Amendment 0002

Posted 7/9/2021 3 In the fire suppression section:

a. Line "a" does not specifically mention the onsite individuals must be certified/licensed, only the contractor. Is this correct that only the company must be certified/licensed?

b. Line "b" states the technician but be NICET III. Typically this person must be onsite at ALL times while sprinkler work is being performed. Please confirm this is correct.

c. Line "c" states as approved by the AHJ. What is the process to be pre-approved by the AHJ.NPS RM 58 Requires Fire Sprinkler Designer be a Fire Protection Engineer or NICET III. And the installer shall be a State or municipal certified/licensed sprinkler contractor or NICET II. The installer can have other people who do not posses this qualification help under the qualified persons supervision. Contractors may look into the pre-approval by the AHJ, but if your company does not already have the AHJs approval you should not consider yourself qualified without these credentials stated.
4In the fire alarm system:

a. Line "A" states that the fire alarm system shall be installed under the supervision of a person meeting the requirements. Typically this person must be onsite at ALL times while fire alarm work is being performed. A person in the office can be labeled a supervisor and not be onsite. Please verify the intent of this requirements.

b. Line "1" does not specifically mention the onsite individuals must be certified/licensed. Only the contractor. Is this correct that only the company must be certified/licensed?NPS RM 58 Requires Fire Alarm Designer be a Fire Protection Engineer or NICET III. And the installer be a State or municipal certified/licensed fire alarm contractor or Qualified by the manufacture or NICET II. The installer can have other people who do not posses this qualification help under the qualified persons supervision. The term used in 1.7 A "under the supervision of persons..." clearly indicates on site supervision is required.
5We have seen this as an issue on our previous NPS projects. Most contractors are NICET certified for design but they do not have it for any of their field individuals. It is not required for work in KY. I want to make sure all the contractors have the same understanding of this requirement.Noted: no further question was asked.
6Would NPS, DSC Contracting Services Division consider extending past performance relevancy to 8 years? No. Recency remains unchanged from "within the past six (6) years."
7With regard to the past performance forms, it looks like we will need to send Attachment 4 for our references to complete. Do we need to send them to our references if a completed CPARS is in the system?Factor 5 - Past Performance, Attachment 5 - Past Performance Questionnaire shall be sent to and completed by the Reference Customers' points-of-contact, regardless of a CPARS record existing or not.

*Note, Attachment 4 - Project Experience Questionnaire corresponds to Factor 1 - Project Experience and shall be completed by the Offeror and submitted with this section of Volume I - Technical & Past Performance Proposal.

7/16/20218Based on how we read the earthwork specification, this site is considered unclassified on the excavation. Based on this do you have a subsurface investigation for this project ? We have to know about the rock excavation ECT.No, there was no geotechnical sampling or testing conducted by the NPS for this project, therefore no geotechnical/subsurface report was not prepared for the project.
9Note #6 on sheet S1.6. It states that the trusses, purling, braces, etc. shall have preservative treatment. No details are provided that describe the treatment. The preservative requirement will be eliminated and members will receive primer and sealer as per specification section 099300. Specification section 061800 will be revised to eliminate preservative treatment.
10The specifications are calling for Douglas Fir Glue-Lam. Our subcontractor manufactures in Southern Yellow Pine. Douglas Fur cannot be treated correctly.Southern Yellow Pine will be acceptable meeting 24F-1.8E minimum with balanced layup. Specification section 061800 will be revised to indicate SYP.
11About the fireplace and the ability for it to throw some heat back into the room.

Almost every custom fireplace we design for a commercial space will come with the Dual Pane Glass Cooling package, (especially a fireplace that will be in a National Park). The Dual Pane Glass Cooling will bring down the temp of the outer pane of glass and make it safe for the guests and children who may touch the glass.

So, when we do the Dual Pane Glass Cooling, we use a power vent fan up on top of the flue to vacuum out the heat from between the dual panes of glass, this excess heat gets dumped outside (through the flue) with the exhaust gasses. So there is no heat left to blow back into the room.

The Dual Pane Glass serves two purposes, first to cool the glass and second, to not overheat the room. With the Dual Pane Glass, you can run the fireplace all year around and not worry about overheating the room.

