About this file

This document contains questions and answers related to federal contract solicitation 140P2023R0038 for construction of a concrete trail at Cape Hatteras Lighthouse Road. The solicitation requires construction of approximately 1,195 linear feet of 12-foot wide concrete trail, installation of two speed tables, erosion control measures including silt fencing and tree protection fencing, and fabrication and installation of a gate. Spoils from construction may be disposed of on site in designated areas. The project is pending wetlands and erosion control permits anticipated by October 2023, and is subject to restrictions during avian nesting season. Shop drawings will be required for the gate design.

Questions and Answers 0001, Solicitation 140P2023R0038 Amendment 0002

1. Question: Clarification on the asphalt speed tables. The plans show 3 of these total on sheets C 304 and C 305. Sheet C 304 references speed tables to be included in CLIN #6. Are we to include 3 speed table in

CLIN #6?

Answer: There will only be two speed tables for the project. If CLIN OPTION #7 is exercised, the location of the speed table will be moved from station 33+75 to station 27+50. The speed table at 40+15 remains at the same location for CLIN 1 and CLIN 7.

2. Question: Plans and line item CLIN 4 have conflicting information: Is the only scope of CLIN option #4 to reduce the trail width from 12 ft to 10 ft? Therefore this will be a deduct amount? (Reference sheet C 306).

Answer: Per specification 01 27 00 – 1 CLIN 4 “This item consists of 12-foot wide concrete trail instead of 10-foot wide trail as noted in CLIN 1. This item consists of 12-foot wide paved trail (instead of the 10-foot wide tail as noted in CLIN #1) from the crosswalk at Forest Road (Station 47+72) to Station to lighthouse parking lot (station 59+63), totaling approximately 1,195 linear feet.” The price difference will be to add the 2-feet of additional concrete pavement to make the trail 12-feet wide.

3. Question: Even though we are not pricing the asphalt path option, the plans show a typical section for asphalt path with stone base. Note that the 4" stone base will need to be 6" thick, since 4" base will not be adequate on sand base to support the asphalt trucks bringing the material to the paver. This is a CBR issue.

Answer: The asphalt trail is no longer an option. This detail will not apply to the trail.

4. Question: The erosion control plans show both tree save fence and silt fence along the same lines. This seems redundant and expensive. Can we install one line of orange silt fence, to serve as both?

Answer: Where both the tree protection fence and the silt fence overlap in the contract drawings, the Contractor may choose to install a 36” tall silt fence from the bottom of the existing grade instead of installing two separate fences. If this option is chosen, laminated tree protection signs, stating “tree protection zone keep out” must be installed on the silt fence every 30 feet on center maximum with heavy duty zip ties or hog wire.

5. Question: Are we to use the geometry layout for the concrete trail shown on sheet C307 as indicated inside the red lines?

Answer: Yes, the red line layout is the revised layout.

6. Question: Is the project under a wetlands permit now?

Answer: The 404 permit has been submitted. Approval is anticipated in October 2023. No work will be allowed in the wetlands before the approved 404 permit has been received. The sediment and erosion control and stormwater management permit have also been submitted. Preliminary approval has been granted and changes to the drawings are not anticipated. Final approval for the sediment and erosion control and stormwater management permits in anticipated not later than October 02, 2023.

7. Question: CLIN 004 looking at sheet 306, is only to add 2ft to that one stretch of trail on that sheet?

Answer: Yes that is correct. The specifications describe that you are adding two feet. Base CLIN 0001 requires 10ft and CLIN 0004 would add 2 more feet for a total of 12ft.

8. Question: Are there any endangered species limitations/restrictions on this project?

Answer: Yes, for limb cutting noted in Sheet CG 101, Special Protection Notes, window for this is outside of the avian nesting season April 1 through August 31.

9. Question: Silt fence, tree fence, can one fence substitute for the other? That could save money. It would allow easier installation – subs use a tractor for installation– the two fences are next to each other.

10. Question: Is there a location to dispose of spoils in the area?

Answer: The Contractor may place spoils on the site. Spoils shall be defined as insitu soils including the A-Horizon with grass and forb roots. Tree roots that are larger than ½” in diameter may not be included. The spoils shall not include asphalt, concrete, or other fabricated materials such as pipe, or lumber. The spoils may be spread on site in the following locations as directed by the CO in coordination with the CAHA staff.

1. The primary area will be from sta on 50+10 - Right to 54+20 – Right withing the LOD between the edge of the parking lot to the edge of the trail. The depth shall be approximately 4” deep.

Addi onal depth of spoils may be placed per the direc on of the CO.

2. If addi onal space is needed the secondary area to place spoils is at the old Navy/Coastguard area as noted in the image below. The depth and specific area shall be as directed by the CO.

Seed the spoils as directed by the CO.

11. Question: Can you confirm that the park will have the funding for this project before the end of this

FY?

Answer: There is a high expectation that funds will be available for a contract award this fiscal year

(FY23).

12. Question: Is there a large site area coinciding with a separate Lighthouse Construction Project?

Answer: No, the two projects will not overlap.

13. Question: Are shop drawings required for the gate detail on C-603?

Answer: Yes, the gate detail provided is a basis of design. The Contractor is required to signed and sealed provide shop drawings for approval by the CO for the gate include any adjustments to the mechanisms, design, or hardware. The shop drawings shall include the footing size to accommodate the weight of the gate and the bearing pressure of the site soils. The shop drawings shall provide a gate that is fully functional, resilient, and durable.
