Question No. Sheet or Reference Question Response Amendment Answered

However, some clarification is needed on the park shutdown from October 15‐

April 15. Does the 6 month shutdown affect the 244 calendar day allotment to complete the project? Will work on the project be allowed to continue during the park shutdown? Thank you.

Page 1 of the SF1442 states, "

This project will have a winter shutdown which is anticipated to occur between October 15, 2018 and April 15, 2019. This shutdown will have no impact on the actual construction duration of 244 days as cited in Clause 52.211‐10."

In other words, the construction period of performance "clock" stops during the winter shutdown.

Are we allowed to work during winter shutdown? NO

No

Does the winter shutdown impact the

244 calendar days to complete the work?

No ‐ please see response to question #1 above 0004

What is the anticipated period of performance?

Sept 2018 ‐ Oct 2019

Do we need to provide the

Subcontractor Reference form with our proposal? If so, where should it go?

Yes, please include subcontractor references.

They may be submitted as a part of the Proposal

Submission Package Volume I ‐

Page 137 of 151 of the RFP states that, "Volume II shall be submitted in an original"; however, page 136 says to submit the proposal on a USB. Can you please confirm that we are to submit both the Technical and Price Volumes on a USB?

Please submit the proposal via

USB only.

Page 137 of 151 of the RFP indicates that Proposed Equals and Hazardous

Materials are part of Volume I ‐

Technical Proposal; however, the

Proposal Submission Package shows that that Proposed Equals and

Hazardous Equals should be in the Price

Volume. Can you please clarify?

Please include the Proposed

Equals and Hazardous

Materials forms with the

Technical Volume.

Page 137 of 151 of the RFP asks us to submit resumes. Are we to use the Key

Personnel Qualifications form for the resumes?

The Key Personnel

Qualifications form is provided as a template should the offeror wish to use it.

Resumes are acceptable, as well.

Could the National Park Service provide a layered PDF of the drawings for the project?

This was provided in

Amendment 00003.

Drawing Page C203 Area south of

Generator Building, can the location of the fire hydrant be moved closer to the

Generator Building in the island? Also there was mentions by the Park Staff that the dirt loading dock may be removed. Will the loading dock be removed by NPS or Contractor?

Depending on actual field conditions at the time of construction, the locations of the fire hydrant in question may change. For proposal purposes, assume this dock remains as currently situated.

Please provide the survey data used yesterday for the pre‐bid walk.

Other than the survey information already provided in the construction documents, the prospective contractor is responsible for undertaking all surveying required to properly complete this project.

What are the requirements for reclamation of the staging areas?

The restoration of all areas disturbed during the course of this project, including staging areas, are to comply with all contract requirements.

At the fire station where the valve is replaced in the approach is there an alternative access to the area?

There is another access road to the fire station off the main road. As noted on the contract documents, the

Contractor shall submit for review and approval a traffic control plan which shall identify all in road‐way work with a specific plan to manage traffic in each such location, and the expected duration and type of impact to traffic.

Can one lane roads be closed during construction?

As noted on the contract documents, the Contractor shall submit for review and approval a traffic control plan which shall identify all in road‐ way work with a specific plan to manage traffic in each such location, and the expected duration and type of impact to traffic.

What are the hours of production in the campground, EDR and hotel locations?

Work hour limits are identified in spec section 01 11 00 ‐ 1.8. 0004

What are the average traffic counts per day on the main road to the Lodge?

In 2017, there were approximately 135,000 vehicles to North Rim with peak traffic count in July:

May ‐ 14,000

June ‐ 24,500

July ‐ 29,285

August ‐ 24,265

September ‐ 24,958

October ‐ 18,100

Can the excess excavated materials be disposed of near the project or does it have to be disposed of off of National

Park Service Property?

Disposal of surplus soil is identified in specification section 31 23 33 section 3.15.

Factor 2 ‐ Past Performance requires us to submit a Past Performance

Questionnaire for each highlighted project. In order not to over‐burden our clients with multiple questionnaires, would the government accept a CCASS, CPARS and/or a previously completed

PPQ provided with our proposal in lieu of the Past Performance Questionnaire issued with the RFP?

The Government is requesting the Past Performance

Questionnaire as stated in the

RFP.

Contracting Officer instructions: Offerors are allowed to submit a revised price schedule to the

Contracting Officer at jason_longshore@nps.gov anytime before the proposal due date and time. Volume I and Volume II of the proposal package shall be sent via USB.

If submitting a revised price schedule, offerors need only submit the Contract Price

Schedule from Volume II.