Let me know if you have any other information on the main Indoor Outdoor fireplace and the second fireplace you mentioned... I can only find one. This project has only one fireplace, located in the Southeast corner of Lobby 101. It is detailed on sheet A6.7.
12We would have to do SYP Treated with MCA, CA-C or ACQ we do not treat Doug Fir and do not use oil base. Would you be willing to do a substitution? Or is the Doug Fir required? The preservative requirement will be eliminated and members will receive primer and sealer as per specification section 099300. Specification section 061800 will be revised to eliminate preservative treatment.

7/21/202113Could the bid date be consider to be extended due to the current economic situation and delays being experienced obtaining subcontractor and material pricing?A seven (7) calendar day extension is being granted, per Amendment 0004. Proposal Submissions are due no later than 12:00 pm Mountain Daylight Time (MDT) on August 3rd, 2021.
14Per sheet AC.2 Roof Types can 5/8” OSB be used in lieu of Plywood? For Roof Types 2.01, 2.02, and 2.03, OSB is acceptable.
15Per sheet AC.2 Roof Type 2.01, would ¾” T&G Wood Finish Ceiling be considered in lieu of 1 1/2“?This is structural wood decking, 1-1/2" T&G is required.
16Per Sheet S1.5 and S6.1 New Drilled Pier type DP24, would alternate pier types be consider for use on interior section of building due to the limitations on machinery and clearances needed for installation? The existing building in this area will be demolished so clearances should be available for placement of the drilled piers indicated.
17Per Spec 05 12 00-2 paragraph 1.4 Requires AISC certification for Fabricators, Installers, and Shop-Painting. Could RFP requirements be changed to allow for shops and erectors to perform the fabrication and erection in accordance with AISC standards and tested/inspected by Certified AWS and ASNT inspectors?Specification paragraph 1.4 indicates that as an alternative, Code required special inspections is acceptable.
18Per spec 061063-2 2.5 A the C2 requirement is an outdated requirement would the newer requirements using UC3B or UC4A be acceptable?Yes, UC4A for Ground Contact/General Use.
1902 41 00 3.5 States Roofing: Remove no more existing roofing than what can be covered in one day by new roofing and so that building interior remains watertight and weathertight. Could this be modified to state any roof demo will need to remain watertight and weathertight at all times?Comply with the requirements of the contract documents.
20Limits of construction on sheet C2 does not allow enough room for equipment needed for demo, particularly behind the building.Limits of construction needs to be approved by Park and Contracting Officer.
21Spoils from excavations are to be stockpiled, will this be within the limits shown?Excavated satisfactory soils are allowed to be stockpiled on site within limits of work at location approved by CO. Spoils and waste materials, including unsatisfactory soil, trash, and debris, are to be removed and legally disposed of them off Government's property.
22Will additional space in the parking lot be available to be closed of for use of a crane during roof construction?Limits of construction needs to be approved by Park and Contracting Officer.
23Will a Geo report be provided in an amendment? If one is not available, what were the foundation designs based on? The drilling contractors that have been contacted are requesting in order to provide firm fixed pricing.See general note 4 on sheet S0.2. Foundation designs were based on information from existing building drawings. The design depths and assumed bearing pressures will need to be verified by a geotechnical engineer.
24Given this is a Firm Fixed Price contract and RFP states price shall be guaranteed for 90 days, will there be a FAR clause to cover unusual price increases due to pandemic issues? And will additional contract time be given in the event of material delays due to the pandemic? There are no specific FAR clauses/provisions that cover unusual price increases/additional contract time for material delays, due to the COVID-19 Pandemic; therefore, any unusual price increases or additional contract time for material delays shall be addressed on a case-by-case basis, after Contract Award, during the Material Submittal Process.
25Will additional proposal consideration be given for SBA underutilized business concerns such as HubZone? This is a Total Small Business Set-Aside procurement; therefore, no additional FAR clauses/provisions giving proposal consideration for SBA underutilized business/HUBzone concerns apply to this acquisition.
26If the bid date is extended will that also extend the deadline for additional questions? No. The deadline for additional questions is not being extended.
27For several of our relevant past performance projects, staff has retired or left the agency in which we would need to send the Past Performance form. No one currently at those agencies has any additional knowledge beyond what is already stated in the past PPQs and CPARs evaluations. Whom should we send these data sheets if required when no personnel familiar are with the agency? Are we able to submit past performance evaluations for these projects? In this case, please provide a copy of the CPARS Evaluation in lieu of Attachment 5 - Past Performance Questionnaire, for Factor 5 - Past Performance.
28Question on the fire alarm: The current control panel is a Potter PFC-6200. This control panel is discontinued and other than smoke sensors, there are no parts available for this line of panel any longer.

