About this file
This document contains questions and answers related to a solicitation for re-roofing the Big Trees Lodge located in Yosemite National Park. Key details include that the solicitation is for replacing the roofing materials on the main lodge building and addresses questions regarding specifications such as roofing materials, flashing details, environmental considerations including lead abatement, and logistics for performing the work while the facility remains occupied. The period of performance is 120 calendar days from notice to proceed, though this may be adjusted to account for material procurement lead times given current supply chain issues. Can Govt. ensure reasonable response times. | We anticipate no more than 10 business days for government response. | |
The lead/ACM report states lead is present in the exterior paint (windowsills, frames and walls). Will the Govt. provide an approx. amount of SF of siding, LF of facia and post and trim to be removed, replaced and disposed of? | 21 | Detail 1/A503 creates a maintenance issue. Rail should be removed, flashed and rail framed back in place. Details 3,4 and 5 of A502, detail 4 of A503, detail 3 of A506 will create maintenance issues also. Please verify KTR will be able to modify installation of flashing. When sealant becomes the primary method of waterproofing, it must be checked yearly. | The sealant shown on Detail 1/A503 is the first line of defense, of multiple lines of defense against water penetration. This detail was designed to protect the integrity of a historic window assembly, so while we understand that it is possible to replace historic material with new, it was a conscious decision to do otherwise. Bidders should assume that they will not be able to modify the installation of flashing. While the NPS is open to discussion of specific details, for bidding purposes, it should be assumed that the drawings and specifications govern the design's intent. |
Will KTR be responsible for correcting deck flashing around entire building, where water is gathering and decaying posts and trim. | No, deck repairs are not a part of the scope of design or construction for this request. |

Can Govt. verify that there is no lighting in or on the ceiling of the veranda roof. | There is likely lighting at the soffit of the veranda roof, however that is not a part of the project's scope. |
Please clarify A-507. Could possibly create obstruction at ring attachment point? | The flashing and fastener heads need to be installed to allow the anchor to be installed in the plate. The fasteners should can be rotated to the side to ensure that the anchor can be roof tie off anchor. |

At the site visit there was some discussions as to the daily work hours of Monday thru Friday 8:00 am to 5:00 pm. If the hotel is occupied with guests, will the contractor be able to start work at 8:00am as stated in the RFP? Please confirm. | Yes, however operations should be performed to minimize interaction with and disturbance of the Hotel Guests. Since on-site activities began at 0800, therefore only quiet activities should be performed between 0800 and 0900. |
Will equipment such as boom lifts and fork lifts be permitted to access the complete perimeter of the building? | Yes, as scheduled to minimize disruption to the Hotel Guests. |
Block 11 of the SF-1442 indicates that the period of performance is 120 calendar days after the NTP and that its mandatory. Due to the current supply chain issues, the construction industry is experiencing very long lead times on materials. Manufactures are not holding their prices or committing to any delivery schedules until the products are approved and released for production. Will the Government allow the contractor to use the FAR Clause 52.216-4 (Economic Price Adjustment) to recover costs incurred due to inflation and the long lead times affecting the construction and manufacturing industries? | FAR Clause 52.216-4 (Economic Price Adjustment - Labor and Material) is not included, nor anticipated to be utilized during performance. The Government recognizes that the procurement leadtimes for some materials/products may take months, therefore, the Notice to Proceed will be issued once all materials/products are on-site/ready for installation and shop drawings/catwalk design are approved. |
Can the period of performance be increased to reflect the long lead times? | The 120 calendar day period of performance reflects the anticipated on-site work, only. Since the material/product procurement leadtimes are unknown, the period of performance noted on the SF-1442 and in FAR Clause 52.211-10 (Commencement, Prosecution, and Completion of Work) remain unchanged at this time. |
Can the NTP be issued after the submittals, shop drawings, and the Catwalk Design drawings are approved, materials are procured, and all materials are on-site? Or, can the period of performance be increased to reflect all of these items (submittals, shop drawings, Catwalk Design, material procurement)? | It is the Government's intent to issue the Notice to Proceed once all material/product submittals and shop/catwalk design drawings are approved, materials/products are procured and on-site/ready for installation, in which then the 120 calendar day period of performance "clock" would then begin.
