VICK 209256 Stabilize Railroad Redoubt Questions and Answers

1. Do QC personnel require quality control certifications beyond company QC training?

Specification section 01-40-00-3 , paragraph 1.5 provides minimum qualification levels. Note that the Quality Control Manager must be a professional geotechnical engineer or geologist.

2. Will specialized track safety training be required?

Section 01 11 00-3 paragraph 1.4.E.5 states that all personnel who work within the KCSR right-of-way shall be trained and certified as a KCSR "Roadway Worker".

3. What is the expectation for work restrictions during times when a train is arriving?

In general, the expectation would be to stop work if any work is occurring on the slope above the railroad tracks. If there is any potential for equipment, material, or personnel to foul the track right of way, work must be stopped. Additionally, specification 01 11 00-3, paragraph 1.4.E.6 states that a qualified Roadway Worker In Charge must be present during work that has the potential to come within 25 feet of the right-of-way centerline.

4. Do the trains operate on a schedule?

No. Trains are freight only and not on a defined schedule. The approximate number of trains per day is 18-24 per 24 hours equally distributed day and night with an average of 20.

5. What speed do trains travel at?

Timetable speed is 40 mph.

6. Is railroad track closure possible?

Yes, there is a process to request closure. A closure up to 4 hours can be requested. It takes 3-4 weeks to get these requests reviewed and approved by KCSR and its agents.

7. Do flaggers need to be on site for the entire project?

The right of entry permit will detail requirements. In general, any work on the slope above the tracks will require a flagger and a dedicated person in contact with the train operator.

Equipment and material movement that is on the opposite side of the slope (e.g., closer to the road than the tracks) would not be expected to require a flagger.

8. Does pressure on cut slope have to be measured when working on the slope?

Yes, installation plan required by 314415.56 paragraph 3.1.3 states that temporary slope stability should be included in site safety plans. This should take into account equipment loads on the bench of the slope, weather conditions, and moisture levels that could affect slope stability.

9. Can any signs be removed?

Metal marker signs can be removed, stone monuments cannot. The Contracting Officer should be notified prior to any removal.

10. Will the park clear any areas for vehicle access?

In the access area through the wetland, the Park has a contract to have the area brush hogged twice per year. This is usually done in the fall and will be performed before a contractor mobilizes for this project.

11. Where do trees go when cleared?

Section 311100 (Site Clearing) paragraph 3.6.A states that all material from site clearing shall be removed from the site. Section 01 74 19-2 (Construction Waste Management and Disposal), paragraph 1.3 details waste management goals of diverting 50% of waste from landfills. Land clearing debris (chipped) can be used for mulch or erosion control. Will need to be clarified with the Park.

12. What is the general timeframe from submission to award?

7/29 - Questions due; 8/6 Proposals accepted/evaluated; 9/20 approximate date of award; Bonds due 10-14 days after award; NTP approximately late October 2019. Project duration is 365 days.

13. The finished grade in front of the wall along stations 2+50 to 2+84 is shown in the profile view as being at elevation 282. The plan view shows the finished grade sloping up from elevation 282 at Station 2+50 to elevation 302 at Station 2+84. Should the piles, anchors and concrete panels be installed to elevation 282 as currently shown or will there be a revised drawing issued showing the finished grade sloping upwards and therefore reducing the pile depths and amount of concrete panels needed? If this is not changed a temporary shoring wall will be required to install the concrete panels to elevation 282 as currently shown?

Yes; the piles, anchors and concrete shall be installed to elevation 282 as shown on Sheet C7 and then graded as shown on the plan view (Sheet C6).

14. Dywidag DCP tieback anchors are currently shown. Due to the length of these bars, can Strand DCP tieback anchors be used instead?

We have no objections provided the Anchor Design Loads shown on Sheet C7 are achieved and backup calculations are provided for review/approval prior to construction. A cut sheet of the product should also be provided for review/approval.

15. There is a discrepancy between Specifications Section 01 31 00 Part 1.9(A)(1) and Contract Clause 52.236-7 Permits and Responsibilities. Please clarify.

Per Contract Clause 52.215-8 Order of Precedence Contract Clause 52.236-7 is to be read as the governing instruction per this situation.

16. Insurance as outlined in Section H - Special Contract Requirements, Liability Insurance Requirements paragraph 'a' is not generally allowed on Contractor's Corporate Policies.

Change Language at Section H - Special Contract Requirements, Liability Insurance Requirements paragraph 'a' to read: "“(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Office by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America shall be named as additional insured, except in regard to the workers’ compensation and Architect- Engineer policies. The amounts of the insurance shall be not less than as follows:"
