140P2022R0019 Questions and Answers – Amendment #0006 03/21/2022
The following is a final consolidated list of vendor questions and the Government’s responses.
Responses in red shall address questions not previously responded or to provide updates to questions in which responses had been previously provided.
Verbal questions provided during the preproposal meeting held on March 1, 2022:
1. What kind of controls are currently in use?
Response: The existing controls are a Johnson Controls FX systems, see M700 Sheets and specification section 230913 for additional information.
2. Will the contractor be allowed to use the existing elevator?
Response: Spec section 01 11 00 states: “Existing Elevator Usage: Use of existing freight elevator to transport tools and equipment to/from roof shall be coordinated in advance with NPS personnel.
Contractor is responsible for installing/removing protective blanket/plywood to prevent damage to elevator. Contractor shall not load elevator beyond its safe working load. Elevator shall not be used to transport contractor personnel.” Additionally, stairs are available for use to the rooftop.
3. Is sound attenuation required on the new Cooling Towers?
Response: No sound attenuation is required. The sound performance of the specified towers is acceptable.
All questions provided below were submitted by vendors following the preproposal meeting:
4. Does any of the piping get blasted/primed / painted? If so, please send the painting/prime specifications.
Response: Specification Section 230500 indicates that painting of HVAC components is specified in Division 9 but no Division 9 was provided. Painting is only required for chilled water piping per the following: External surfaces of chilled water piping shall be cleaned and painted. Brush or roll three coats RustOleum “RustOCrylic”5700, Red primer (5769), grey coat (5781), finish (5779) to 4-6 mil final film thickness. Sherwin Williams equivalent allowed.
5. How can we find out what the power is downstairs? I forgot to take a picture of the available amperage. Please let me know.
Response: Refer to the three one line diagrams (ED700, EI700, and E700) for information on available power. If these drawings do not answer the question, please provide more specific information on what is needed.
6. I noticed Carrier is not listed in the chiller specifications as an acceptable manufacturer.
Response: Chillers for this project must meet the following requirements in order to function within the existing chilled water system, existing space available in the plant, existing ventilation systems, and existing electrical service to the building:
Performance – Per the temperatures and flows listed on the schedule
Dimensions – Water box length no longer than 15’ for any of the three chillers, water box width no wider than 7’ for the 750 ton chillers, 5’6” for the 350 ton chiller.
Refrigerant charge in the largest circuit - Requiring less than 4,000 CFM of machine room ventilation without modification to the existing exhaust fan, up to 4,400 CFM with fan modifications
Electrical requirements – Power requirements for the 750 ton chillers must be less than the following: KW = 510, MCA = 830, Fuse size 1200 amps or smaller coordinated with electrical properties of the chiller per NEC. Power requirements for the 350 ton chiller must be less than the following: KW = 250, MCA = 385, Fuse size 600 amps coordinated with electrical properties of the chiller per NEC.
Chiller manufacturers found to meet these requirements are listed in specification section 23 64 13, paragraph 2.2. Due to time constraints, no other manufacturers will be reviewed or pre-approved during the solicitation phase. Any chiller proposed as an equal must meet all of the requirements shown on the drawings as well as the critical dimensions listed here.
Paragraph 2.2, Centrifugal Chiller, to Specification 23 64 13 – Water-Cooled Chillers has been revised to reflect, “Available manufacturers are Trane and York: A Johnson Controls Inc. Company or equal equipment by another manufacture that meets all of the requirements listed [in subparagraphs 2.2.A.1 through 2.2.A.4 to the specification].” See Attachment 01a, which replaces the specification provided in the original solicitation.
7. I noticed the machines are selected with R-514A refrigerant, but the specifications mention R-134A or R-514A as being acceptable refrigerants. Does NPS have a preference to what refrigerant is included based on the phase out protocol that plans to happen in the upcoming years with R-134A?
Response: The allowable refrigerants listed in the specifications are aligned with the refrigerants used by the products offered by the available chiller manufacturers at the time the specification was written.
8. Is the contractor responsible for the first fills (i.e., glycol , chemicals , oils , water treatments , grease etc.)?
Response: Yes
Follow up to Question 8: Please include the type of Glycol and the percent of glycol needed if the contractor is responsible for it.
Response: The chilled water system does not require glycol for freeze protection. See Attachment 01b, Specification Section 23 25 00, Water Treatment, which shall be incorporated into the specifications preceding Specification 23 64 13 (attachment 01a).
9. Is the temporary power that’s available sufficient to feed the temporary Chiller?
Response: Refer to EI700 one line showing location for power to temporary chiller, and notes regarding power for the temporary chiller.
10. What are the contractor pump requirements needed to run the temporary chillers?
Response: Refer to temporary air cooled chiller schedule on sheet M600, the second line on the schedule indicates pumping requirements for the temporary chiller.
11. Please clarify if this project has a “Buy American “ act or a Material origin restriction.
Response: The solicitation has the two Buy American Act clauses in place (52.225-9 beginning on page 26 and 52.225-10 beginning on page 46).
12. Would we be able to coordinate with the gentleman that lead the site visit? We need to capture a few more photos. Please let us know when we can see the area again. We will make any time work (we just need about 20 minutes).
Response: To schedule a second walk through, contact Contract Specialist Alan Stormont, email alan_stormont@nps.gov rather than contacting the Park staff and he will coordinate with the Park.
Any additional walkthroughs will be limited to 30 minutes and allow for pictures or dimensions, but no questions or answers. Visits will be made available for Tuesday and Wednesday, March 15 and 16, 2022, and Tuesday, March 22, 2022.
13. Add 03 included the Contract Price Schedule, which clarified that CLIN’s 1, 2, and 3 are the Total Base Price. CWP-3 (Condenser Water Pump 3) is listed in both CLIN 3 and CLIN 4. Please clarify the scope you want included in CLIN 3 and CLIN 4 so there is no duplication between the different CLIN’s.
Response: CWP-3 is part of bid alternate #1 – not part of any of the base contract CLINs. Refer to specification section 01 27 00.
14. RS-1 and RS-2 (Sump Tanks) are shown as:
a. 3,750 gallon on the Bid form
b. 3,000 gallon on M100
c. 3,900 gallon on M600
What is the sump tank size you want?
Response: The tank size is 3,900 gallons per M600 and note on M100, the 3,000 gallon callout on M100 is indicating the size of the existing tanks, the 3,750 gallon on the bid form is an error.
15. Please provide manufacturer and model numbers for RS-1 and RS-2 (Sump Tanks). These do not appear to be scheduled on the drawings or in the specifications.
Response: The manufacturer is actually listed on the schedule, although it could be confused for a requirement. The manufacturer is “Poly Processing Company” and the sloped bottom model is
IMFO.
