GETT 318370 VC Drive RFI’s
1. Schedule
Note 1 on sheet C2B States “Phase 1 Road Closures Shall Be Minimized Between April
1st And November 19th. All Demolition, Subgrade Preparation, Underdrain, Cement
Treated Aggregate and Reinforcing Steel Shall Be Completed Between November
19th and March 1st. Concrete Construction Shall Be Completed Under Non‐Cold Weather
Conditions”.
Proposed completion date for this project is April 30th, 2021.
Spec section 32 11 33 para 3.1 does not permit installation of Cement Treated
Permeable Base when air temperatures are below 40 degrees and the CTPBC temperature is below 50 degrees.
Spec Section 32 11 33 para F states in part “Remove and Replace CTPBC if the CTPBC temperature drops to 32 degrees Fahrenheit within 72 hours of its placement”.
Spec Section 32 11 33 para G states in part “ Construction Traffic is not allowed on the
CTPBC for at least 3 days after CTPBC has been placed”.
Spec section 32 02 19 para 3.1.K.1 states “Do not allow traffic on new concrete pavement earlier than 14 days after concrete placement unless concrete tests indicate one of the following conditions is obtained: a. Flexural strength of 550 pounds per square inch according to AASHTO T 97; or b. Compressive strength of 3,500 pounds per square inch according to AASHTO T22.”
Of the 162 Calendar days for actual work to take place (November 19th to April 30), at least 51 of those calendar days need to be reserved in the schedule for curing time of either the CTPBC or the Rigid Pavement.
Considering the above restrictions on road closures, weather temperature restrictions, required curing times and the fact that the project must be completed in 3 separate phases, the proposed schedule is not feasible or realistic. In the interest of more competitive proposals with realistically achievable timelines, will the Government consider full closure of the road and a more feasible period of performance?
a. ANSWER: The government will allow the following: The Contractor may begin work prior to November 19, but work must be completed by April 30, 2023. The Contractor may fully close the road from Taneytown Road to Station 122+00, however access to parking lots #1 and #2 must be maintained at all times. Parking Lot #3 must be available for public use on November 19. Contractor’s schedule should minimize duration of closure of Parking Lot #2 driveway while work is being completed.
2. Spec section 01 50 00 para 3.2 “ACCOMODATING TRAFFIC DURING WORK” states in part “Noncompliance will result in a reduction in payment to the Contractor. This reduction in payment will be subtracted from the Contractor’s progress payment and will be unrecoverable.” Please clarify the amount of each payment reduction per occurrence.
a. ANSWER: This statement will be removed from the Specifications.
3. Notes on the phasing plans state “ Contractor to maintain access to parking lot (s) during open
Park hours utilizing flagging operations. Due to the nature of the work (CTPBC, Rigid Pavement, Etc.) there will be extended time periods in which access to any given parking lot will not be possible. Please confirm to what extent this will be acceptable.
a. ANSWER: The Contractor may fully close the road from Taneytown Road to Station
122+00, however access to parking lots #1 and #2 must be maintained at all times.
Parking Lot #3 must be available for public use on November 19. Contractor’s schedule should minimize duration of closure of Parking Lot #2 driveway while work is being completed.
4. Is the Government aware of any experienced CTPBC suppliers or installers in the state of PA?
a. ANSWER: No the government is not aware of any experienced suppliers.
5. The plan sheets call for “”6” CEMENT TREATED AGGREGATE BASE COURSE” but the specification only refers to “CEMENT TREATED PERMEABLE BASE COURSE”. Which material is specified?
a. ANSWER: The Contractor shall provide Cement Treated Permeable Base Course per the specifications.
6. The specifications refence “GEOTEXTILE LAYER SEPARATION”, but there is nothing in the plans referenced. PennDOT has started to place this material between the subgrade and subbase layers, but nothing on the plans shows this. Just want to confirm this is/not required.
a. ANSWER: Reference Drawing C3 (Sheet 11 of 22), Note 2. Stabilization fabric shall be provided meeting the specification “Geotextile Layer Separation” and installed between the compacted subgrade and the aggregate subbase course for the reinforced concrete roadway section from Station 111+68 to 122+40.
