Clause 52.236-4 Physical Data is amended as follows:
PHYSICAL DATA (APR 1984)
Data and information furnished or referred to below is for the Contractor’s information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.
(a) The indications of physical conditions on the drawings and in the specifications are the result of site investigations by NONE.

(d) There are various government websites outlining protected and endangered species within the Cape Hatteras area.

The following Section C is amended as follows:
SECTION C – SPECIFICATIONS / DRAWINGS
This design-build project will replace the obsolete housing at Cape Hatteras.
Project Location: Dare County, Cape Hatteras, Buxton, NC
This project includes the site-adapted design, construction, demolition, and supervision to replace 13 existing 3- bedroom housing units at the Cape Hatteras Island District housing area with 12 new conventional single family 3BR/4BR commercial off-the-shelf housing units, or similar pre-engineered 3BR/4BR housing solutions. Utilities (water and electric) are already in place for connection and new housing units will tie into the existing septic system. The new housing units will include a mix of three and four bedrooms each with two bathrooms each. Two housing units must be fully ABA compliant. All units will be equipped with a residential fire suppression system to meet current safety codes.

1 Does the Government require specific fonts, font sizes, paragraph spacing, or margins?
There are no specific requirements; however, a proposal must be readable.
2 In Subfactor 1b: Key Personnel, the Government lists required resumes as Offeror's GC Project Manager, Job-Site Superintendent, On-Site Quality Control Manager, and On-Site Safety Manager. However, in SPECIAL REQUIREMENT 1: KEY PERSONNEL, a Lead Designer is listed.
a. Does the Government require a resume for the Lead Designer as well as the above mentioned 4 KP roles?
The Lead Designer's credentials are included in the SF 330 package and therefore no requirement for a separate resume.
3 Should the Offeror list the companies designated for Key Trades as part of Subfactor 1b: Key Personnel or is there a preferred location for that information?
The section under Special Requirements 2: Key Trades has blank areas that are for proposal use.
This can be submitted as a separate page within Factor 3 Past Performance on page 61 of the proposal package.
4 Is .pdf format allowed for submission? Please see Section D, number 4, in Section L Instructions
5 The Government states: Specifications and drawings are attached and incorporated herein by reference.
Refer to section J. We do not see any drawings in Section J. Can the Government provide drawings?

9 Please confirm there is a land route to the site and the road is suitable for heavy cranes and trucks.
There are state roads that provide a land route to the site that are suitable for both cranes and trucks.

11 What is the QC and other requirements while the building is being constructed off site?

13 Are there active turtle nests on site? If so, will the Government remove them from the work site?
The site is not in a turtle nesting area.
14 Does the Government have a specific timeline for completion of this project?

15 What is the elevation from ground level for the existing structures.
Dependent upon unit, elevation varies between approximately 18 inches above grade and 40 inches above grade for existing structures.
16 Is the construction site in a flood plain? No.

25 Are there any existing survey or soils testing information on the existing projects, buildings.

26 Are the existing units to be replaced all located on LoggerHead Lane?
Yes.
27 Are there minimum finished floor elevations new modular units need to meet due to rising waters. If so, please provide height so structural foundations can be coordinated.

Yes
31 Are there separate sewer/lateral line septic tanks for all 13 trailer units or are they connected to one large system to control sewage.
Housing units tie into a single sewer main via laterals. The main feeds into one large septic system. This information will be addressed during Phase II
32 If not all 13 units are replaced with new ones what is the contractor required to do with the existing septic/water/sewer connection points?
This information will be addressed during Phase

33 Are the houses being demolished modular/trailer mounted or slab on grade?
Existing houses are mounted above grade on CMU stem walls.
34 Please provide Section J as referenced in the RFP Section 52.236-4 Physical Data.

35 Are GCs required to be licensed within the State of N.C?
Yes.
36 Re: the new buildings. a. Does the Government have a preferred method/location for staging the buildings?
