4. What follows are questions from potential offerors and the official Government response to those questions:
Q1. Is the Frame for the mirror shown on SHT.
A-401 to be stainless steel or wood? Section 06
20 23 doesn't say anything about wood mirror frames.
A1. Section 08 83 00 - "Mirrors" references the
Finish Carpentry section for "wood trim for mirrors." Use the materials specified under Para
2.3 "Interior Trim."
Q2. Please clarify if the hard copy bid bond should be submitted with the proposal or sent directly to the CO?
A2. Include hard copy with proposal.
Q3. Please clarify that we can use recently completed PPQs or CPARS to accompany the projects highlighted in Factor 1 to fulfill the Factor 4
Past Performance requirement.
A3. No. They must be new for this project, and be sent directly to the Contracting Officer from the reference as stated in Section L.
Q4. Are bidders permitted to dual hat key personnel if they meet Section H requirements?
A4. Per Specification Section 01 40 00, the
Quality Control Manager/Supervisor shall be assigned no other duties. The worksite
Superintendent may serve as the Safety Manager.

Q5. Companies that have common ownership under an ANC are permitted to use the experience of the workforce and project examples of similarly situated sister companies to respond to RFPs and in contract performance when those sister firms have meaningful involvement in contract performance under e.g. GAO File
B-401560.3, B-401560.4; B-409187, B-409187.2;
B- 409187.3; B-409196. Are bidders permitted to use the experience and quals of their affiliates for this opportunity?
A5. Yes.
Q6. Reference: General Notes #22 - G001 Pg.
2/92: If the contractor is required to evacuate all personnel from the site, indefinitely, due to increased levels of S02 as a result of volcanic activity, will the government provide additional time and money as a modification to the contract to complete the project?
A6. In the unlikely event that there is an extended shutdown due to high SO2 levels, the NPS would negotiate a fair and reasonable time extension and costs associated with demobilizing and remobilizing. As of October 10, 2019, the volcano is not erupting, and monitoring data continue to show low rates of sulfur dioxide emission.
Q7. Reference: Section 01 11 00 - Summary of
Work, Part 1 General, 1.2 Work Covered by
Contract Documents, D, 3: Will the government issue a modification to the contract for any additional work that may be required to correct or adjust any of the work done in Phase 1, in order to meet the requirements of the work to be performed during Phase 2?
A7. If modifications to Phase 1 work are needed which are not in the contract, this would be considered a differing site condition. However, if an offeror sees something during the proposal phase that they know will require a change, they should bring it to the NPS's attention via an RFI prior to submitting a proposal.

Q8. Reference: Section 01 11 00 - Summary of
Work, Part 1 General, 1.2 Work Covered by
Contract Documents, E, 1: Will the government please consider allowing the abatement of hazardous materials found during Phase 2 to be issued as a modification to the contract for
Phase 2? The current Hazmat report is based on conditions prior to the construction of all
Phase 1 work. A considerable amount of work was performed in Phase 1. The Phase 2 Contractor does not have available what abatement work, if any, has already been performed.
A8. HazMat abatement was completed in Phase 1.
There should be none in Phase 2. The garage was also abated.
Q9. Reference: RFP Section H, Special Clause 3
(Pg. 20/156) & SF 1442, 10, Note F. Will the government waive the requirement to identify the key trades listed in Special Clause 3:
Key Trades? Due to many of the contractors being small businesses it is very difficult to commit to unfunded projects without known project execution dates. The most economical and cost efficient proposal for the government is most likely be achieved by removing the requirement to identify all key trades.
A9. The requirement to identify all key trades is removed.
Q10. What is the thickness of the Blanket insulation to be installed in the ceilings and walls?
A10. R-13 batt insulation should be installed in existing ceiling, wall and floor cavities exposed during construction, per manufacturer's instructions. It should be cut to fit tightly at all items within these cavities. In floor/ceiling cavities, the insulation should be aligned with the bottom of the joists.
Q11. Per Page 1, Block 10 (f), This project is currently an unfunded requirement. In light of