7. Can we propose a different detail for the underdrain? What they are proposing will be insane expensive to buy in 10’ sections and connect by hand. We would at minimum use 100’ rolls, if not larger and roll it into the trench. I can provide the PennDOT detail if you want to look at that and make a call to ask them now or wait until after and get it approved.
a. ANSWER: Please include any proposed substitutions, “Approved Equals” for each item in your proposal. For each item proposed as an “Approved equal”, submit supporting data as specified in section 01 33 23 1.3 E “Approved Equals.” The government will consider proposed equals.
8. May the contractor use asphalt treated permeable base course in place of cement treated permeable base course (321133‐2.1)?
a. ANSWER: No.
9. Can the SSHO/QCM/CS be roles be filled by one individual?
a. ANSWER: The Site Safety/Health Officer and Quality Control Manager may be filled by one individual who is qualified to fill both those roles. Those roles may not be shared by the Site Superintendent.
10. Is there a designated laydown area? If parking lots are to be utilized, should asphalt repair be assumed/ included in our proposal?
a. ANSWER: Per the Drawings, page C1A notes 3 “Staging areas shall be limited to existing parking lots at locations approved by the CO. The Contractor shall not conduct activities outside the limits of the defined staging area. Staging areas shall be on hard surfaces only. Staging areas shall be returned to the original conditions immediately upon vacating the staging area and prior to final completion.” and note 4: “Staging location is at Hunt Avenue Parking Area on the north side of Hunt Avenue near the intersection of Taneytown Road.” Photo documentation of the staging area pre‐ construction is recommended. Damage to staging area will be the responsibility of the
Contractor.
11. Is the archaeological monitor be provided by prime, or will NPS/DOI fill this position?
a. ANSWER: The National Park Service will provide an archeological monitor if required.
12. The keyway should be done per PennDOT standards. Please ask if this is acceptable. If not, we will have to purchase a bunch of forms that we will use one time and they will be salty.
PennDOT is 2.5” x 1‐1/4” …. Specifications call for 8/3” x 1‐1/2”
a. ANSWER: Alternate key‐way dimensions will be reviewed and considered as a proposed substitution, “Approved Equals” for each item in your proposal. For each item proposed as an “Approved equal”, submit supporting data as specified in section
01 33 23 1.3 E “Approved Equals.” The government will consider proposed equals.
13. Are the tie bars to be epoxy‐coated or plain rebar? We should use hook bolts, per PennDOT.
a. ANSWER: Tie bars shall be epoxy‐coated and provided per construction drawings.
14. On sheet 17, the typical section notes 1 ¼” plain dowels, but the transverse contraction joint detail shows 1” dowels. Which is correct? This paving section should be 1 ¼” epoxy coated, per
PennDOT.
a. ANSWER: Plain dowels shall be 1 ¼” and epoxy coated.
15. The specs read it needs to be an IRI value of <95. Do you think we will need to runa profilograph on the pavement when done or diamond grind if it doesn’t meet this criterion? Typically, we are fine, but with the time of year and the way these short pieces are phases up, there may be isolated areas of concern.
a. ANSWER: The IRI value will need to be determined in accordance with Section 32 02
19 Part 3 Execution. Defective areas will require correction with approved methods and need to be re‐measured for smoothness/roughness.
16. Will the traffic counters be installed in the concrete (tied to the reinforcement steel) or be sawed in after?
a. ANSWER: The intended design is for a dedicated saw cut for each loop, including separate lead‐in channels (Drawings C5 Note 3). The government will consider alternative methods if proposed.
17. There is a note shown below to install aggregate topsoil treatment for 33’x2’ but note 17 seems to indicate that the matting and treatment would be applied at the new road surfaces. Can you confirm if this detail is limited to this small portion noted or to the entire project?
A. ANSWER: The aggregate topsoil construction is limited to the one area as noted on the plans.
