1) The purpose of this Amendment is to provide the pre-proposal site visit attendance log held April 13, 2021 and provide responses to questions. (see attached attendance log).

2) In addition, this Amendment extends the proposal response (due) date from Monday, April 26, 2021 1400 hours MT to Wednesday, May 5, 2021 1400 hours MT.

3) Responses to Questions:

Question 1:

Will the CAD Files for this project be released?

Response 1:

CAD files will not be released for this project.

Question 2:

For informational purposes, please provide quantities for the major items of work (i.e striping topsoil, striping desert pavement, excavation, select embankment, random embankment, soil cement, etc.).

Response 2:

The Government will not be providing informational quantities, contractors are encouraged to estimate quantities using contractors preferred approach using information available.

Question 3:

Section 01 50 00, 2.2 A. 1. What is the cost of the space for the Contractors construction trailer?

Response 3:

Please refer to 015000 2.2.A. for information on POC for this coordination.

Question 4:

Section 01 73 40 3.6 I Quantity Surveys, 1. states that “The Contractor shall conduct the original and final surveys and surveys for any periods for which progress payments are requested….” Since this project is

Lump Sum, is this still required?

Response 4:

Contractor to utilize appropriate means and methods to accurately reflect work covered under each progress payment.

Question 5:

Section 01 57 23 SWPP. Does this project fall under the Lake Mead NRA NPDES Permit or will coverage be obtained through Clark County?

Response 5:

Contractor shall obtain the NPDES Permit through the appropriate Authority Having Jurisdiction. Lake

Mead NRA does not issue NPDES permits.

Amendment 0003

Question 6:

Section 35 42 34, Table 3 states “Three (3) tests spread evenly throughout each placement shift per each separate compaction area. A compaction area shall be considered 200 feet in length, or areas where different compaction equipment is operating.” Based on 2700 LF, this would equate to 42 nuclear density tests per lift, or 42 tests per 600 CY of Soil Cement. This seems excessive to the point of limiting production.

Response 6:

Section 35 42 34, Table 3 is updated as followed: The greater of three (3) tests per every 400cy of soil cement placed or three (3) tests spread evenly throughout each placement shift per each separate compaction area.

Question 7:

Section 35 42 34, 3.9 Curing. Due to potential environmental concerns, please provide options for curing.

Response 7:

Contractors are to determine appropriate means and methods for proper curing.

Question 8:

Are the CAD files available for bidding purposes? If so, please make them available.

Response 8:

The CAD files are not available for bidding purposes prior to award.

Question 9:

Will the CAD files be supplied to the successful contractor?

Response 9:

CAD files may be requested, in writing to the CO, by the successful contractor.

Question 10:

Plan Sheet C15. The below grade Soil Cement is unclear at the intersection of the intercepting wash at the

South Channel. It would help to have a section cut between existing Sections A and B and another transverse section from Sta. 306+46 to 308+55, at 20’ left of CL. This would allow a better understanding of the designer’s intent.

Response 10:

Review the following to gain a better understanding of the South Channel Design between Sections A and

B:

• Sheet C10, Detail B: This provides the typical channel section between Sta 306+60.3 and 308+34.9

• Sheet C20-21, Sta 306+60.3 through 308+34.9: These provide detailed cross sections between these stations.

Review the following to gain a better understand of the South Channel Design as a transverse section between Sta 306+46.8 to 308+55.9

• Sheet C14, Details 1 and 2: These provide information on the scour protection entry and exit.

• See Sheet C4 markups (attached).

What Firm is going to act as the COR/COTA for NPS?

Response 11:

The Contracting Officer’s Representative will be a NPS project team member/employee.

Question 12:

Please provide site visit attendee information.

The site visit attendee log has been attached to this amendment.

Question 13:

Please extend the bid due date minimum by one week.

Response 13:

Due date was extended via amendment 0003.

Question 14:

Can Job-Site Superintendent and Safety Manager be the same person?

Response 14:

The NPS requires that both roles be separate.

Question 15:

Can Desert Tortoise Biologist be present at the site part-time, as needed?

Response 15:

No, the Contractor shall have an Authorized Desert Tortoise Biologist onsite whenever construction activities are being conducted.

Question 16:

Our team is going through the plans and specifications, we may have some technical questions by Monday

April 19, 2021.

Response 16:

This will be at the discretion of the CO/CS. Referring to sheet 48 of 56 of the solicitation, contractors are to submit questions 10 days prior to proposal due date which would be 4-26-21.

Question 17:

Will contractor staff be permitted to use Campgrounds for their crews

Amendment 0003

Response 17:

Yes, they would be allowed to stay in the campgrounds and motel. They would need to be treated like a normal visitor and follow all guidelines as a guest. Please visit wttps://cottonwoodcoveresort.com/, under the tab for Cottonwood there is RV park reservations.

Cottonwood Cove concession would assist with extended stay, call at 702-297-1464.

Question 18:

Are there any areas outside the proposed Fence lines that may be used for laydown?

Response 18:

All laydown/staging areas are identified on the project drawings.

Question 19:

Do you have a Geotechnical Report for the proposed work area?

Response 19:

Yes, Geotechnical Report for the project work area is provided with the Division 1 Specifications.
