Solicitation Revised 5/30/18
Document No.
140P2018R0054 Document Title CACO 206869 – Upgrade Visitor Access at Herring Cove Beach, Cape Cod National Seashore
Past performance ratings will be: highly qualified, well qualified, satisfactory, neutral, barely qualified, and not qualified. A correlating degree of performance risk - the offerors ability to perform the contract successfully - will also be assigned:
very low, low, moderate, unknown, high and very high.
The NPS will also evaluate offerors’ past performance via queries of local, state, federal past performance databases (PPIRS, CPARS, etc.) and inquiries with public and private sector clients and businesses. The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by the offeror.
Offerors are authorized to provide information on problems encountered on projects provided in the Technical Evaluation Factor 1 – Experience section and the offeror’s corrective action. The Government will consider this information, as well as information obtained from any other sources, when evaluating the offeror’s past performance. Failure to disclose such information may result in a determination that the offeror has been less than candid with the Government, which could result in an unfavorable assessment of the offeror's past performance record.
BUSINESS AND PRICE PROPOSAL
Evaluation Factor 6: Price
Price evaluation will constitute performance of price analysis to determine the reasonableness of an offeror’s proposed price. Reasonableness will be primarily determined by considering other competitive prices received in response to the solicitation. The proposed price will also be compared to the independent Government cost estimate (IGCE) price. No rating will be assigned.
The Government will consider whether a proposed price is unreasonably high or unreasonably low because this might indicate a lack of technical understanding on the offeror's part or a performance risk associated with the proposal that the Government may not be willing to accept. Whether a price is unreasonably high or unreasonably low will be based on comparison to other competitive prices received in response to the solicitation and comparison to the independent Government cost estimate (IGCE) price.
If requested by the Contracting Officer, information other than cost or pricing data to support the proposed price, or on any other additional information deemed necessary to determine the fairness and reasonableness of a proposed price, may be required to be submitted by offerors.
D. RELATIVE IMPORTANCE OF EVALUATION FACTORS:
1. The four (4) technical factors are listed in descending order of importance. Factor 1 is more important than Factor
2. Factor 2 is more important than Factor 3. Factors 1 and 2 are significantly more important than Factors 3 and 4.
Factor 3 is slightly more important than Factor 4.
2. Technical Factors 1 through 4 combined are more important than Past Performance.
3. All evaluation factors other than price (technical and past performance) when combined, are significantly more important than price.
