2. The hour and date specified for receipt of offers remains November 5, 2019 at 2:00 PM MST.
3. What follows are questions from potential offerors and the official Government response to those questions:
Q1. Please clarify Exit Signs shown in drawings as completed in phase 1 are existing. It may be that these were removed from phase 1 contract and that is why they were not evident during site visit.
A1. The exit signs shown as completed in Phase 1 were those that were part of the contract documents for Phase 1. There was no contract modification to the Phase 1 signage de-scoping exterior signage. Signs near the entry were not installed to avoid sending people to an unopened building, but all exterior signs were part of the
Phase 1 Work.
Q2. Please confirm maximum size of holes that can be drilled in existing floor joists per S-001 detail for 7 ½ inch joists? It appears the detail allowing 3 inch max size holes is for larger joists but we would like to confirm if still this is acceptable for 7 ½ inch floor joists.
A2. Holes are limited to the lesser of d/4 or 3 inches.
Q3. Is there a landscaping requirement in the scope of work?
A3. No.
Q4. Is a Historical Preservationist Consultant required to be provided by the Contractor for this phase of work?
A4. Specification Section 01 35 91 HISTORIC
PRESERVATION TREATMENT PROCEDURES Para 1.4 A requires a Historic Preservation Treatment
Specialist.

Q5. We anticipate removal of some structural floor joist blocking to facilitate MEP work.
Will this compromise floor structure further and how is this being addressed?
A5. Other measures will be needed to maintain stability of the floor structure where floor blocking is proposed to be removed. This is planned to be addressed through the submission of coordination drawings, once the final locations for MEP equipment is known.
Q6. Phase 1, battery inverter got deleted. What type of battery inverter will we need to get to finish phase 2 wiring?
A6. Central inverter, (emergency power) is in
Phase II. See sheet E201 note 5.
Q7. Looking at the "Sheet Notes" on the upper right hand corner of the electrical pages on E301 and E302: I believe they got 2nd floor as being not wired and 1st floor as being wired in Ph 1., which actually is the opposite. Please confirm.
A7. 2nd Floor had wiring roughed in, 1st did not, work was stopped on 1st Floor.
Q8. Sheet notes on page E301: doesn't have anything for security, fire alarm, data wiring.
Please clarify. Sheet note E302 has security and fire alarm, but not data. Please clarify.
A8. For low voltage systems: conduit and boxes by electrical, LV wiring and device by low voltage vendors.
Q9. Reference: A504 & A505: Please indicate whether window sashes are to be painted.
A9. Per the Phasing column in the Window Schedule on sheet A504, phasing of interior window trim
(including installation and painting) will be part of Phase 2. All windows and

140P2019R0099/0002 exterior window trim were restored in Phase 1.
Q10. Spec section 08 03 52 Wood Window and Door
Restoration calls for all the paint to be removed and then the wood members to be painted.
(a) Please confirm that paint to be removed is free of hazardous material.
A10 (a). Refer to Hazardous Materials Note 1 on
G001 and specification sections applicable to hazardous materials.
Q10 (b). Will salvaged and or new wooden baseboards be painted or stained?
A10 (b). Per Section 06 20 23 Finish Carpentry, 2.2.A, and Section 099100 Painting, 3.5.A, the salvaged and new baseboards are to be painted.
Q11. Reference 08 92 00 Louvered Equipment
Enclosure: Please provide additional design criteria for the delegated portion of design for the chiller enclosure.
(a) Please confirm dimensions of the chiller purchased in phase 1 that is to be enclosed.
A11 (a). See Existing Air-Cooled Chiller
Schedule on M003 and 1/M004 for dimensions of the chiller purchased in PH1.
Q11 (b). What height is the enclosure to be?
A11 (b). The general intent is to minimize the roof height, while still providing for all required minimum clearances, as well as sufficient height for installation and maintenance.
All required clearances for installation and maintenance should be shown in the delegated-design submittal.
Q12. What type of wood flooring material to be re-installed in areas that have decayed, white oak, red oak? or is the material indigenous to
Hawaii?
A12. The wood flooring material is intended to

140P2019R0099/0002 match the existing material that remains. We do not know the exact species. It is listed on the original drawings as OP flooring, which is assumed to be oak plank. For bidding purposes, the Contractor should budget for the more expensive of red or white oak (and vertical grained material).
Q13. The existing room #201 that has already been refinished, was this floor stained ?
polyurethaned? poly has VOC that can be pretty legal and toxic. Will water-based floor finish be acceptable Or are we just trying to match room
#201
A13. It is our understanding that the lobby floor has been stained and finished, but we do not know the finish materials. The color and sheen should be matched. Transparent finishes are specified in Section 09 93 00. Refer to para
3.5.A.1 for specified materials. All finishes will need to be verified for VOC compliance, per the specifications.
Q14. Solid stair treads and risers, what is the materials used for installation?
A14. Refer to Section 06 20 23 Para 2.4.A.
Q15. Size of slab. On the plans it's scaling to ~
15 feet x 12 feet.
A15. The chiller slab is reportedly 15 feet -2 inches x 11 feet -8 inches (per attached Phase 1
As-builts).
Q16. Dimensions of unit and location on the slab.
Currently they are showing a single unit sitting in the center of the slab that is about 6 feet long by 2 feet wide. I will need confirmation on dimensions and location along with height.
A16. See Phase 1 As-Builts for existing dimensions of chiller anchor locations and rough location of stub-ins, and verify in field. See

Existing Air-Cooled Chiller Schedule on M003 and 1/M004 for dimensions of the purchased chiller.
Q17. Slab to where the roof should start (need dimensions).
A17. The design (delegated-design) should minimize the roof height, while still providing sufficient height for installation and maintenance of the equipment.
Q18. Height of louvers on the side wall sections
(need dimensions).
A18. The intent is to have the enclosure wall to be fully louvered, with approximately a 6 inch clearance above the top of slab. The height will vary depending on roof slope and installation and maintenance clearances. This will be reviewed in the delegated-design submittal.
Q19. Please specify which port we should use for delivery.
A19. Logistics of materials and equipment delivery to the site are, in our opinion, Contractor's means and methods.
Q20. We will need to know if the roof panels should be something other than louvers.
A20. The roof panels should be solid metal panels to achieve a covered roof enclosure, complete with drainage accessories (gutters/downspouts).
Q21. Is an emergency generator included in the scope of this project?
A21. No. This was stated in error in Section C of the solicitation.