140P2019R0099/0001 that, would NPS waive the 60 day commitment requirement for key personnel as stated on
Page 20, Special Clause 2: Key Personnel, para.
(b)? It is extremely difficult for small businesses to commit key personnel to unfunded projects without known project execution dates.
A11. No.
Q12. Regarding the mechanical rough-in (duct work) downstairs with-in ceiling joists at each end of the building; See M-201 at storage room
101 and collection and processing room
104 for duct work key notes 4 & 5. See attached pictures that show ducts running perpendicular to floor joists in comparison to mechanical drawing where ducting is supposed to be concealed in floor joists.
When we refer to structural drawings S-111 there does not appear to be anything regarding modification of floor framing to accommodate the installation of the mechanical system that is to be concealed within floor joists.
We would like to address this now in an attempt to finding a solution before construction begins.
We understand the historical elements and want to be sure that accommodations for this work are clearly understood. This does not appear to be as much of an issue with the upper level as there is more room in attic area. Please provide a drawings that shows framing modifications addressing requirements for rough in work on mechanical, electrical and, fire sprinklers at first floor framing (typ).
A12. Keyed notes 4 & 5 only apply to vertical transition up to floor penetration. Ductwork to run below joist space except where noted by sheet notes 10, 11, and 12. For example the
10x8 duct that crosses the beam in room 101 runs below the beam tight to structure. Sheet notes
10,11, and 12 only apply to running in the joist space for a short distance in order to cross walls.
Q13. Can MC cable be used for non-homerun branch

140P2019R0099/0001 circuits? We have found that 3/4emt is very difficult to install in wood framing.
A13. Please refer to Section 26 05 19 Para 3.2F regarding the use of MC cable.
Q14. Please verify if floor joists can be drilled for conduit installation?
A14. Please refer to Detail 3/S001 for limitations on drilling. Note that items listed as "or" are intended to be the lesser of the criteria given.
Q15. Subfactor 1B - Key personnel Experience ¿
Is it the intent of the government to have (3) separate management personnel on site at all times during construction activities, specifically a Job-site Superintendent, Quality
Control Manager, and Safety Manager as referenced in Subfactor 1B - Key personnel Experience? Are these individuals able to perform other duties, i.e. Job-site Superintendent as foreman for self-performed work, dual hatted
Quality Control Manager / Safety Manager? Please be specific as to the requirements and limitations of each of these key management personnel.
A15. Per Specification Section 01 40 00, the
Quality Control Manager/Supervisor shall be assigned no other duties, and shall be on the project site whenever contract work is in progress. The worksite Superintendent may serve as the Safety Manager and, per Contract Clause
52.236-6, must be on the worksite at all times during performance of the contract.
Q16. FACTOR 4 - PAST PERFORMANCE - Considering that we just finished the fiscal year end push/deadline for proposals for many other procurements, we have requested many past performance questionnaires from our customers over the last 60 days or so. In an effort to not create an unnecessary burden on our customers, would the government consider past performance questionnaires that were previously

140P2019R0099/0001 completed and submitted by customers for similar procurements utilizing the same or similar past performance questionnaires?
A16. Please see A3 above.
Q17. Delivery Due Date and Time - We have found that 3rd Party Commercial Carriers have been both unreliable and generally unconcerned about meeting delivery times across the board.
Specifically, if we list a 1400 hrs delivery deadline, they can seldom meet that for a myriad of reasons that leave us with little to no recourse. In an effort to facilitate a timely reception of our proposal, would the government consider extending the bid due date and changing the delivery time from 1400 hrs to 1600 hrs local time (MST)?
A17. Please see Number 3 above.
Q18. Site Visit Attendee List - Please issue the site visit attendee list via an amendment on fbo.gov.
A18. Included with this amendment.
Q19. Reference: Lighting
Q19 (a) Drawing notes indicate fixtures were purchased but not installed in Phase 1. Please confirm.
A19 (a) Yes, they were purchased.
Q19 (b) Please confirm the condition these fixtures in.
A19 (b) Stored and in good condition.
Q19 (c) Please clarify if the fixtures included in fixture schedule are what is actually being used.

Q20 (a) Drawings indicate a lighting control panel. Please identify what type of lighting control is being used.
A20 (a) Unsure.
Q20 (b) Can the government provide information as to whether lighting occupancy sensors, relay packs and switches purchased and installed in
Phase 1?
