain in place shall be left in place and protected from construction activities unless approved by the

Contracting Officer.

Division 5

24 1. 01 35 91-3 /D / If Historic elements are to stored at the Harkers Island welcome center will the NPS be providing the temperature-controlled weather tight enclosure?

AE/Park

Response: The Park will provide marine shipping containers for storage of historic elements. While these will not be temperature controlled, they will be weather tight.

2. 01 35 91-7 /3.5 / A / 5, Requires scaled drawings to be created depicting each element as they are being removed. This is not only impractical but will add significant expense to the project. These elements are also to be lead abated, cleaned, have rust inhibitor applied and packaged for storage before leaving the island. A more practical and cost savings approach would be to label, tag and photo document the elements as they are being removed. Allow us to transport them to our facility. Here we can lead abate and take each component to white metal for inspection. They can be categorized as re-install, repair or replace. This will allow for digitally scanning if they need to be recast, scaled and drawn in an environment conducive to creating correct and detailed drawings. Providing improved detailed observations and notes for repairs or replacement as well as providing the opportunity to zinc coat any components slated for reuse or repair providing much improved stabilization of the historic fabric.

AE/Park

Response: Plans and Specifications call for documentation per response to RFI question 4.

3. Presently each tread has had a piece of C channel attached to the bottom of each tread to provide support.

Some of these in addition to the channel have L brackets attaching them to the masonry.

AE

x

47 e. Due to logistical challenges of the existing brick sidewalks to remain, Will it be acceptable to remove and replace existing portions of said sidewalk as needed to accommodate equipment needs and reinstalled to match existing conditions?

AE/Park

Response: All items noted to remain in place shall be left in place and protected from construction activities unless approved by the Contracting Officer. The base of the lighthouse is located under the brick apron that goes around the lighthouse and impacting the base could cause problems.

f. Will contractors need to provide a temporary barge as referenced on sheet G3 to act as a loading dock for the project and or will contractors have use of the public dock?

AE/Park

Response: If this question is referring to crew drop off and hand carried small deliveries, it might be possible to use the ferry dock which is owned and operated by a concessioner. During the season, the ferry can run as often as every 15 minutes, and, per the concessioner's contract, the ferry cannot be impeded, delayed, or blocked. There are two interior slips that will accommodate 30'x12' boats - these slips would be available for contractor use with due consideration given to the ferry and visitors arrival and departures. Though subject to change, the operational hours are published at the following website: https://www.islandexpressferryservices.com/ferry-transportation/harkers-island-cape-lookout/

49 Please confirm contractor laydown area on land will be at the NPS visitors center provided by NPS at no cost to contractors.

AE/Park Response: Landside laydown area can be provided at no cost. The Contractor will need to coordinate and schedule with the Park for large deliveries and long term storage at this location. It is a busy harbor and supports operations throughout the Park.

Please provide a landside laydown approximate size and location that will be provided by the NPS to awarded contractor.

AE/Park Response: The lighthouse laydown area is about 26,300 square feet. The Harkers Island Harbor Area can flex from 7,000 square feet to about 15,000 square feet. The Park will work with the Contractor to provide as much temporary landside space as possible at Harkers Island given operational requirements for the marina.

Will the awarded contractor need to provide construction fencing at the Visitors center laydown area for the duration of the project?

AE/Park Response: Laydown areas are identified on Plan Sheet GS at the project site. If additional laydown areas are desired, then they must be requested after award per Spec Section 01 11 00 Paragraph 1.3.B and 1.3.C and will be required to meet Site Enclosure requirements identified in Specification Section

01 50 00.