Solution #1: We can install a new potter control panel that has parts that are supported and add a legacy card to communicate with the existing devices. These legacy devices will operate on their own “legacy loop” then Install new devices onto a new card on a separate new device loop. This would keep the old devices and new running concurrently.

This is the most cost effective solution, however if you need to replace any devices on the “legacy” side, there will need to be lots of wire running to the new loop because the legacy loop will only communicate to discontinued legacy parts.

Solution #2: Install new potter system, and perform device swap to upgrade smoke detectors, pull stations and monitor modules to new device type, then swap panel. This would leave the notification appliances, and wiring alone. It would provide a like new system, with devices that would be completely covered under warranty. If the control panel is discontinued and no parts are available, then one of the two proposed solutions would be necessary.
29We are having trouble getting any response from Gault Stone and Brick company, called several times, left messages with no return calls?? Same is true for KY Kolor Building Stone? Are there other manufacturers we can call?? Can't quote their products if they will not respond.Three stone quarriers are listed in the specification 04 43 13. Equal materials approved by the Contracting Officer are acceptable as specified.

7/26/202132Drawing 2/A3.1 shows windows QQ and RR. There are no details on sheet A8.2 showing these two elevations.Drawing 2/A3.1 is incorrectly labeled at those two windows. Window QQ is actually window D per the window schedule. Window RR is actually window E per the schedule.
33Drawing AD.1 shows the tile in Lobby X124, X123, X113 to be removed and ready for tile. Drawing A7.2 shows a detail of tile but the floor finish schedule does not mention these rooms. What finish shall be installed on these floors. As indicated on Detail 5/A7.2 this area is to be tile. Floor Finish F-3, which is ceramic tile (CT-1).
34Drawing AD.1 does not show the removal of the tile in Vest 101E. Is this to be removed and what finish is to be installed?Tile is to be removed in Vest. 101E as graphically represented on drawings 1/AD.1 and 2/AD.1. As indicated on 5/A7.2 this area will receive tile (Floor Finish F-3).
35There is no mention of termite protection on the drawings or in the specifications. Is termite protection to be provided? No, termite protection is not required.
36Are there any animal activities at Mammoth Cave National Park which would impede construction? (I.E. Mating seasons, Eagle Nesting, Migration Patterns)None that the NPS is aware of.
37Has the National Park Service determined if there are any bats residing in the space which would require relocation prior to construction? There are no bats residing in the space that would require relocation prior to construction, that the NPS is aware of.
38Previous question of the roof depth, what it is comprised of and what the roof deck is: The answer provided really did not clarify the question of what it’s comprised of and ignored the deck type. In addition, the scope of work doesn’t reference any coverboard on top of the insulation or attachment mechanism other than adhesive for a deck sheething of 19/32 OSB referenced in question 14 that will be applied directly to the deck. In our opinion the NPS might be better served with ½” gyp coverboard instead of 5/8” OSB. Then, scope references insulation installation direct to metal deck, but no form of attachment. We really need for a specific system to be referenced directly in the scope of work. For a 20yr NDL we might suggest a vapor barrier, 2 layers of 2.6, coverboard and specific attachment requirements per type of deck whether it be mechanical or fully adhered. We could find no reference in the structural drawings to verify if the deck was structurally sloped or will require taper system. We could only find one small area that referenced deck type. Please advise on if deck is structurally sloped or will require taper systems, as well as deck types involved and specific exact system to be installed.Roof Types are noted on sheet 19 of 133 in Attachment 2 - Drawings.

Additional information other than what's already been provided is not readily available. Offerors shall propose based on the information contained in the Construction Documents (Drawings and Specifications) and provided via RFP Amendment(s).
