Question 1: Can you please clarify how many copies are required for each volume of the above-referenced solicitation?

a. Volume I, Technical Proposal - The SF 1442 states to provide an original plus 1 copy of the proposal; however, page 144 of 159 states that we need to submit 3 bound hard copies and 1 electronic copy. How many hard copies and electronic copies are we to provide for Volume I?

b. Volume II, Business and Price Proposal - The SF 1442 states to provide an original plus 1 copy of the proposal; however, page 147 of 159 states that we need to submit 1 hard copy and 1 electronic. How many hard copies and electronic copies are we to provide for Volume II? How many hard copies and electronic copies are we to provide for Volume II?

Answer 1a: Ignore the SF1442 (Box 13.), Section E. Volume I, Technical Proposal 1. Format;

states that offerors are REQUIRED to submit three (3) bound hard copies and one (1) electric copy (separate “thumb drive” suggested).

Answer 1b: Ignore the SF1442 (Box 13.), Section F. Volume II, Business and Price Proposal 1.

Question 2: Factor 4 states, "Direct them to complete and submit the survey to the address and point of contact in paragraph B above by the due date and time for proposal receipt." Can you please confirm that the points of contact referenced are: 1) Kevin Ralston and 2) Todd Stackhouse?

Answer 2: The Government confirms both Mr. Ralston and Mr. Stackhouse are the correct points of contact.

Question 3: Factor 4 states, "If available, offerors may submit a PPIRS evaluation report in lieu of the Past Performance Questionnaire." Will the government also allow a Contractor Performance Assessment Report System (CPARs) in lieu of the Past Performance Questionnaire?

Answer 3: As part of the Technical Evaluation, the Government will access CPARS for all available records pertaining to the offeror. There is no need to include a CPARs report.

Question 4: Factor 4 states, "Complete Sections I and II only of the attached Past Performance Questionnaire..." however, the attached PPQ does not contain Sections I or II. Is it reasonable to assume that we are required to complete Parts A, B and E before submitting the PPQ to our client reference?

Answer 4: Past Performance Questionnaire Information to be filled out by the prime contractor/offeror are Sections A, B and E.
